سكر و زيت: سيفيتال لم تطبق أية زيادة في الأسعار

أكد الرئيس المدير العام لمجمع سيفيتال، اسعد ربراب، يوم السبت، أن مجمعه لم يطبق أية زيادة في أسعار منتوجيه الاثنين مرجعا الارتفاع الحالي إلى المضاربة على مستوى تجار الجملة و التجزئة.

وفي ندوة صحفية، صرح رئيس مجمع سيفيتال الذي يعتبر المنتج الأول لمادتي السكر والزيت بالجزائر قائلا " أؤكد أن المجمع لم يطبق أية زيادة على أسعار السكر و الزيت بالرغم من الارتفاع المستمر لأسعار المواد الأولية على مستوى السوق الدولية".

وحسب نفس المتحدث، فإن سيفيتال استمرت بفضل اللجوء إلى احتياطاتها من المادة الأولية في تطبيق أسعار أقل من تلك المتداولة في الأسواق الدولية. كما أردف نفس المتحدث أن سعر الكيلوغرام الواحد من السكر يباع من طرف سيفتال ب 50ر79 دج عند الخروج من المصنع و 99 دج على مستوى محلات التجزئة التابعة للمجمع.


و قد أرجع السيد ربراب الذي أعرب عن "دهشته الكبيرة" إزاء الأسعار المطبقة على مستوى دوائر التوزيع بالجملة و التجزئة هذا الارتفاع المذهل للأسعار إلى الإجراءات الجديدة المتضمنة في قانون المالية التكميلي لسنة 2009 الرامية إلى القضاء على السوق الموازية من الأسواق الوطنية.

و أضافت مصادر أخرى أن الإدخال المسبق انطلاقا من جانفي الحالي لاستعمال الصك قد أدى ببعض تجار الجملة إلى رفع أسعار مبيعاتهم مما ساهم في ارتفاع الأسعار.

من جهة أخرى، أوضح السيد ربراب أن تجار الجملة و نصف الجلة الذين وافقوا على فوترة مشترياتهم على مستوى نقاط التوزيع قد أسرعوا في زيادة هوامش التوزيع بهدف التصدي لخسارة محتملة قد تنجم عن التقويمات الجبائية. و بهدف توضيح شروط التزود الجديدة المفروضة على الموزعين من طرف نقاط البيع لسيفتال، أكد السيد ربراب "في حال رقابة جبائية، فان المنتج و بائع الجملة سيخضعان لتقويم بنسبة 50 بالمئة في قيمة الفاتورة في حالة وجود فوترة حول سجل تجاري مزور".

و حسب قوله دائما فان هامش الربح الحالي الخاص بالتوزيع المقدر ب 1 بالمئة الذي يجنيه تجار الجملة لكل لتر مباع من الزيت غير كاف حتى لدفع الرسم على النشاط المهني المحسوبة على أساس 2 بالمئة من رقم الأعمال.

و قصد وضع حد لهذا الارتفاع في الأسعار أعرب السيد ربراب عن استعداده للمساهمة في جهود الحكومة الرامية الى تحقيق استقرار في السوق. كما أوضح السيد ربراب أنه على الحكومة الاختيار بين ثلاثة حلول و هي تخفيض الحقوق الجمركية و تخفيض الرسم على القيمة المضافة و الرسم على النشاط المهني و تحديد نسبة صرف مخفضة بالنسبة للمتعاملين المهمين في مجال المنتوجات الأولية.

و للتذكير، فان حصة سيفيتال في سوق الزيت تقدر ب 65 بالمئة فيما تترامح ما بين 80 الى 85 بالمئة بالنسبة لمادة السكر حسب الأرقام التي قدمها رئيس المجمع.
