حرب العصابات

قرات منذ مدة موضوعا في منتديات الشروق يصف ما حدث بالجزائر بالحرب الأهلية ورغم ان الوصف سياسي بامتياز وله خلفياته ولا اريد ان ادخل في هذا النقاش الآن على الأقل ولكنني ارتأيت أن اقدم شرحا وافيا كافيا من الوجهة العسكرية عن ماهي الحرب الأهلية وحرب العصابات
تعرف حرب العصابات بأنها شكل خاص من أشكال القتال يدور بين قوات نظامية، وبين تشكيلات مسلحة تعمل في سبيل مبدأ أو عقيدة بالاعتماد على الشعب أو جانب منه، وتستهدف تهيئة الظروف الكفيلة بإظهار هذا المبدأ أو هذه العقيدة إلى حيز التطبيق.
وقد بدأ تبلور حرب العصابات بهذا المعنى على يد الإسبان الذين شكلوا من بينهم عصابات مسلحة لمقاومة نابليون وإزعاجه وإنهاكه بعد هزيمة قواتهم النظامية على يديه. وقد ساهمت هذه العصابات الإسبانية فيما بعد مساهمة ملموسة في معاونة ويلنجتون حين دخل بقواته النظامية ضد نابليون في المعركة المعروفة باسم معركة واترلو عام 1815.
وحرب العصابات بهذا المعنى الذي أوضحناه تختلف عن صور أخرى قد تشتبه معها من مثل الحرب الأهلية، والمقاومة الشعبية، والثورة، والعصيان والتمرد.
فالحرب الأهلية هي تلك التي تنشا بين مجموعتين أو مجموعات متكافئة تمت لبلد واحد.
وأما المقاومة الشعبية فهي نوع من الدفاع التلقائي غير المنظم يلجأ إليه الشعب عاطفيا لمقاومة قوات محتلة أو آخذة في الاحتلال، ودون أن ينتهج الشعب في ذلك تنظيما سياسيا معينا.
وأما الثورة فهي حادث سياسي جلل يقلب الأوضاع في دولة معينة ليرتفع بمستوى الواقع إلى مستوى الآمال الوطنية.
أما العصيان والتمرد فهما هبة مسلحة تتقرر نتيجتها بسرعة.
وهذه ولاشك نماذج لا علاقة لها بحرب العصابات التي نتحدث عنها، والتي يعتبر ماوتسي تونج أول من وضع قوانينها الاستراتيجية في العصر الحديث، بحيث صارت بهذه القوانين ظاهرة من ظواهر الحرب تعادل في أهميتها وخطورتها أنواع الحروب الأخرى.
وللتدليل على أهمية هذا النوع من الحروب، نذكر بالنتائج التي حققتها العصابات الصينية ضد الغزاة اليابانيين، والسوفيتية ضد الألمانيين، والجزائرية ضد الفرنسيين، والفيتنامية ضد الفرنسيين ثم الأمريكيين، وأخيرا قوات حركة موختي باهيتي في بنجالديش ضد القوات الباكستانية.
بل إنه ليس أدل على أهمية هذا النوع من الحروب، من أن دولا كالولايات المتحدة الأمريكية، وألمانيا الاتحادية، وفرنسا، قد استفادت من فكرته بإنشاء قوات تنهج أسلوب رجال العصابات بالرغم مما تملكه هذه الدول من إمكانات التعبئة النظامية.
وعلى أية حال، فسوف نقطع تماما بأهمية هذا النوع من الحروب إذا ما استيقنا أنها ليست صورة مصغرة للحرب التقليدية، وإنما هي حروب مختلفة تماما في قوانينها ومبادئها وكيفية الإعداد لها
