الموضوع : طلب إعادة النظر في تصنيفنا المجحف حسب المرسوم التنفيذي

بعد السلام والتحية :
نحن مديري المتوسطات دفعة 2009/2010 نطالب بإعادة النظر في تصنيفنا المجحف حسب حسب المرسوم التنفيذي رقم 08 - 315 بتاريخ 11اكتوبر 2008 الذي اعتبر منصب مدير منصبا عاليا يتقاضى أصحابه 105 نقطة استدلالية فقط مع بقائه في منصبه الأصلي بينما بقية مديري المتوسطات دمجوا في صنف 13 + 105 نقطة استدلالية بالرغم من أن الأخيرة لم ينص عليها القانون ودمجوا في صنف 13 .
إن هذا المرسوم احدث إجحافا وظلما حيث فرق بين مديري دفعة 2009/2010 ومن سبقهم من الدفعات ، فكلهم قاموا بإجراء مسابقات وتكونوا في معاهد متخصصة وتحصلوا على شهادات تخرج أشرفت عليها وزارة التربية الوطنية ومديرية الوظيفة العمومية، فكيف يعقل أن تختلف أجور مديري المتوسطات رغم أنهم جميعا يؤدون نفس المهام ، فأي قانون هذا الذي يجعل مدير متوسطة في صنف 13 ومدير متوسطة في صنف 11 أو 12 علما إن فلسفة القانون مستمدة من بديهيات العقل والمنطق المتمثلة في أهم مبدأ ألا وهو عدم التناقض .
- إن هذا المرسوم جاء قاصرا حيث لم يشر إلى سلك الإدارة (مديرين ، مفتشين ...) على
غرار سلك التعليم
- كيف يعقل أن يرأس مدير متوسطة موظفين يفقونه درجة ورتبة في التصنيف (مستشار
التربية في صنف 13 ، أستاذ رئيسي في صنف 13 ، مقتصد رئيسي في الصنف 14) وزيادة على ذلك هو آمر بالصرف عجبا
- نتســـال مــــا هي 105 نقطة استــــدلالية الخاضـــعة لكل الاقتطـــــاعات
(105 × 45 = .... – الاقتطاعات = 3000 د ج ) ، إن أعباء المدير ضخمة في المجالات الإدارية والتربوية والبيداغوجية والمالية فهل مقابلها 3000 د ج بالإضافة إلى تنقلات المدير وعلى حسابه الخاص ، واستعماله لهاتفه النقال الخاص من اجل مصلحة المؤسسة .
- في الأخير نطالب برفع الغبن عنا بإعادة النظر في تصنيفنا بما يليق من مكانة المدير
في المؤسسة وما يزيده افتخارا ولتحقيق العدالة والاستقرار وطمأنة النفوس .
