كيف يمكن اقتسام المال العمومي

موضوع كنت كتبته قبل اربع سنوات لكن لاباس ان اعيده هنا لان الكثير منا هذه الايام يسأل هذا السؤال .
كيف مكن اقتسام المال العمومي ؟
مداخيل البترول والغاز والتهاب اسعارها مكن الجزائر من الدفع المسبق لديونها والتي كانت تفوق 30 مليار دولار
الخزينة الجزائرية مملوؤة عن اخرها قد تصل الى 150مليار دولار هذا الذي نعلمه وربما المبلغ اكثر من هذا .

الدولة اصبحت تنفق بسخاء على مشاريع احيانا لا جدوى منها فقط للبذخ كتزيين مداخل المدن دون الداخل طبعا .

الاستثمار المنتج مفقود
الدولة ترفع يدها عن اي تدعيم بداية من المواد الغذائية والدواء والسكن وغيرها

في الثمانيات كانت مداخيل الجزائر لا تتعدى 13 مليار دولار نسدد منها الديون وندعم بها الاسعار وكل شيء تمام

الان نعيش ظاهرة غريبة دولة غنية وتعيش في بذخ وشعب لم يبق شيء ينفقه

المواطن الان يتساءل ماذا تفعل السلطة بهذه الاموال وهل للمواطن نصيب ام انها ستضيع كما ضاعت اموال سابقة سواء بالنهب المباشر والعلني او انفاقها على مشاريع وهمية .

واذا قررت السلطة توزيع هذه الثروة كما يريد المواطن كيف يتم هذا التوزيع ؟
هل نعد المواطنين ونعد الاموال ثم نقسمها على كل مواطن بالتساوي ؟
هل ندخرها للاجيال القادمة كما يحاول البعض خداع العامة؟
هل تقدم الى البنوك والبنوك بدورها تمنحها قروض ميسرة وطويلة الاجل للمواطن واقول ميسرة لان تجربة القروض في الجزائر تجربة فاشلة في السنوات الماضية ؟
هل توزع على البلديات لتستثمرها في مشاريع تنمية رغم علمنا ان معظمها سيضيع ؟

ماهو الحل في رأيكم ؟

افضل ان اعيش في دفئ وطن ومع شعب موحد واجتهد للاصلاح بعيدا عن العنف والمواجهة مادامت قد جربت ولم تاتي بنتيجه مرجوه على ان اتقاسم ثروات الوطن واراضيه وكل شيء فيه ثم الي حب يبيع نصيبه لمن يريرد انها فضاعه لا اريد حتى تصورها.

لا احد يريد عنف ولكن من حق اي انسان ان يعرف حقوقه وواجباته حتى يستطيع ان ياخذ ويعطي .. فهما كانت درجة حب الانسان لوطنه فهي لا تخلو من الماديات
موقفك موقف انسان مخلص فعلا لوطنه

بل هناك الكثير من يخدم العنف مصالحه ويريدها ملتهبه كي تغفل عنه العيون
ولست اقصدك انت او انا البسطاء.
اما عن الماديات في حياتنا فوطننا اذا حرمنا ثرواته كما ذكرت اخي يصبح مثله مثل وطن قاحل به ارض جرداء حينها يكون السعي للاجتهاد كبير كي نكسب مالنا بعرقنا ونطعم افواهنا
لست انكر اني لا احب العيش الرغد في وطن امن نحن ننادي لهذا لاستغلال عقلاني لكل الثروات بما يخدم الجميع
اما ان احل مشكل بمشكل افضع منه فهذا ارفضه ولا يرد على بالي مطلقا فما الذي يجعلني مختلفه ان قسمت وطني وثرواته عن من ينهبه في الخفاء؟كلانا مصاصي دماء وقتها.
اذا كان همهم الثروة فانا همي الوطن الذي يكفي ابنائي ذل السؤال الذي يحفظ كرامتهم والذي يمدهم بالعزة والفخر .
المال يزول ونموت ولا ناخذ شيئا منه وتبقى جثثنا طعاما للطيور اما الوطن فيبقى ونموت ونجد مكانا نندفن فيه.
ولا اظنك اقل اخلاصا مني اخي وربما ان رفضت الانتماء لاي تيار كان فانت منتمي لوطن اكيد

تنقسم الثروة عندما يكون فى الجزائر اشخاص . يعرفون معنى الانتخاب
و يعرفون على من ينتخبون فى مختلف المجالس . البلدية . الولا ئية . و الهيئة التشريعية البرلمان .
عندما يكون المترشح . مثقف
و عندما يكون الناخب . مثقف
و عندما يكون المعين فى المناصب التنفذية . له مؤهل
تنقسم الثروة بكل عدالة
لكن اليوم لا يمكن ان تقسم الثروة بعدالة .

رغم انه في اعتقادي الجازم أن 10 مليار دولار كافية
لسد كافة الحاجيات و المجالات الحياتية و بنوعية راقية
الا ان الامر يختلف في منظوره بين الثمانينا و الان
في الثمانينات كنا لازلنا نتغذى بالحكم الاستراكي و التبعية للشيوعية
و كانت المؤسسات تشتغل و هي مملوكه للدولة
كانت الثورة الزراعية و التقسيم العادل للثروات
بالاضافة الى 24 مليون جزائري
على عكس يومنا هذا دخلنا الى غول اقتصاد السوق دون تأميين مسبق
و انظوينا تحت لواء الرأس مالية تقليدا و تبعية لا منهجا مرسوما
خوصصة و خصخصة كل المظاهر الحياتية
اختفاء الطبقه الوسطى
الاختلاسات الفساد الاقتصادي المتستشري
و البقية تأتي تباعا .....

حسب جميع الناس الذين عايشوا عشرية الثمانيات فانها تعتبر احسن فترة عرفها المواطن الجزائري . من جميع النواحي ماديا وامنا وحتى من الناحية الدينية لانه رفعت الرقابة عن المساجد ... وكان كل شاب يستطيع ان يزور اي دولة في العالم متى شاء لانه كان الدينار انذاك اغلى من الدولار ويستطيع ان يحول مبلغ محدد في البنوك اما الفترة التي ذكرنها فربما تقصدين عهد بومدين حيث الاشتراكية والثورة الزراعية
