قراءة في الصمت الرسمي الجزائري .. منقول

رغم التطورات التي عرفتها تونس طيلة أسابيع وما تولد عن انتفاضة الشارع من التسريع برحيل الرئيس زين العابدين بن علي من قصر قرطاج وتحوله إلى لاجئ سياسي، إلا أن ذلك لم يخرج السلطة في الجزائر من حالة الصمت التي لازمتها، وكأن تونس بلد يبعد عنا آلاف الكيلومترات وليس لها حدود مشتركة تعتبر العمق للمجال الأمني الحيوي للجزائر.
مثلما أعربت الولايات المتحدة الأمريكية والصين، وهي دول كبرى في العالم، عن موقفهما بشأن التغييرات في تونس التي عجلت بإسقاط الرئيس زين العابدين بن علي تحت ضغط الشارع، مثلما تحدثت أيضا دول صغرى على غرار قطر وفلسطين وغيرهما عن الوضع الداخلي الذي تعيشه تونس، وهي مواقف تعكس اهتمامات هذه الدول بما يجري في الساحة الدولية والإقليمية. لكن في ظل هذه الأجواء والتغييرات التي دخلت فيها تونس والتي لها انعكاسات مستقبلية، لازالت السلطة في الجزائر في موقع المتفرج، بحيث لم يصدر عنها أي رد فعل لا بالترحيب ولا بالإدانة ولا بأي موقف آخر يتماشى مع التطورات التي تحدث في دولة لها حدود مشتركة مع الجزائر وتربطها علاقات اقتصادية واجتماعية بين الشعبين، ما يجعل الجزائر معنية ومعرضة أكثر من غيرها، لأي تداعيات ستنجر عنها. فلا رئاسة الجمهورية أصدرت بيانا حول الوضعية في تونس، وهي التي كانت ترى في النظام التونسي بزعامة زين العابدين بن علي ''نموذجا'' يحتذى به في المنطقة، خصوصا في ميدان التنمية الاقتصادية والاجتماعية قبل أن تتم تعريته في انتفاضة الشارع التي انطلقت من مدينة سيدي بوزيد. كما لم تعلن الحكومة عن أي موقف هي الأخرى إزاء الأحداث العاصفة التي عجلت برحيل الرئيس التونسي من السلطة ودخول تونس في عهد جديد. نفس السكون يسود وزارة الشؤون الخارجية، بحيث لم يصدر أي رد فعل عن مراد مدلسي ولا من قبل عبد القادر مساهل، الوزير المكلف بالشؤون الإفريقية، بالرغم من أن تونس تحتضن جالية جزائرية كبيرة في مختلف المدن التونسية.
ولا يبدو صمت السلطة في الجزائر على علاقة بكيفية أو صعوبة قراءة الأحداث التونسية، بقدر ما هو على صلة بأن الرئيس عبد العزيز بوتفليقة شخصيا كان ''مقتنعا'' بـ''السياسة الرشيدة للرئيس زين العابدين بن علي'' التي كانت تضمن في برقياته عند عبوره الأجواء التونسية. كيف لا وقد وقف الرئيس عبد العزيز بوتفليقة في زيارته لتونس في جوان 2000 مخاطبا البرلمان التونسي، في كلمة تعد الأولى من نوعها لرئيس دولة تلقى في البرلمان التونسى ولم يسبقه أي رئيس من قبل، وهو ما لم يفعله في البرلمان الجزائري، بالرغم من أن الفرق واضح بين مصداقية الانتخابات في كلا البلدين.
صحيح أن تونس ظلت أبواب حدودها مفتوحة أمام الجزائريين ولم تفرض التأشيرة طيلة سنوات الأزمة الأمنية في الجزائر، عكس الجيران الآخرين في المنطقة، لكن لم يكن ذلك ''منة'' من الرئيس بن علي بقدر ما كان ذلك يجلب لتونس مداخيل من العملة الصعبة، كما لم يكن ذلك كافيا لأن تغمض الجزائر عينيها عن تجاوزات النظام التونسي في حق النشطاء السياسيين والحقوقيين، وهو ما لم يفعله الرئيس بوتفليقة الذي لم يخف مساندته لتونس في مواجهتها للمنظمات الحقوقية الدولية بشأن واقع الحريات وحقوق الإنسان. فإذا كان نظام الرئيس بن علي بمثل تلك الأوصاف، فلماذا عصف به الشارع ولماذا لم يجد ملجأ حتى لدى أقرب مقربيه؟
