فرنسا أكبر مصدّر للقمح باتجاه الجزائر

كشفت آخر الأرقام عن ارتفاع الحصة الفرنسية في واردات القمح هذه السنة، لا سيما اللين منه. وتستحوذ فرنسا على أكثـر من 75 بالمائة من مقتنيات القمح اللين، كما رفعت حصتها من القمح الصلب أيضا.
تفيد نفس المصادر باقتناء الجزائر 4,3 مليون طن من القمح اللين الفرنسي خلال العشرة أشهر من السنة الحالية، بقيمة إجمالية تصل إلى 707,768 مليون دولار، وتبقى فرنسا أكبر وأهم مزود للسوق الجزائري، خاصة عبر ميناء روان في مجال القمح.
ولكن الملاحظ أيضا هذه السنة، هو إحداث اختراق وتقدم للشركات الفرنسية في مجال تصدير القمح الصلب أيضا للسنة الثانية على التوالي، رغم انخفاض حصتها قليلا، رغم تقدم كندا في هذا المجال. فقد قامت كندا بتصدير نصف مليون طن من القمح الصلب بقيمة 954,138 مليون دولار مقابل 437 ألف طن السنة المنصرمة بقيمة 249.39 مليون دولار. ورغم ارتفاع الكمية، فان كندا ستتأثر كثيرا بعد توقف صادراتها خلال الشهرين الماضيين بعد فرض الجزائر لرسم على استيراد القمح الصلب بالخصوص.
أما فرنسا فقد صدرت باتجاه الجزائر 402 ألف طن من القمح الصلب بقيمة 86,105 مليون دولار مقابل 77,473 ألف طن بقيمة 170,224 مليون دولار.
وقد لوحظ هذه السنة تقلص عدد البلدان المصدرة للقمح بنوعيه باتجاه الجزائر؛ حيث بلغ 16 دولة هي ألمانيا وفنلندا وفرنسا وبريطانيا، إضافة إلى لبنان والسويد وأوكرانيا بالنسبة للقمح اللين، وأستراليا وكندا واسبانيا وفرنسا والولايات المتحدة وروسيا واليونان وإيطاليا والمكسيك وتركيا بالنسبة للقمح الصلب. في نفس السياق، سجلت الصادرات الأمريكية من القمح الصلب تحسنا بـ73,206 ألف طن وقيمة 68,57 مليون دولار خلال السنة الحالية مقابل 87,117 ألف طن و62,41 مليون دولار خلال السنة الماضية، مع ملاحظة تسجيل ارتفاع في أسعار القمح الأمريكي.
وما يلاحظ هذه السنة، هو توقف صادرات القمح المصري بصورة شبه كلية، إضافة إلى تراجع كبير جدا لصادرات الصين من الحبوب، ونفس الأمر ينطبق على كازاخستان لسوء المحصول هذه السنة. وتجدر الإشارة إلى أن واردات الحبوب إجمالا خلال هذه السنة تجاوزت 6 ملايين طن بكافة الأنواع، رغم إعلان السلطات العمومية عن تدابير توقيف استيراد القمح الصلب بالخصوص من قبل الديوان المهني للحبوب، فضلا عن توقف استيراد الشعير. في وقت عرف المحصول المحلي تحسنا حيث قدر بحوالي 4 ملايين طن، مع العلم أن متوسط الاستهلاك في السوق الجزائري لا يتعدى 7 ملايين طن من الحبوب.

بعدما كانت وجهة الجزائر في استيراد القمح بدرجة اولى الولايات المتحدة الامريكية و بنسبة حوالي 60 بالمئة أصبحت الآن
تلجأ الى فرنسا اعتقد انه فيه مجال شراكة او صفقة قد ابرمت في مجال التعاونيات السياسية و لااقتصادية بين الدولتين رغم انه العلاقات السياسية مع فرنسا متتدهورة حاليا
تمنياتنا ان تولي الدولة و الحكومة الجزائرية اهتاما كافيا لمجال زراعة الحبوب و القمح خاصة لانه يعتبر غذاء اساسي للمواطن الجزائري
و نتمنى ان توجه الاعانات و المشاريع الفلاحية الى ذوي الحق في الاستفاد منها
و ان يتوب اولائك الذين ياكلون في بطونهم النار و يتركوا المشاريع الذين يسرقونها
الى من يستحقها و من له كفائة في تسييرها
