من سيحكم مصر بعد رحيل الفرعون؟

أفضت الاجتماعات والمشاورات بين الرئيس مبارك وأركان النظام وقيادة أركان الجيش في مصر إلى تعيين الوزير عمر سليمان، مدير جهاز المخابرات المصرية، نائبا لرئيس الجمهورية، والمشير أحمد شفيق كوزير أول مكلف بتشكيل الحكومة، كتمهيد مسبق يوفر مخارج دستورية لانسحاب الرئيس المصري حسني مبارك من الحكم، بعد تصاعد حدة الاحتجاجات الشعبية الرافضة لخطابه ودعوتها إلى رحيله من الحكم.
سد الرئيس المصري حالة شغور محتملة لمنصب رئيس الجمهورية في حال قرر التنحي عن الحكم، خلال الساعات المقبلة، تحت الضغط المتزايد للشارع المصري الذي يدفع في هذا الاتجاه، وقطع مبارك الطريق على أي تأويلات دستورية قد تحيل منصب الرئاسة إلى رئيس مجلس الشعب فتحي سرور مؤقتا في ذات الحالة، واستغل مبارك للمرة الثانية منذ عام 1981 مادة دستورية تمنحه صلاحية تعيين نائب لرئيس الجمهورية لتعيين مدير جهاز المخابرات المصرية الوزير عمر سليمان، ما يجعل الأخير من الناحية الدستورية الخليفة الأول لمبارك في حال تنحيه من الرئاسة، وعلى خلاف الحالة التونسية في استخلاف الرئيس زين العابدين بن علي بعد مغادرته السلطة دون تفويض لصلاحياته، وتداخل المادتين 65 و57 من الدستور التونسي، فإن الحالة في مصر باتت واضحة ولا تحتاج إلى أي تأويل دستوري في حال قرر الرئيس مبارك التنحي عن السلطة تحت ضغوط الشارع في الداخل والضغوط الأمريكية والأوروبية من الخارج، والتي انطبع لديها الاعتقاد بأن صلاحية المنظومة السياسية التي بناها الرئيس مبارك على مدار 30 سنة انتهت، وأنه يتعين عليها البحث عن مصالحها مع أي خليفة محتمل لمبارك، يأخذ بعين الاعتبار مصالحها الاستراتيجية والحيوية، ويضمن أمن إسرائيل بالدرجة القصوى، ويتعهد بالحفاظ على اتفاقية كامب ديفيد في صيغتها الحالية، وهذه هي بالذات الشروط التي تجدها واشنطن والدول الأوروبية في شخص عمر سليمان، الذي قضى سنوات طويلة في إدارة جهاز المخابرات، والتنسيق الأمني مع إسرائيل، ورعاية المصالحة بين الفصائل الفلسطينية.
ولا تبدو الصدفة السياسية من دفعت بالمشير أحمد شفيق إلى رئاسة الحكومة بتكليف من الرئيس مبارك، فقد نشرت صحيفة ''وول ستريت جورنال'' الأمريكية تقريرا في 10 ديسمبر الماضي، قالت فيه إن الإدارة الأمريكية تضع وزير الطيران المدني المشير أحمد شفيق، كمرشح محتمل لخلافة الرئيس مبارك على كرسي الرئاسة، ووصفته بأنه ''منافس محتمل وجدير برئاسة أكبر دولة عربية من حيث عدد السكان''. وأشار التقرير الأمريكي إلى أن شفيق الذي يحوز على دكتوراه في العلوم العسكرية ''لديه سمعة طيبة، فهو صارم، وصادق وهادئ''.
ويعتبر ذات التقرير أنه برغم عودة المدير السابق للوكالة الدولية للطاقة الذرية، محمد البرادعي، إلى المشهد السياسي في مصر، إلا أن الرهان الأمريكي لا يبدو كبيرا على البرادعي لترؤس مصر برغم بعض الشعبية التي يحظى بها وسوابقه في خدمة التوجهات الغربية في العراق.
