المصَالِح والثورات والاستقرار السياسي

ينتقد المفكرون الليبراليون الغربيون شعوب العالم الثالث بأنهم لا يستطيعون الإفصاح عن مطالباتهم بشكل واضح للحصول على مصالحهم، ويتهمون تلك الشعوب بالنفاق للحكام والمساهمة بإفسادهم وتسميم الجو العام، وجعل الحكام يعيشون حياتهم بثقة مطلقة بأنه ليس هناك من يستطيع هز بنيانهم.

ويتطرق بعض المفكرين الغربيين الى أن الأيديولوجيات الشمولية أيضاً، تلغي خاصية التعبير عن مطالبة الفرد بتأمين مصلحته، وتحول الأفراد والجماعات المتشابهة الى أفراد وجماعات تذعن وتستكين لرؤى ما يفرضه من في قمة الحكم.

في عام 1945، سخر المفكر الأمريكي (ديفيد بيكنيل ترومان 1913ـ2003) من أن عصر الأيديولوجيات قد ولَّى، وأن المناداة بالمصلحة العامة هو هراءٌ، فلا وجود لشيء اسمه المصلحة العامة، بل هناك مصالح شخصية وفئوية، بقدر ما يتم تأمينها بقدر ما يتم تأمين الاستقرار والسلم المدني.

إن كان البعض لا يمكنه التسليم بأن عصر الأيديولوجيات قد ولّى، لأن مُجرد التفكير بهذه الحالة ومعاينتها وتثبيتها هو بحد ذاته نشاط أيديولوجي، ارتبط وتأسس على سلسلة من النشاطات الأيديولوجية التي أوصلته للحظة التي تم تشخيص فيها الحالة الراهنة (في أي وقت). فإن موضوع المصلحة العامة والمصلحة الفردية والفئوية، التي شخصها قد يكون صواباً، وصوابه يسوقنا لتوكيد العلاقة العضوية بين التعبير عن المصلحة والنشاط الأيديولوجي.

إسقاط تلك الرؤية على ما حصل في تونس ومصر

لم يشهد العالم خلال ثلاثة قرون ثورات أشد وضوحاً وتأثيراً جماهيرياً محلياً وعالمياً من خمس ثورات هي: الثورة الفرنسية والثورة الأمريكية وثورة (المايجي/اليابان) والثورة السوفييتية والثورة الصينية. وإن كان هناك مجموعة من الثورات الأخرى في مختلف أنحاء العالم، ولكنها أقل تأثيراً.

تتشابه الثورات الخمس، بأنه قد مُهد لها فكرياً، ورافق ذلك التمهيد الفكري احتجاجات وانتفاضات خاضها الفلاحون والعمال في مناطق مختلفة من العالم، ساهمت تلك الانتفاضات في تطوير الخطاب الأيديولوجي المحاذي والمرافق لها، حتى تم صياغة مواثيق اتفق عليها الثائرون. ثم انشقوا عنها لتحدث اضطرابات كُبرى على إثر تلك الخلافات. والأمثلة كثيرة على ذلك، فلم تستمر حكومة نابليون بونابرت، ولم تستقر الأوضاع في أمريكا، بل انشقت مجموعة من الولايات لتنشب حرب أهلية عام 1860 ذهب ضحيتها 620 ألف جندي عدا الأهالي والعبيد... وهذا ينسحب على معظم الثورات في العالم.

في تونس وفي مصر، لا يمكن إغفال النشاط الفكري ومظاهر الاحتجاج الفئوية والفردية وممارسات نظامي الحكم، بما تم ضخه في الفضاء الذهني ليُشبع به ويستلهمه أو (يًذَخِّره) كل أفراد الشعب.

كانت مراقبة أجهزة الأمن في تونس وفي مصر، كما هو الحال في بقية البلدان العربية، لرموز ومفاصل المعارضة، فيُكلف أشخاص بتدوين تقارير لملاحقة تلك الرموز والمفاصل، وتضييق الخِناق عليها في الحركة والتعبير والترقي في سلالم الوظيفة الخ. ولكن تم إغفال مراقبة بقية أفراد الشعب!

لقد افترضت السلطات الحاكمة أن تلك الرموز والمفاصل هي المنافذ الطبيعية التي سيتم التعبير من خلالها لرفض الواقع القائم، وقد وصل الأمر أن انتقلت عدوى المزاعم الى الرموز والمفاصل نفسها، فأخذ تعبر عن إخفاقها وعجزها بأنه آتٍ من ضراوة وقسوة أجهزة الأمن ضدها، فأصبحت وكأنها (بوصلة) أو (مؤشر) تبني الأنظمة الحاكمة عليه قراءاتها للوضع العام، كما كانت تبني عليه أيضاً الدوائر الاستخبارية العالمية التي ترتب أوراقها أولاً بأول بما يتماشى مع أهدافها الإستراتيجية.

عفوية التعبير عن المصلحة الفردية

استنزف المواطن العربي مطالباته التي اتسمت بالصبر، فكان يراهن أحياناً على (مكرمة) من النظام، أو الاستعانة ب (الواسطة)، أو انتظار ما قد يحمله القدر من انبعاث العدل. ولكنه في كل الأحوال كان مرعوباً من محاولة الإفصاح عن مطالبته الواضحة والحاسمة، خوفاً من أن تتلاشى آماله الضعيفة في تحسين أوضاعه بالانتظار!

كانت الأوعية الطبيعية التي يُفترض أن يصطف من خلالها المواطن كالنقابات والجمعيات والاتحادات النوعية التي يمكن للمواطن التعبير من خلالها، كانت ملّغمة ومقزمة وتشكل عائقاً إضافياً في سباقه من أجل استقراره الفردي. وإن ظهر من خلالها مَنْ يتجرأ على الإفصاح بالمطالبات الفئوية، فإنه سيضع نفسه وجهاً لوجه أمام النظام، لذلك ارتكس ركون المواطن لمثل تلك المنظمات، والتي وضعت لها الأنظمة لوائح تقنن أدائها بما يتلاءم مع رؤى الأنظمة.

لم يُدرك الشهيد (محمد بو عزيزي) أنه بسلوكه الاستشهادي، وإن وصفه البعض بالانتحاري، فهو لا يختلف عن كثير من الاستشهاديين الذين أدركوا أن تفوق الآلة العسكرية الصهيونية أو الأمريكية لا يمكن اختراقه إلا بالتضحية بالنفس من أجل النيل من الخصم، كذلك فعل هو، ولم يكن يعلم أن الاحتقانات الهائلة ستنفجر في وجه النظام لتنال منه.

تعاطف الأفراد في كل أنحاء الوطن العربي، مع الحراك التونسي، وأخذ التململ (الاستاتيكي) في كل أرجاء البلدان العربية ينتظر اللحظة التي يخرج فيها الناس بأفرادهم وفئاتهم للشارع دون تحديد مُعين لساعة الصفر.

اتحدت مصالح الأفراد والجماعات دون تنسيق، وعلمت أن مصلحتها الجماعية تنحصر في زوال الأنظمة التي كبست على أنفاسهم عقود طويلة.

مصالح كُبرى في وجه مصالح الشعب العربي

في اتصال لأحد الناشطين الأمريكيين مع قناة الجزيرة، يوم جمعة الغضب في مصر، لام ذلك الناشط الرئيس (أوباما) لعدم وقوفه الى جانب الرئيس التونسي المخلوع، وقال: هذا نتيجة التهاون في الموقف إزاء وضع تونس. وطالب ذلك الناشط الرئيس أوباما بأن يعطي الضوء الأخضر للرئيس المصري لسحق هؤلاء المتمردين، وتساءل: لو نجح هؤلاء فكيف سيكون مصير اتفاقية السلام مع الكيان الصهيوني؟

على الحكام العرب الذين سيأتيهم الدور، أن يختاروا بين مصلحتهم في أن تكون مع شعوبهم أو مع تلك المصالح الكُبرى، فالقادمُ آتٍ ضمن النظرية العلمية التي من ركائزها العمومية والحتمية...
