عقبات في طريق مملكة النفط الروسية1

لم تكن روسيا منذ سقوط الاتحاد السوفياتي في أحسن حالاتها الاقتصادية كما هي عليه اليوم، فأسعار النفط تخطت كل الحدود التي كانت تحلم بها الميزانية الروسية، فلم يعد سعر 34 دولارا للبرميل الأمل الذي راود المخططين في عام 1999 لرفع الناتج القومي الروسي إلى معدل 5.5% سنويا، فقد فاق هذا النمو بالفعل حاجز السبعة بالمائة العام الجاري.

هكذا حقق النفط خلال السنوات الست الماضية انتعاشة هائلة للاقتصاد الروسي لدرجة صارت روسيا معها، حين جنت في النصف الأول من العام الجاري 34 بليون دولار من تصدير النفط، أقرب إلى مملكة نفطية، ولم يكن مستغربا حينئذ أن تمنح الصحف الأوروبية رئيسها لقب "شيخ الكرملين".

أعمدة المملكة
تمتلك روسيا أكبر مخزون للغاز الطبيعي في العالم بكمية تبلغ 1.7 تريليون قدم مكعب، وهي ثامن دول العالم في احتياطي النفط بحجم يزيد عن 60 بليون برميل. وقد أهلتها هذه القدرات لتصبح أكبر مصدر للغاز، وثاني مصدر للنفط بعد المملكة العربية السعودية، بل هي بالفعل أكبر مصدر للنفط خارج مجموعة أوبك.

ورغم أن القدرات الصناعية لروسيا تضعها ثالث مستهلك للطاقة بعد الولايات المتحدة والصين، فإن فائضا يزيد عن 70% من إجمالي إنتاجها اليومي من النفط، البالغ 7 ملايين برميل، يتجه للتصدير.

ويتم ذلك عبر شبكة أنابيب ضخمة تتجه إلى دول أوربا الشرقية والوسطى، وعبر السكك الحديدية إلى الصين، والناقلات البحرية إلى كل من اليابان وكوريا والجنوب الأوربي.

وتتحكم في إنتاج وتصدير النفط الروسي أربع شركات عملاقة هى لوك أويل وغازبروم وترانس نفت وروس نفت، وذلك بعد أن وجهت الحكومة ضربة قاضية لشركة يوكوس الخاصة التي كانت أكبر شركات النفط في البلاد، حين تم اعتقال رئيسها ميخائيل خودركوفسكي في أكتوبر 2003 بتهمة التهرب من تسديد الضرائب، فتمت تصفية الشركة لصالح شركات حكومية.

ومع تلك الإمكانات الهائلة فإن قطاع النفط الروسي يواجه مشكلات عدة أبرزها مخاطر تذبذب الأسعار التي تشهدها الأسواق الدولية، وفي مقدورها أن تعصف بمنجزاته فى بضعة شهور. كما تعوز هذا القطاع استثمارات غربية يحول بينها وبين السوق الروسي غياب الاقتصاد الرأسمالي الحقيقي. فمازالت موسكو تفضل "الاقتصاد الحر المحكوم" الذي يناسب الميراث السلطوي لهذه الدولة.

ولذلك يقع إنتاج وتصدير النفط برمته في أيدي القطاع الحكومي الأكثر كلفة والأقل كفاءة والأدنى إنتاجا. كما أن هذا القطاع غير قادر على إنفاق أموال ضخمة على تجديد معامل التكرير القديمة واستبدال شبكات الأنابيب المتهالكة.

ويضاف إلى المشكلات السابقة حقيقة أن 30% من نقل النفط الروسي يتم عبر وسائل غير أنبوبية، كالنقل بالسكك الحديدية والنقل البحري والنهري، وهي وسائل أكثر تكلفة ثلاث مرات مقارنة بالنقل الأنبوبي، كما أنها وسائل قليلة العائد حين يصاب سعر البرميل بانخفاض مفاجئ تهبط به في بعض الأحيان إلى 18 دولارا (وإن كانت روسيا مستعدة للاستمرار في التصدير حتى لو انخفض السعر إلى 12 دولارا).
