مولود حمروش يخرج عن صمته الحكومة الجزائرية لديها

خرج رئيس الحكومة الأسبق، مولود حمروش، عن صمته، بعد غياب دام أربعة سنوات، بمشاركته أمس الاثنين 31 جانفي، في ندوة بباريس بمقر أكاديمية الدبلوماسية الدولية حول "المغرب العربي: آفاق المستقبل"، إلى جانب الوزير الأول الأسبق الفرنسي، ميشال روكار.

و أكد رئيس الحكومة السابق من باريس أن الشرط الأساسي للمضي نحو الإصلاحات في الجزائر، هو فرض بدائل للسياسات المنتهجة حاليا من طرف السلطة، لتأتي بعدها مرحلة التفاوض و بناء توافق وطني في الآراء للذهاب إلى الإصلاحات و إقناع المواطنين بالخطوات التي ستتخذ من أجل التغيير.

و أشار مولود حمروش إلى أن النظام الجزائري يرفض الخضوع للعملية المؤسساتية، و هناك قائد واحد هو الذي يقرر وحده، في إشارة من إلى الرئيس بوتفليقة دون أن يذكره بالاسم، قائلا: " هو القاضي الأول، الإمام الأول، الاقتصادي الأول، المسير الأول...." متسائلا في ذات السياق عن كيف يمكن لنا طرح نقاش للسلطة و هو الأمر المفقود في الجزائر.

و قال مولود حمروش أن تونس الشقيقة و التي أسقط شعبها الدكتاتور زين العابدين بن علي تمتلك الخبرة الاقتصادية و المالية أكثر من الجزائر بكثير، مؤكدا بأن الجزائريين و بعد 20 سنة تفطن بأنه يتجه إلى طريق مسدود، و السلطة فقدت الكثير من الخبرة، مشيرا إلى الحكومة الجزائرية حاليا تتمتع ببحبوحة مالية كبيرة إلا أنها لا تعرف كيفية إنفاقها و تسييرها.

و أضاف مولود حمروش أن الحل الوحيد لضمان الانتقال السياسي و الاجتماعي في الدول المغاربية بصفة عامة، هو إعادة اعمار المؤسسات و بعث نشاطها.

و أعتبر رئيس الحكومة الأسبق أن الأنظمة التي تعمل على قمع المواطنين، لا يمكنها التوجه إلى إرساء الديمقراطية، مدافعا عن القوى السياسية التي طفت مؤخرا في شمال إفريقيا.
ويرفض رئيس الحكومة الجزائرية الأسبق مولود حمروش الخرجات الإعلامية منذ أن قدم استقالته قبل عشرين عاما، ففي 2007 أشتغل مع عبد الحميد مهري و حسين ايت أحمد في وضع تقرير حول ضرورة ديمقراطية الدولة و آليات مراقبتها، و شارك في نفس السنة مع رئيس الحكومة الأسبق أيضا إسماعيل حمداني في يوم دراسي حول الاتحاد من اجل المتوسط.
