المساعدات الأمريكية لمصر...........


ظلت المعونات الأمريكية المباشرة التي تستفيد منها القاهرة سنويا منذ التوقيع على اتفاقيات كامب دافيد، والمقدرة بما بين 1, 2 إلى 2,2 مليار دولار، عامل ضغط دائم ومساومة مسلطة على رقاب الحكومات المصرية المتعاقبة، لدفعها إلى تقديم تنازلات جوهرية على المستويين السياسي والاقتصادي وتحديد التوجهات الإدارية المصرية في المنطقة.
أقرت الإدارة الأمريكية في فترة الرئيس جيمي كارتر إجراء في أعقاب التوقيع على اتفاقيات السلام المصرية الإسرائيلية سنتي 1978 و1979 يقضي بتقديم دعم مالي مباشرا تعويضا عن المقاطعة العربية وتوقيف المساعدات التي كانت تتلقاها القاهرة من الدول العربية بصفتها الدولة الرئيسية في جبهة المواجهة مع إسرئيل.
وقد قدّرت القيمة المالية التي تحولت في 1982 في فترة حكم الرئيس حسني مبارك إلى قيمة محددة تقدم بانتظام دون تسديدها، بحوالي 1, 2 إلى 2,2 مليار دولار، منها 3, 1 مليار دولار مساعدات عسكرية والباقي اقتصادية.
وتدعمت المساعدات الأمريكية أيضا من خلال إبرام اتفاقية الكويز أو ما يعرف بالمناطق الصناعية المؤهلة والتي جمعت إسرائيل ومصر والولايات المتحدة في 14 ديسمبر 2004 للسماح بإنشاء مناطق صناعية يمكن من خلالها تصدير منتجات إلى السوق الأمريكية معفاة من الرسوم والتعريفات الجمركية بشرط مساهمة إسرائيل بمدخلات ومواد أولية تصل إلى 7, 11 بالمائة من المنتوج النهائي، وتم بناء على الاتفاقية، إقامة ثلاث مناطق في القاهرة والاسكندرية، العامرية وبور سعيد.
وإلى جانب المساعدات الأمريكية التي تمثل الحصة الكبيرة بقرابة 60 بالمائة، تستفيد مصر من معونات أوروبية بقيمة تقدر بحوالي 250 مليون أورو سنويا منها 150 مليون أورو مساعدات فرنسية، إضافة إلى مساعدات يابانية. إلا أن المساعدات الأمريكية تبقى الأكثر تأثيرا لكونها عسكرية بالأساس، رغم أن قيمتها متواضعة جدا مقارنة بالناتج المحلي الخام المصري، وإن كان ثاني أهم معونة بعد تلك التي تتلقاها إسرائيل من الإدارة الأمريكية، وخلال السنة الماضية استفادت مصر من 3, 1 مليار دولار معونة أمريكية عسكرية و250 مليون دولار مساعدات اقتصادية وقيمة إضافية في مجال برامح التكوين والتأهيل لقوات الأمن المصرية، كما تستفيد مصر من هبات عينية تتمثل في عتاد عسكري وتجهيزات عسكرية تقدم من قبل كتابة الدولة الأمريكية للدفاع، فضلا عن إقامة مشاريع مشتركة منها صناعة أشهر الدبابات الأمريكية أبرامس في مصانع عسكرية مصرية تحت اشراف جنرال ديناميكس، كما أقر الكونغرس الأمريكي مبدئيا ميزانية مماثلة للسنة الحالية. إلا أن ذلك لا يمنع الإدارة الأمريكية من مساومة النظام المصري دوما عن هذه المساعدات من خلال التلويح بتوقيفها أو تعطيلها، كما حدث خلال السنوات الثلاث الماضية على خلفية تقارير كتابة الدولة للخارجية الأمريكية حول الحريات الدينية ووضعية الأقباط وتقارير حقوق الإنسان، إضافة إلى فرض برامج خاصة بدعم الديمقراطية بصورة ''قصرية'' وإن كان ذلك يتم بطرق ديبلوماسية؛ حيث ينظر للقاهرة على أنها عامل استقرار ومحور أساسي في جملة المفاوضات ومسارات السلام، خاصة بالنسبة للملف الفلسطيني بشقيه السياسي والأمني، فضلا عن كون مصر نقطة ارتكاز للتواجد العسكري والأمني الأمريكي ومساعد للاختراق الأمريكي بالمنطقة من خلال المساهمة المصرية في حرب الخليج الأولى بـ''تواجد القوات المصرية في حفر الباطن'' والثانية ''تعاون استعلامي'' والسماح للطيران الأمريكي باستخدام الأجواء العسكرية المصرية، ومنحها تصريحات على وجه السرعة لـ861 بارجة حربية أمريكية لعبور قناة السويس خلال الفترة من 2001 إلى ,2005 وتوفيرها الحماية الأمنية اللازمة لعبور تلك البوارج. ثم مواصلة ذلك خلال التسعينيات مع حرب الخليج الأولى وسنوات 2000 مع حرب الخليج الثانية، إضافة إلى تكوين 250 عنصر في الشرطة العراقية، و25 دبلوماسيا عراقيا خلال عام 2004 وإقامة مصر لمستشفى عسكري بقاعدة باغرام بأفغانستان سنوات 2003 و2005 كما جاء في تقرير صادر عن الكونغرس الأمريكي في 2006 .
