قبل الدخول في الموضوع أود أن أعتذر عن غيابي عن المنتدى لمدة زمنية قصيرة, تتالت فيها أحداث مصيرية, ولم يكن لإرادتي ذنب في هذا الغياب كذلك لا أخفي عليكم شوقي للمنتدى ولأعضائه الطيبين.
حتى لا أطيل عليكم إخواني أعضاء ومشرفي وزوار منتدى الشروق الذي يصفه الكثير بأنه منتدى كل الجزائريين, وأنا أتفق معهم في هذا الوصف والتصنيف, كما هو واضح من عنوان الموضوع أريد تنقل جريدة الشروق جريدة الشعب جريدة الشباب جريدة الجامعيين رسالتنا وآمالنا وطموحاتنا لرئيس الجمهورية وزير الدفاع الوطني, نعم أقول وزير الدفاع الوطني لأن في رسالتنا جانب كبير يخص هذه الوزارة التي حافظت على إستقلال وإستقرار ووحدة هذا الوطن.
فاليوم عندما قرأت في جريدة الشروق -السبت 05 فيفري 2011- عنوان لفت إنتباهي { إجتماع وزاري مشترك اليوم...التشغيل} كذلك عبارة الأولوية للجامعيين, أردت نقل صوتي وصوت الكثير من الشباب الجزائري الذي أتشارك معه في هذا الطموح إن صح التعبير, ففي الوت الذي تسعى فيه حكومتنا إلى إمتصاص البطالة ومواجهة الغليان الشعبي, أردت أن أنبه وأشير إلى مطلب حساس يتعلق بالشباب الجزائري الجامعي.
ويتمثل هذا الطلب في إدماج الشباب المتخرج من الجامعات الجزائرية, في المؤسسة العسكرية وإيجاد مكان له ضمن جيشه في ظل التطورات التي يعيشها الجيش الوطني الشعبي, لسيما إحترافية الجيش, ويكون ذلك من خلال إعادة فتح التكوين الخاص أمام الجامعيين f-s ونطالب بهذا بصفتنا أبناءا لهذا الوطن وأبناء ثورة نوفمبر المجيدة, وأحفاد تضحيات المجاهدين وأرواح الشهداء.
كما نعدكم بأن نبقى سندا للجزائر, كما كنا سنوات الجمر, كذلك تبقى ثقتنا كبيرة في أن تجد هذه الرسالة أذان صاغية وعقول نيرة.

أخي الكريم أشكرك على التفاعل مع الموضوع, لكنني أختلف معك في الكثير من النقاط التي طرحتها.
وليكن في علمك أنه لا يوجد من يسعى إلى عسكرة الحياة الإجتماعية والثقافية, إلا إذا كان عندك معاني أخرى لم أستطع أن أقرأها بين السطور.
كذلك أجيبك بأن لكل منا إرادته وميوله وما يرتاح له باله, وهذا الإختلاف شيئ طبيعي في الإنسان, فأنت تطمح لحياة مدنية آمنة وراقية, وأنا أطمح في حياة عسكرية آمنة وراقية.
كذلك الحق في حياة كريمة لا يعني أن نكون كلنا مدنيين, وأعلم بأن العسكري هو الآخر يعيش حياة عسكرية كريمة, فلا تجعل العسكريات نفيا للكرامة.
وأختلف معك أشد الإختلاف حينما تجعل من الشرائع الدولية قدوة ورمز للكرامة والحرية والعدالة, فلو كان ما تقوله صحيحا لما إستولت بالقوة بعض الدول على حق الفيتو, وجعلته ثغرة ومنفذا وجدارا واقيا للتستر على جرائمها وجرائم حلفائها وتركها دون حساب ولا عقاب.
أما عن مزانية الجيش وميزانية الشطيح كما تقول وميزانية التعليم, فهذا يدفعني لأن أقول لك أخي الكريم بأنه لا فائدة من مقارنة ميزانية وزارة بأخرى من الجانب المنطقي, لأنه لكل وزارة خصوصياتها وإحتياجاتها.
الكلام الذي يجب أن يقال في مثل هذا المقام, بأنه لا يوجد عندنا في الجامعة الجزائرية ما يعرف بالبحث العلمي, صحيح يوجد تعليم عالي لكن ينقصنا البحث العلمي, وهنا نطلب من وزارة التعليم العالي والبحث العلمي, الإستثمار في البحث العلمي لأنه السبيل الوحيد للوصول إلى إقتصاد قوي, والسبيل الوحيد للوصول إلى التكنولوجيا التي لا تباع ولاتشترى, والسبيل الوحيد لجعل من الجزائر دولة قوية وآمنة.

سأسرد لك حادثة وقعت في أحد مراكز الخدمة العسكرية : دخل شاب و معه ملف كبير إلى المركز، سألهم عن مكتب التجنيد و دلوه، ذهب إلى المكتب فسألوه عن مستواه و هل هو في وضعية التأجيل أو الإستدعاء أو غير مسجل أصلا، قال لهم : لم آتي لأجل هذا، أنت تحتاجون للعسكر و أنا أحتاج لعمل جئت لأنظم لصفوف الجيش كاحترافي، و أنا خريج جامعة. قالوا له : هذا ليس من اختصاصنا عليك الإتصال بأحد مدارس تكوين الضباط أو صف الضباط، فقال لهم : طيب، و إذا لم يقبلوني، هل آخذ بطاقة الإعفاء ؟؟؟ سكتوا جميعا إلا واحد جندي صعلوك، قال له : لا تأتي هنا و نعطيك الإستدعاء لتؤدي الخدمة. فرد عليه : إذا لم يقبلوني فهذا يعني أني لا أصلح للجيش فلماذا تعطيني استدعاء ؟؟؟ فسكت الجميع و تدخل أحد الضباط و سحب الشاب جانبا و راح يحدثه بهدوء و الشاب يرد بصوت و هذا بعض ما سُمع منه. لا، أدخل الجيش كمحترف لا لتضييع وقتي ... قل صراحة يا سيد أن الخدمة العسكرية توفر عسكر رخيس beau marché ... أنا هنا للخروج بنتيجة من إثنين إما التجنيد الإحترافي لمدة 25 سنة أو الإعفاء نهائيا إن كنتم في غنى عني ...

الخلاصة أنه يجب إعادة النظر في قانون الخدمة العسكرية فكل من لم يُقبل ملفه في أحد مراكز التكوين و مدارس الجيش يعفى تلقائيا من الخدمة لأن المنطق يقول أنه غير صالح للجيش فملفه مرفوض ...

في هذه الأيام تم الإتفاق على إستدعاء عدد معين من عسكر الخدمة الوطنية, لسد الفراغ الكبير الذي بات يعاني منه الجيش خاصة مع الحدود الليبية, وبالرغم من تطليق وزارة الدفاع للجامعيين إلا أننا نبقى أوفياء لوطننا الغالي, فحتى دون تكوين خاص سنأدي الخدمة الوطنية ونكون على أهبة الإستعداد لخدمة هذا الوطن الغالي, فإذا إحتاجت لنا الجزائر فلن نقول لها لا.
