بطانة السوء والتظليل

في خطابه الأخير قبل رحيله عن السلطة قال الرئيس التونسي المخلوع بن علي في كلمة وجهها للشعب التونسي أن المحيطين به كانوا ينقلون له المعلومات المغلوطة وانه لم يكن يعرف أن التونسيين يعيشون كل هذا القهر والاحتقان والظلم، وأن المحيطين به كانوا يقولون له أن الأمور على أحسن ما يرام، وأنه ضحية تظليل من طرف محيطه ومستشاريه وأنه الآن فهم الشعب التونسي.
وبغض النظر عن نية بن علي في قول هذا وبغض النظر كذلك عن مدى صدقه، وبغض النظر عن مسئوليته التي لا ينفيها كلام مثل هذا، فهو مسئول وكان عليه أن يتحرى الحقيقة من مصادر عديدة ومن قنوات أخرى غير قنواته الرسمية، وبغض النظر عن كل هذا وعن كل شيء، وبهدوء ولنطرح السؤال التالي ألا يحمل كلامه نوع من الصدق؟ أليس في كلامه نوع من الحقيقة؟ وكلامه فيه جانب من الحقيقة، حقيقة المحيطين بالمسئول والمنتفعين وحقيقة بطانة السوء التي يكون كل همها الانتفاع والاستفادة على حسابه وباسمه، وحقيقة أن بطانة السوء هي المفسدة والمدمرة أكثر من أركان النظام ومن النظام نفسه لأنها عموما تكون مستترة غير ظاهرة للعيان فلا يصيبها مكروه وهي غير مسئولة أمام القانون لان المنتمين لبطانة السوء هم أشخاص لا يحكمون من وجهة النظر القانونية ولا يمكنهم اتخاذ القرارات فهم بهذا ضحايا وليسوا جناة فهم موظفون ينفذون الأوامر وليس بمقدورهم إصدارها.

لا أدري لماذا عندما قرأت الموضوع تذكرت حكاية لسائق تاكسي يرويها لكل زبائنه من مدينة عنابة : يقول أنه في عهد بومدين وقع له مشكل إداري ﻹستخراج وثيقة مهنة سيارة أجرة، و بعد لهث و عناء بين المكاتب و البيروقراطية نصحه بعض الناس بالتوجه مباشرة إلى بومدين لطرح المشكل، أرسل طلب مقابلة إلى أحد الهيئات آنذاك و حددوا له تاريخ يلقاه فيه بالبليدة حيث كان بومدين حسب الرواية معظم وقته يكون في البليدة.
ذهب الرجل هناك و دخل على بومدين الذي كان يجلس في مكتب خال من الأثاث عدا فنجان قهوة و مطفأة مليئة بأعقاب السجائر "يعلق الرجل : قتلو الدخان الله يرحمو" .. تبادلا السلام ثم سأله بومدين و هو يشعل سيجارة أخرى : واش عندك يا مواطن ؟ فاشتكى الرجل مشكلته التي أتعبته. و سأله إن كان طُلبت منه رشوة فقال له : لا لكن صعبوهالي سيدي الرايس. ابتسم بومدين ثم نادى على أحد الأشخاص و قال له تهالا فيه و إذا عندو حق ياخذو و قول لجماعة عنابة يتهلاو.
عاد الرجل و استخرج الوثيقة و مازال يعمل بها لليوم.

لا أدري مدى صحة الحكاية التي يرويها التاكسيور بفخر لكن سألت إن كان بومدين يستقبل المواطنين فقيل لي نعم. لكن الناس كانوا يرهبونه فلا يلجأون إليه إلا كآخر حل.

أنا الآخر أعرف الكثير من الحكايات التي يرويها اصحابها بكل فخر على أنهم لجئوا الى المرحوم بومدين من اجل حل مشكل استعصى عليهم وكان يستقبلهم وهناك من كان يطلب مقابلته فقط من اجل ان يسلم عليه ويذكره بانه كان معه اثناء الثورة التحريرية
ولعل مثل هذه الحكايات تبين ان بطانة السوء كثيرا ما تزور الحقائق امام الرئيس وتقدمها له على انها حقائق وواقع وكمثال اسأل اين اختفى العنوان الاليكتروني لرئاسة الجمهورية الذي اشتغل لمدة ثم اختفى ومن الممكن جدا ان المسئول عن قراءة رسائل المواطنين مل ومن ثم تقدم باقتراح غلق العنوان بتبريرات واوصاف جعلت الرئيس ينظر الى هذا العنوان وكانه بعبع ومصدر لتعب الدولة ومهدد لوجودها
ولعل هذا الموضوع قد يقودنا الى موضوع آخر وهو صفة التملق والشيتة التي طبعت سلوك الكثير من الجزائريين المقربين من المسئول او المشتغلين معه او حتى أولئك الذين يودون التقرب منه

إنّ نقطة الانطلاقة التي يلتقي عندها كل الأشرار و أصحاب النوايا السيئة هي مسألة اخفاء الحقيقة عن الناس
إن المعلومات الصحيحة إذا انتشرت أدّت إلى تحرّك الناس و الوقوف على حقّهم و مساندة المظلوم و من القوانين التي تعمل بها كافّة الدول منذ أن استلمت الحكومات سلطاتها هو أنها تلجأ إلى إخفاء كل المعلومات التي من شأنها إيقاظ هذا المارد الذي هو الشعب
اليوم بتنا نعرف شيئا جديدا يسمة الثورة الالكترونية، و الهكرز الذي تقوده جماعات لديها الخبرة الكافية لكسر كل هذا الغموض المحيط بالمعلومات و إزالة كل هذه الشفرات حتى تصل الحقيقة للمواطنين
فويكيليكس مثلا هو موقع يستقبل كل الوثائق و المعلومات الخطيرة و الغامضة التي إن نشرت فإنها ستغيّر من مجريات الأمور بصيغة جذرية
لكن إلى حد الآن ما نشر في هذا الموقع يعتبر جزءا طفيفا فقط، و لا يشكل خطورة حقيقية على الدول
و باختصار فإنّ بن علي و بطانته الفاسدة لم ينجحوا في مهمة خنق الشعب و إخماد صوته
فهذه الطغمة الفاسدة التي تتحكم في مصائر الشعوب لم تتمكن من ذلك لأن لها قوى خارقة تحميها، و إنما لأن صوت الشعب كان هو الأضعف،
و اليوم أثبتت لنا التجربة التونسية مدى أهمية المحاولة من طرف هذا الشعب
أنت أيها الشعب لا تدرك مدى قوّتك، و لا تزال تخشى من ذلك البعبع الوهمي الذي لطالما خوفك النظام به
إن الشعب التونسي وصل و يا لها من طريقة للوصول ! إلى إسماع صوته ليس فقط للرئيس و إنما للعالم أجمع بأنه يريد حريته يريد حقوقه يريد العيش في العزة و الكرامة
فأي معنى يبقى بعد ذلك للبرلمانيين الذين يزعمون تمثيل الشعب ؟! و هل توجد بطانة في الدنيا مهما كانت جبّارة عنيدة أن تقف في وجه هذا المدّ الشعبوي الكاسح ؟!
