أهم نقائص بيان مجلس الوزراء (1)

قلت لبعض الشباب لقد صدر بيان لمجلس الوزراء فيه كذا و كذا .... فقال: لاأعترف بما جاء فيه حتى يتم إلغاء الخدمة الوطنية.
و هنا تذكرت المطلب الذي كان مرفوعا منذ التسعينات و هو تقليص مدة الخدمة الوطنية إلى ستة أشهر.
و أنا أرى أنه مطلب مشروع فأنا أديت الخدمة الوطنية و أنا حاصل على شهادة الماجستير بينما البعض لم يؤدوها و بالتالي استفادوا من الوقت فتوظفوا و تزوجوا و حصلوا على سكنات بينما كنت في الصحراء.
و هذا مخالف لمبدأ تكافؤ الفرص و المساواة أمام الأعباء.
من جهة أخرى فبعد ستة أشهر من الخدمة لم يبق مبرر لوجودنا في الخدمة حيث أمضينا عاما كله فراغ في فراغ.
من جهة ثالثة كان هناك كثيرون جدا لا يؤدون الخدمة الوطنية:
- إما بالحصول على الإعفاء بطريق عشوائية فيها الكثير من الحظ دون أن يذهبوا إلى الثكنات.
- و إما يصلون إلى الثكنات و لكنهم يعودون بالإعفاء لأن هناك فائضا.
- و إما يحصلون على الإعفاء بالطرق الملتوية القائمة على النفوذ أو المعرفة أو الرشوة ... و هذا رأيناه بأم أعيننا.
لو تم تقليص الخدمة :
- فلن يكون هناك فائض .
- لن يتهرب أحدمن الخدمة .
- لا تهدرطاقات و أعمار الشباب في أشياء لا تفيدهم شيئا .
- يتم تحقيق مبدأ تكافؤ الفرص.

و بعد ، فهذه نقطة فقط بمناسبة حديثي مع هذا الشباب ، و ربما لي عودة إلى الموضوع إن شاء الله.

الخدمة الوطنية لا يمكن التخلي عنها
لاسباب امنية و استراتيجية محضة
و ممكن النقاش فقط فيما يخص المدة

اخي السلام عليكم انا مريت بالخدمة الوطنية كان معي ابناء الفقراء و الاغنياء
و حتى ابن اخ جينرال معروف و بعض الناس المعروفين قضيت الجزء الاول
في بشار و كانا معا في نفس الظروف ، و بالنسبة للخدمة الوطنية يجب ان تكون
من الاحتياط قبل المتعاقدين و هذا متعامل فيه في كل دول العالم ، و هو ظروري
لكي يتعلم الشعب العقليات القتالية و شكر لك

سيدي الكريم اسمح لي لن اعارضك في هذه النقطة
ارى انه لا يوافقك عاقل في توصيفك للخدمة الوطنية على انها مضيعة للوقت
اما تقليصها او الابقاء عليها فلا يخضع للاراء بل هو قرار تتخذه المؤسسة العسكرية بما ترى انه مناسب لاحتياجاتها الوطنية وما يكفل لها تادية دورها الدستوري المنوط بها

من النقائص التي لم يأتي بها البيان هو وضع رقم هاتف جهوي أو مركزي أو رقم بريد الكتروني لفضح الفساد على كل مستوى
و كشف جميع المسؤولين متلاعبين بمصالح العباد و البلاد لترك المجال الى من يريدون الخير و الرقي و العمل من أجل بناء الدولة الجزائرية المواكبة للعولمة

هذه الورقة أعتقد أنه تم الإمساك بها لوقت الضرورة . فمن الغباء أن يكشف النظام عن كل أوراقه الرابحة .
وورقة أخرى أعتقد أنها لا تقل أهمية . ألا وهي قضية الشرعية الثورية .
آن الأوان للتحظير لقاعدة شبانية يمكنها تقديرالمسؤولية وتحمل مشعل جزائر الغد .
وأعتقد أن ما خلص اليه مجلس الوزراء اليوم جدير بالإهتمام .ويستحق منا كل التشجيع .
خطوات أعتبرها جبارة لجزائر المستقبل . أرجوا أن تتم متابعتها شخصيا من قبل رئيس الجمهورية . حتى نستشعرها في الواقع المعيش .
