قرر الخبير الدولي، البروفيسور الطاهر توام، الباحث الجزائري بمركز تطوير التكنولوجيات المتقدمة، التابع لوزارة التعليم العالي والبحث العلمي، مغادرةَ البلاد والعودة مرة أخرى إلى كندا، بعد أن سدت في وجهه كل أبواب الحوار الملتزم، بتنفيذ توجيهات الرئيس عبد العزيز بوتفليقة، المتضمنة الاهتمام بالباحثين الجزائريين وترقيتهم .
وفي مقابلة خاصة بالشروق اليومي، ذكّر الخبير الجزائري بدعوة الرئيس بوتفليقة بوجوب الاعتناء بالباحثين في الخارج، وإعطائهم القدر الكافي من الاهتمام، للمساهمة في تطوير البحث العلمي في الجزائر، والعودة النهائية إلى أرض الوطن.
إلا أن هذه الدعوة ـ كما قال ـ تصطدم بواقع مر، يعاني منه الباحثون العائدون من الخارج، تماما كما وقع لهذا الباحث الخبير الدولي في تكنولوجيا الضوئيات والألياف البصرية والليزر، والذي يشتغل حاليا باحثا بمركز تطوير التكنولوجيات المتقدمة، بعد تلبية لدعوة رئيس الجمهورية بالعودة إلى أرض الوطن، إثر اللقاء الأول مع الباحثين الجزائريين المقيمين في الخارج .
ويذكر الدكتور توام الطاهر، أنه عانى مرارا من الهجوم الشرس من طرف مدير مركز تطوير التكنولوجيات المتقدمة، ابراهيم بوزوية، الذي وصلت يده إلى البريد الخاص العادي والإلكتروني، فضلا عن تدخله المستمر في حياته العملية، بغية إبعاده من المركز دون سبب يذكر.
وقد كانت البداية بمحاولته إبقاءه في رتبة أستاذ باحث صنف (ب)، في حين أنه ترقى إلى رتبة أستاذ باحث صنف (أ) منذ أشهر، مثل كثير من الزملاء الذين استفادوا من الترقية من دونه، فهل يعني أن هذا المدير أقوى من الوزير، الذي أمضى وصادق على ترقيته منذ 3 جانفي 2010 .
"لقد تريثت كثيرا قبل الذهاب إلى الصحافة، إلا أنه وجب علي أن أخطو هذه الخطوة لكي يعرف وزير التعليم العالي والبحث العلمي، رشيد حراوبية، بتصرفات هذا الشخص المنافية للأخلاق العلمية، والتي لا تؤكد إلا كرهه الشديد للباحثين القادمين من الخارج، حيث يريد مني أن أعود من حيث أتيت، ويبعدني عن وطني الحبيب الجزائر، خاصة وأن كثيرا من الجامعات والمراكز العلمية الأجنبية تحتاج إلى خدماتي .
للاشارة، فإن الدكتور الطاهر توام متحصل عام 1986 على شهادة التعليم العالي في الفيزياء (DES) من جامعة عنابة. والتحق عام 1987بجامعة أوتاوا بكندا، ليتحصل على شهادة دولية في اللغة الانجليزية. وفي عام 1989 تحصل على شهادة ماستير (MSc) في الهندسة الفيزيائية اختصاص (الضوئيات والليزر) من المدرسة المتعددة التقنيات في مونتريال بكندا، وهي من أعرق المدارس في العالم. ثم تحصل على شهادة دكتوراه دولة (PhD) في الفيزياء اختصاص (الفوطونيات والألياف البصرية) من جامعة لفال بكنداعام 1994 والتحق في عام 2009 كأستاذ باحث في مركز تطوير التكنولوجيات المتقدمة، تلبية لنداء رئيس الجمهورية، عبد العزيز بوتفليقة . ويشرف حاليا على الأمانة الدائمة لشبكة ( نور21 ) المتخصصة في التكنولوجيات المكرو والنانوفوطونية .
وللدكتور الطاهر توام سجل حافل بالاختراعات والأنشطة العلمية، ومنها على سبيل المثال براءة اختراع شريحة خاصة بشبكات التيليكوم، ومجموعة أخرى من الاختراعات .
