بيروت 28 يناير كانون الثاني (رويترز) - تدخل الجيش المصري للسيطرة على الاوضاع وضع حد للاشتباكات بين الشرطة والمحتجين الذين يطالبون برحيل الرئيس حسني مبارك (82 عاما) في خطوة تقرر

مصير الرئيس في نهاية المطاف على غرار ما حدث في تونس.

واعتبر كثيرون أن رفض جنرال في الجيش التونسي دعم حملة الرئيس التونسي المخلوع زين العابدين بن علي لقمع المحتجين كان نقطة تحول أجبرت الرئيس على مغادرة البلاد في 14 يناير كانون الثاني بعد احتجاجات شعبية استمرت أسابيع.

وقد لا يتصرف الجيش المصري بنفس الطريقة لكن قادته قد يبحثون خياراتهم في الوقت الذي تواجه فيه قوات الأمن التابعة لوزارة الداخلية صعوبة في احتواء احتجاجات غير مسبوقة دخلت يومها الرابع.

وتقع القوات المسلحة المصرية -وهي عاشر أكبر جيش في العالم إذ يبلغ قوامها 468 ألف جندي- في قلب السلطة منذ أن أطاح ضباط في الجيش بالنظام الملكي في 1952.

ومنذ ذلك الحين جاء رؤساء مصر الأربعة من الجيش الذي يقوده الآن المشير محمد حسين طنطاوي (75 عاما) وزير الدفاع والقائد العام للقوات المسلحة. ويستفيد الجيش من معونة عسكرية أمريكية قيمتها نحو 1.3 مليار دولار سنويا.

ويفوق عدد قوات الأمن التابعة لوزير الداخلية حبيب العادلي (72 عاما) عدد القوات المسلحة.

وقال دبلوماسيون أمريكيون في برقيات مسربة إن أعداد قوات الأمن زادت منذ فشل ثورة للإسلاميين في التسعينات حتى صار قوامها 1.4 مليون جندي.

ويشكل الجيش وقوات الأمن والحزب الحاكم ونخبة رجال الأعمال الصاعدة أساس المؤسسة التي دعمت حكم مبارك المستمر منذ 30 عاما.

فهل يمكن للاضطرابات الشعبية المتنامية أن تسبب شقوقا في هذا الأساس الذي قام عليه هذا الحكم المطلق؟

ومازال نقل أخبار الجيش أحد المحظورات رغم المشهد الإعلامي الذي بات أكثر حيوية في مصر في السنوات الأخيرة. ولا يعرف أحد الكثير عن حيازاته الكبيرة من الأراضي وموارده الاقتصادية الضخمة أو ميزانيته.

وذكرت برقية دبلوماسية أمريكية مؤرخة في يوليو تموز 2009 ونشرها موقع ويكيليكس على الإنترنت اليوم الجمعة "فكرة بقاء الجيش قوة سياسية واقتصادية رئيسية من المسلمات."

وأضافت البرقية الصادرة من السفارة الأمريكية في القاهرة "لكن مراقبين آخرين يبلغوننا أن الجيش أصبح أقل نفوذا وأكثر تصدعا وأصبحت قيادته أضعف في السنوات الأخيرة."

وانتقد مصدر مطلع على طريقة تفكير بعض الضباط الأداء "المتخبط" للشرطة وقوات الأمن في التعامل مع الاحتجاجات المستمرة منذ يوم الثلاثاء.

وقال المصدر الذي طلب عدم نشر اسمه "الجيش يرجئ رده كما في تونس."

وقال إن أولوية الجيش هي حماية البلاد من التهديدات الخارجية وليس القيام بأعمال الشرطة لكنه تحدث عن سيناريو يتدخل فيه الجيش بحزم للقضاء على الاضطرابات وفرض حظر تجول وربما يتخذ قرارات حاسمة فيما يتعلق بالمستقبل السياسي لمصر.

وبات هذا التصور -الذي كان سيبدو مستبعدا قبل أسابيع- أقل بعدا بعد الإطاحة ببن علي وهزات الغضب التي تشهدها مصر واليمن ودول عربية أخرى.

واتخذ بنك نومورا الياباني موقفا أكثر تحفظا حيث قال في مذكرة بحثية "رغم أننا لا نستبعد إمكانية تطلع الجيش في مصر إلى تدبير انتقال سلمي للسلطة إذا لزم الأمر إلا أننا نشك في أنه سيتصرف عن عمد بطريقة تخاطر بقلب النظام."

وقال حسام الحملاوي وهو نشط مصري معارض قبل بدء الاضطرابات إن تدخل الجيش قد يؤدي إلى حمام دم أو رفض جنود إطلاق النار على أبناء شعبهم.

وقال "الجنود يخدمون في الحرب وفي قتال عدو خارجي... بخلاف الشرطة التي تنخرط في عملية قمع يومي للمواطنين." لكنه أضاف أن أفراد الشرطة العاديين يشاطرون المجتمع شكاويه الاقتصادية بوجه عام.

وقال الحملاوي "في حالة الجيش.. الأمر أسوا. لا يمكن للجيش أن يتحمل مواجهة الشعب المصري اليوم. إذا حدثت انتفاضة وتم نشر الجيش فأنا أتوقع كارثة على النظام وليس الشعب."

وتدخل الجيش في مصر لإخماد أعمال شغب بسبب الاحتجاج على أسعار الغذاء في 1977 ووضع حد لاحتجاجات قوات الأمن على الأجور في 1986.

وحتى الفترة الأخيرة تمحورت غالبية التكهنات بشأن الجيش المصري حول موقفه من مسألة خلافة الرئيس مبارك.

وقالت العديد من البرقيات الأمريكية المسربة إن الجيش قد يعرقل أي محاولة لتولي جمال مبارك -وهو رجل أعمال وسياسي ليست له خلفية عسكرية- رئاسة البلاد خلفا لوالده إذا لم يرشح نفسه لانتخابات الرئاسة المقررة في سبتمبر.

لكن عشرات الآلاف من المصريين الذين يتظاهرون في أنحاء مصر اليوم الجمعة عازمون على جعل كل هذه التكهنات مسألة نظرية.
