قال رسول الله صلى الله عليه وسلم :):"لعن الله الراشي و المرتشي و الرائش بينهما"
و بهذا مقدم في اللعن الراشي على المرتشي و هذا يدل على ان الراشي


لا جدال بعد ما استشهدت بحديث خير الخلق ولا يجرا احدا ان يناقشك لقد حسمت الموقف بارك الله فيك

بكل بساطة من المتسبب هو أنا وأنت و هو .


لا ادخل في النقاش الأكاديمي و التحدث عن تحليل ظاهرة الرشوة
والكلام على انها فعل فردي ام ظاهرة و لكن لنحلل بصفتنا
جزء من المجتمع ان كانت فيه سلبيات فهي بناء و ان
كانت ايجابيات فنحن من نغير
الرشوة منتشرة عبر كل الدول العالمية و لا تكاد دولة
تنعدم فيها الرشوة و كل دولة لها تجربتها في محاربتها و هنا
تهمنا الجزائر ، و حسب رؤيتي البسيط للواقع فإن المواطن
هو المتسبب الكبير في انتشار الرشوة ،
في المسابقات الكل يتدافع لتقديم الرشوة و لو امتنع الجميع
عن تقديم الرشوة لأجريت المسابقات بشكل أحسن

و بهذا مقدم في اللعن الراشي على المرتشي و هذا يدل على ان الراشي
هو من يسبب في المرض و يأتي بعده المرتشي ،
لو امتنعت انا وانت على تقديم الرشوة لا يكون المرتشي في الميدان
حاول ان تصلح انت وانا و نوجه الناس و من يشارك في المسابقات
على عدم دفع الرشوة و من يفوز في المسابقة مبروك عليه ، و ليس
دفع الرشوة في الخفاء والتبجح انك ضد الرشوة ،
الكثير من دفع الرشوة في الخفاء و لعن الرشوة في العلن ،
كن صادق و كني صادقة مع نفسك ،

شكراً لك أخي على المُبادرة و الطرح الهادف في مضمونه ،

لكن في نظري ، أن أغلب من تُخاطبهم هنا هم أناس " بسطاء " ،لا يتعاملون بالرشوة ، و إن كانوا كذلك فلن تجدهم هنا و إن وجدتهم فلن يطبقوا ما تقوله ، فمن يستصغر الحرام و اللعن لا يفهم ماهية الحصول على حق غير مشروع أو إحقاق باطل ،،،

إن طرفي تلك المعادلة السالبة هما طرف أول مسَلَط عليه الجهل و الجشع و الإنحطاط و فاسد القيّم ، الطرف الآخر أناني و ضعيف نفسياً ، حتى و إن لم يعترف بجهله سيَجد تأويلاً و ظرف إباحة لفعلته تلك ، حتى و إن تكررت فعلته فلا يمّل من الإتيان بالأعذار إلى أن يُعطيها كنية و وصفاً و مفهوماً غير الفعل المجرّم و المحرّم ،،،

لا يُنكر أحد أن الرشوة ترّسخت بقوّة عُرفية في المعاملات ، لها لُغة سرّية ، و مُصطلحات خاصة ،من أصعَب الجرائم إثباتاً ، و أحياناً أخرى تُصبح كالمزاد العلني ، بأسلُوب فضائحي صريح و ذهنايات متخلّفة بأسلوب وقِح له مُصطلحات متداولة و مكشُوفة !


يبقى في نظري ، أنه في مواجهة هؤلاء( أبعد من وقوعهم في الحرام و لعنهم المُسبق ) لا يكفِ الكلام و النهي ، بل لابد من الردع بوسائل أكثر و طرق أحْدث و أنجع ، عدم التساهل و التسامح معهم ، و التبليغ عنهم بكل إمكانية متاحة ، و التحلي ببعض الشجاعة في ذلك ، لاسيما أن الكل يُندد ، يعْلم و أحياناً يشهد و يدعي أن حقهُ أهدِر أمامه ،،،

المواطن البسيط الدي من اجل شهاده ما في البلديه ولكي لا ينتظر يعرض على الموظف ما يسمى بقهوة ان اتمها له وبدا به دونا عن غيره

الاسباب مزدوجة وارى ان كثير من الناس يتعاملون بالرشوة وهؤلاء هم قسمين :
القسم الاول :
المقاولون الغشاشون ومعهم كثير من المهندسين والتقنيين الساميين ، فالمقاول لما يعرف أنه يستعمل الغش في الابنية يدفع لاصحاب الضمائر الميتة لينتقل الى مرحلة أخرى .
القسم الثانى :
هم الشباب أصحاب السيارات والذين يكثرون من الاخطاء ،فلما تسحب منهم رخصة السياقة يتجهون الى بعض المعارف لارجاع رخصة السياقة بعد دفع الرشوة . وقد شاهدنا أشخاص استرجعو رخصهم بعد حكم لجنة الدائرة .
ويوجد أناس بسطاء مكلفون من طرف أعوان أمن ودرك وسطاء لقبض الرشوة مهما كان الخطأ المرتكب .
كما أن القوانين الجديدة لتنظيم المرور ساهمت بشكل كبير في تعاطي الرشوة ، لأن القانون صارم والعون الامنى أو الدركي لايتحمس لتطبيق القانون كقانون بل يستغل أخطاء الناس ليستفيد منها ، وفي هذا الصدد عندما تتحدث الى أصحاب سيارات النقل فيقولون لك لابد من دفع الرشوة لأنه من أجل حزام الامن سأحرم من العمل لمدة أكثر من شهر .
والقضية التى يمكن أن تكون محل نقاش واسع هل قانون المرور المتمثل في عقوبة حزام الامن قانون يستحق كل هذه العقوبة أم هي المداخيل التى تأتى من وراءه .

أي عمل تريد أن تقوم به في الجزائر معرض لرشوة..
بمعني : كل ما تريد أن تقوم بعمل ما تجد صعبات مخنقة من الفرد البسيط إلى اللفرد الأعلى
و يضيق عليك المشنقة حتى تكره حياتك و تملها ...و ما عليك الى ألاستجابة لشاهيتهم..
و هنا تكمن المصيبة لا توجد واحد لا يؤمن بها ...
و كم قاسيت من محن و صعبات من كل الاطراف ..و الكل يملي عايك كول و وكل..

أي عمل تريد أن تقوم به في الجزائر معرض لرشوة..

ما رأيُك حتى جواز السفر للحج بيعَ و تحصلُوا عليه بالرشوة ( 20.000,00 أو 30.000,00 دج ) ! لم أتمكن من فهْم بأي منطق يعْبثُون !

ببساطة شديدة كلنا مسئولون عن هذه الظاهرة التي ستقضي عليناولا داعي ان نتحجج باننا مضطرون لفعل ذالك
عندما نتقي الله ستزول الرشوة
القانون كذلك مسئول عنها فقانون المرور مثلا فتح بابا واسعا للرشوة والحمد لله انهم اغلقوه بان علقوا العمل بسحب الرخصة وحتى هذا القانون نحن مسئولون عن اصداره لم نتكلم ولم نرفع صوتنا عندما تم اصداره والكل صمت صمت القبور
الامر الثالث استقالة الجميع من الحياة السياسية والحزبية لنتركها للانتهازيين والوصوليين ليعيثوا فيها فسادا
