الملك محمد السادس في زيارة سرية لفرنسا لبحث الوضع المغربي والمغاربي

مدريد ـ 'القدس العربي': قام العاهل المغربي الملك محمد السادس بزيارة مفاجئة وغير معلنة إلى باريس بحث خلالها الأوضاع في المغرب العربي مع الرئيس الفرنسي نيكولا ساركوزي، في حين تعتقد اسبانيا أن عدوى الانتفاضة التونسية والمصرية لن تصل الى المغرب، بينما يؤكد الأمير هشام أن المغرب لن يشكل أي استثناء.
وأوردت عدد من الصحف الأوروبية مثل 'غي 89' الالكترونية الأكثر انتشارا في فرنسا وجريدة 'الباييس' الإسبانية هذا الخبر، وتساءلت عن سر هذه الزيارة غير المعلن عنها في هذه الظروف الحساسة للغاية.
وتختلف الآراء حول الأهداف وإن كانت جميعا تشير الى أن الأمر يتعلق باستشارات سياسية وأمنية بين باريس والرباط حول الأوضاع المقبلة بعدما تبين أن 'العدوى الديمقراطية' التونسية التي تجرف الآن مصر أصبحت بمثابة 'تسونامي ديمقراطي' يهدد جميع الأنظمة.
ومن المحتمل جدا أن يكون ساركوزي تفادى الاعلان عن هذه الزيارة مخافة من انتقادات حقوقية وسياسية لا سيما بعد اتهامه بالتورط في حماية الرئيس التونسي المخلوع بن علي.
وتتابع اسبانيا بنوع من القلق ما يجري في المغرب بحكم أن أي انتفاضة شعبية على شاكلة مصر وتونس تهدد استقرار هذا البلد الأوروبي. وبادرت وزيرة الخارجية الإسبانية ترينيداد خمينس إلى القول أمس أن المغرب بمنأى عما يجري في تونس ومصر (مسلسل الإصلاحات الاجتماعية يجعل استبعاد حصول أي عدوى)، وتابعت قائلة 'يجب التذكير بأن المغرب بدأ منذ سنوات مسلسل الإصلاح الديمقراطي، ومسلسل الإصلاحات السياسية والاجتماعية، الأمر الذي يجعل أن لا يحدث في تونس ومصر، على الأقل وفق تحاليلنا ورؤيتنا الخاصة'.
يذكر أن جميع التحاليل التي كانت تقوم بها الحكومات الغربية ومعاهد الدراسات حول المغرب العربي والشرق الأوسط فشلت في رصد انتفاضات تونس ومصر وما يجري في باقي الدول العربية.
في هذا الصدد، قال الأمير هشام بن عبد الله وهو ابن عم الملك محمد السادس في مقابلة مع جريدة 'الباييس' الاسبانية نشرتها أمس الاثنين ان 'العدوى لم تمس بعد المغرب، ولكن لا يجب أن نكون واهمين، فجميع الأنظمة السلطوية ستكون عرضة لموجة الاحتجاجات'. وأضاف الامير مولاي هشام الذي اشتهر بدعواته لاصلاحات سياسية 'من المحتمل أن لا يشكل المغرب استثناء. يبقى فقط الانتظار لمعرفة هل الاحتجاجات ستكون اجتماعية أم سياسية كذلك'. وتابع 'من الأحسن الرهان على الانفتاح الآن قبل اندلاع موجة التظاهرات وليس بعد اندلاعها، لكي تكون هناك فرصة لهامش التحرك والمناورة'.
وأبرز الأمير أن 'مسلسل الإصلاح السياسي الذي كان قد بدأ في نهاية التسعينيات قد استنفد، ويتطلب الأمر ديناميكية لتحرير الحياة السياسية المغربية في الإطار الإقليمي ولتفادي التطرف'، واصفا ذلك بالتحدي الحقيقي للمغرب.
وحذر من أن 'تعدد أشكال الفساد يهدد استمرارية الدولة' المغربية، مشيرا إلى أن 'غالبية الفاعلين الاجتماعيين تعترف بالملكية ولكنها غير راضية عن تركيز السلطات' في يد النظام الملكي، حيث اعتبر أن توسيع سلطات الملك منذ الاستقلال 'يتعارض مع التطلعات الجديدة للمواطنين'. وأشار إلى أن 'كرامة المواطنين' توجد 'في قلب الحركات الاجتماعية الجديدة في تونس واليمن والجزائر والأردن ومصر'. وأشار الأمير إلى أنها المرة الأولى منذ انتهاء الفترة الاستعمارية التي تشهد فيها الدول العربية 'تقرير مصيرها لتحقيق الديمقراطية عبر احتجاجات الشارع دون دعم من الغرب'، مشددا على عنصر المفاجأة في هذه الثورات.
وقال الأمير مولاي هشام إن 'على أوروبا أن تستيقظ وأن تكف عن دعم ديكتاتوريات آيلة إلى الزوال'، كما أن عليها أن 'تدعم بقوة الحركات التي تطمح إلى التغيير والتعددية' رافضا استعمال الإسلاميين كفزاعة للإبقاء على الوضع الراهن.
واعتبر أن الحركات الاجتماعية التي تشهدها الدول العربية ليست لها أية صبغة دينية، موضحا أن الجيل الجديد 'يطالب بالحرية والكرامة في وجه أنظمة تدوس حقوق الإنسان'، لكنه لا يستبعد أن تلعب الحركات الإسلامية دورا ما في المشهد السياسي في المستقبل شأنها في ذلك شأن أطراف أخرى.
يذكر أن موجة العدوى التونسية بدأت تصل تدريجيا للمغرب، إذ شهدت مدينتا طنجة وفاس شمال البلاد تظاهرات للتضامن مع مصر وتونس، كما بدأت الدعوة في فيسبوك وعدد من مواقع الإنترنت للتظاهر في جميع المدن المغربية يوم 27 شباط/فبراير الحالي.
