الأطماع الفرنسية في الجزائر حسب ويكيليكس

فضح الموقع الالكتروني "ويكيليكس" الأطماع الفرنسية، وتكالب الإليزي على الجزائر، حيث اعتمدت السفارة الأمريكية ليس فقط على دبلوماسييها للتجسس على الجزائر، وإنما تعدته الى الديبوماسيين الغربيين وعلى رأسهم السفير الفرنسي لدى الجزائر برنار باجولي "لاقتسام الكعكة " بتركيزه الاهتمام على الجانب الاقتصادي، معتبرا إياه أهم ما يشغل بال رجال الإليزيه، وفضح الموقع زعيم الأرسدي سعيد سعدي الذي مافتئ يمارس الوشاية الكاذبة ضد بلاده لصالح السفارات الغربية .
وكشفت برقية ديبلوماسية، مؤرخة بتاريخ 25 جانفي 2008، عن فحوى حديث جمع السفير الأمريكي "فورد" وصديقه في السفارة الفرنسية "برنار باجولي"، وصرح السفير الفرنسي برنار باجولي لنظيره بالسفارة الأمريكية في الـ 23 جانفي 2008 بأن الجزائر قد لا تكون بحاجة إلى الرئيس بوتفليقة، ‬إلا ‬أن ‬عليها ‬التحرك، ‬وان ‬الحكومة ‬الفرنسية ‬ترى ‬بأن ‬الجزائر ‬تتجه ‬تدريجيا ‬إلى ‬الاستقرار، ‬وذلك ‬لعدم ‬وجود ‬بديل ‬لبوتفليقة ‬في ‬حال ‬انه ‬رفض ‬الترشح ‬لعهدة ‬ثالثة ‬في ‬2009
كما أثار السفيران موضوع الفساد في الجزائر، حيث قال السفير الفرنسي باجولي في البرقية الموجهة، إلى مصالح وزارة الخارجية بالبيت الأبيض والسفارات الأمريكية بالساحل وشمال إفريقيا وباريس ومدريد: "الفساد على طول الطريق وأتى على كل شيء، حيث بلغ مستويات قياسية جدا، ‬وتداخل ‬مع ‬الاقتصاد ‬والتنمية"‬.
وكشف باجولي أنه تطرق مع نظيره الأمريكي إلى صحة الرئيس، وقال بأن بوتفليقة بخير، وحالته الصحية تحسنت، كما أبلغه بأن هناك إجماعا في الآراء داخل قيادات الأمن بخصوص دعم الرئيس بوتفليقة لتوليه عهدة ثالثة، وعكس ما ذكره السفير الأمريكي بالجزائر بخصوص علاقة الرئيس بوتفليقة بالجيش، والتي وصفها بالجيدة، اعتبر السفير الفرنسي أن العلاقة بين بوتفليقة والجيش حساسة وهشة، مستدلا بضغط الجيش على وزير المجاهدين الشريف عباس لانتقاد الرئيس الفرنسي نيكولا ساركوزي عشية موعد زيارته للجزائر في ديسمبر 2007.
وكشفت برقية أخرى مؤرخة في 19 ديسمبر 2007، عن فحوى المناقشات التي جرت مع مسؤولين سابقين في الحكومة، وزعماء المعارضة وصحفيين، حول صورة النظام الجزائري في سبيل أنه لايزال هشا أكثر من أي وقت مضى، ويعاني من نقص في الرؤية، بعد استفحال الفساد على جميع المستويات، وصراع ‬في ‬صفوف ‬قيادة ‬الجيش، ‬حيث ‬أعربوا ‬للسفير ‬الأمريكي ‬عن ‬قلقهم ‬بشأن ‬عدم ‬قدرة ‬الحكومة ‬على ‬معالجة ‬المشاكل ‬السياسية ‬والاقتصادية ‬والأمنية.
وحسب البرقية رقم 135031 فقد حذر سعيد سعدي، رئيس التجمع من اجل الثقافة والديمقراطية، الولايات المتحدة من السكوت على ما اعتبره تدهورا للديمقراطية في الجزائر، وأكثر من ذلك عرض الزعيم الروحي للأرسيدي على السفير الأمريكي تدعيم الولايات المتحدة لحزبه للحفاظ على الديمقراطية، واعتبر سعيد سعدي الولايات المتحدة متواطئة مع النظام في تزوير الانتخابات في الجزائر، وتعديل الدستور، حيث فضل سعدي لو تدخلت الولايات المتحدة للوقوف أمام مثل هذه الممارسات، وطالب بالدعم الخارجي شيء مهم لضمان الحياة الديمقراطية.
وزعم سعدي بأنه تحدث مع مسؤول جهاز المخابرات، والذي وصفه السفير الأمريكي بأساس ضمان المراقبة والإبقاء على النظام، أن محدثه أبلغه بأن الأمور ليست على ما يرام، بما فيها الحالة الصحية للرئيس وبشكل عام الوضع الراهن في الجزائر. وأبلغه بأنه بحاجة للاطمئنان على أن ‬تكون ‬البدائل ‬السياسة ‬ناجعة ‬وأن ‬لا ‬تزعزع ‬استقرار ‬البلاد.
ومن جهته، أشار عبد الله جاب الله في 17 ديسمبر للسفير الأمريكي فورد، أن ظاهرة الحراڤة، لا تقتصر فقط على الفقراء الشباب العاطلين عن العمل، وإنما على جميع فئات المجتمع، معتبرا إياها بـ "الخيار بين الموت في البحر، والموت التدريجي في المنزل"، مرجعا ذلك إلى عدم وجود ‬فرص ‬في ‬البلد ‬التي ‬وصفها ‬بالراكدة ‬اقتصاديا، ‬وقال ‬سعيد ‬سعدي ‬لفورد ‬خلال ‬نفس ‬اللقاء: ‬"‬المهاجرون ‬الجزائريون(‬من ‬الطبقة ‬المتوسطة)‬ ‬في ‬كندا ‬والولايات ‬المتحدة، ‬هم ‬مستقبل ‬الجزائر".
كما تطرق السفير روبرت فورد مع "أحزاب المعارضة" إلى موضوع الفساد، حيث أشار كل من سعيد سعدي وعبد الله جاب الله بأن الفساد قد بلغ مستوى متقدم، وهذا حتى في داخل الجيش، كما أكد سعدي أنه تطرق للموضوع مع رئيس المخابرات الجزائرية وعلى أن هذا الأخير اعترف بالظاهرة.
وذهب سعدي إلى أكثر من ذلك حين شبه الحكومة الجزائرية بـ"عصابة تكريت"، نسبة إلى منطقة تكريت التي ينحدر منها غالبية المسؤولين في نظام صدام حسين، في إشارة منه إلى ولاية تلمسان التي ينحدر منها عدد كبير من الوزراء والمسؤولين في السلطة.
