حياكم الباري وبعد....
منذ مدة وأنا أتابع تصريحات بعض المنتسبين للمعارضة عندنا خصوصا والمتابعين للوضع الجزائري من العرب عموما...كلهم يدندن حول نقطة وحيدة " أن الجزائر محكومة من قبل الجنرالات..." ولفت انتباهي اليوم مروري بمقالة لكاتب احترمه كثيرا وهو السوداني عبد الوهاب الأفندي

وعنوانها " دولة الجيش تحذير من السيناريو الجزائري لثورثي تونس ومصر.."
والتي ابتداها بهذه المقولة.

في مقولة متداولة بين الجزائريين لا تخلو من حكمة، يقول القائل: لكل دولة جيشها، أما في الجزائر، فهناك جيش له دولته.

تساءلت بيني وبين نفسي....هل حقا مازال للمؤسسة العسكرية ذلك النفوذ الكبير الذي خولها سابقا أن تحكم البلاد علانية تارة وخلف الستار تارات.
لا شك أن للجزائر خصوصيتها بحكم أن الجيش هو سليل للجناح المسلح الذي قاد الثورة التحريرية بما يحمله هذا الإنتماء من دلالات تشريفية في مخيلة الجزائريين.
لكن وخاصة في نهاية الثمانينات كان أبرز قادة المؤسسة العسكرية دونما تاريخ ثوري ناصع بل بالعكس يتداول وصف كثير منهم " بدفعة لاكوست..." أو ما يمكن ان نطلق عليهم ب" الطلقاء..." وهم الذين انضموا للجيش الفرنسي بعيد الثورة ثم التحقوا متأخرين بصفوف المجاهدين بعد ان لاح النصر.
بغض النظر أيضا عن تقييم تدخل الجيش وإلغائه للمسار الديمقراطي في 11 جانفي 92 بعد الفوز الكاسح للجبهة الإسلامية للإنقاذ وهل كان ذلك جرا للبلاد إلى حرب اهلية وفق اجندة خارجية لبعضهم أم هو إنقاذ للجزائر من حكم شمولي أصولي.
فلا شك ان سمعة الجيش تشوهت إبان العشرية الحمراء مع تداول شعار " من يقتل من..." وتنامي النفوذ السياسي وخاصة الإقتصادي للجنرالات .
كل هذا في كفة....وما حدث بعدها خاصة بعيد إنتخابات 2004 التي فاز فيها بوتفليقة الذي كان مرشح الجيش في 99 ضد منافسه بن فليس الذي قيل انه كان مدعوما يومها من قائد الأركان العماري.
فبعدها مباشرة استقال هذا الأخير ولحقه بعض قواد النواحي العسكرية.
ما فسر آنذاك ان الرئيس بوتفليقة استطاع تقليم أظافر هذه المؤسسة واعادها للثكنات معيدا تكرار شعاره " لن أقبل بنصف أو ثلاثة أرباع رئيس..." بمعنى انه يرفض أن يتقاسم صلاحياته مع القيادات العسكرية.
ثم تلى هذا إحالة بعض الجنرالات إلى التقاعد أو انتقال آخرين إلى الرفيق الأعلى مثل اسماعيل العماري أو إبعاد فئة أخرى نحو مهام جديدة وبعيدا عن البلاد مثلما حدث مع العربي بلخير الذي أرسل سفيرا إلى المغرب.
ترافق هذا مع ترقية ضباط شباب من جيل الإستقلال.
ببساطة...نعم مازال الجيش الجزائري لاعبا أساسيا في اللعبة السياسية ولكنه ليس اللاعب الوحيد كما كان من قبل.
شتان بين فترة كان هو الحاكم شبه الفعلي للبلاد إلى حد انه اضطر الشاذلي ثم زروال للإستقالة احتجاجا على هذا التداخل في الصلاحيات بالإضافة إلى الشبه التي تثار حول مقتل بوضياف الذي حاول الإنقلاب علي نزار والبقية.
وبين الفترة الحالية التي تراجع فيها تدخل الجيش في الحياة السياسية على الأقل آنيا.
مع الإشارة أيضا إلى تعاظم النفوذ الإقتصادي والمالي للجنرالات المستقيلين والمتقاعدين وهو ما يعني ربما خروجهم من الباب ليعودوا من النافذة.

هذي غيبة

ما طرحته في موضوعك هذا هو المهم والاهم في الجزائر
وهو الذي يتحاشى الجميع الحديث فيه

لا شك أن جزائر 99 ليست جزائر 2011 بخصوص النظام أو المؤسسة العسكرية ومن يحكم حقيقة في الجزائر

بالفعل إستطاع بوتفليقة أن يقلم أظافر بعضا ممن كانوا بوصفون أنهم صناع القرار، وإستطاع أن يقيل ويحيل إلى التقاعد بل ويقوم بترقية بعض الجنرالات.
ولا يمكن أن يكون هذا أمرا هينا.

شدني خبر تنحي الفريق العماري من قيادة الاركان بالرغم من الجميع يعلم أنه أضطر إلى ذلك بعد أن عاهد الجميع أنه لو فاز بوتفليقة في الانتخابات لن يبقى على رأس قيادة الجيش، لكن الخبر لم ينل الاهتمام الكافي إعلاميا.

بالعودة إلى سؤالك، فلا أظن أحدا لديه الجواب الكافي لأن الموضوع لحد الان مازال من المحظورات في الجزائر، لكن إعتقادي أن مازال هناك دور للمؤسسة العسكرية في صناعة القرار. فسعدي لا يمكن أن يتحرك بدون أوامر.
وشخصيا لطالما كان رأيي في بوتفليقة نابع من تطورات هذا الموضوع بالذات.
وكنت أتمنى أن يقوم في عهدته هذه (وذكرت هذا من قبل) إلى تأسيس مرحلة جديدة شعارها وهدفها بناء دولة حديثة تقوم على المؤسسات المستقلة من أي سلطة غير سلطة القانون.
وما دمنا لم نصل إلى هذه المرحلة فنحن مازلنا في درجة الخطر.

الله لا يغيبك خويا حميدو...وربي يحفظك.
أظن ان خبر تنحي العماري لم ينل الإهتمام الكافي لأن أغلب المحللين والمتابعين يرون أن المؤسسة العسكرية عندنا ليست محصورة في قائد أركانها بل هي أشبه بمنظمة عنقودية متعددة الرؤوس.
ولعلك تذكر في هذا السياق تنحي خالد نزار وقبله قاصدي مرباح من المخابرات...بمعنى ان الجيش مازال يسير بمفهوم " القيادة الجماعية..." التي طبعت الثورة أيضا وتنحي فرد مهما بلغ وزنه لن يؤثر كثيرا على سير المؤسسة.
وفي نفس السياق...أثير جدل كبير حول رئيس المخابرات توفيق مدين المعروف بتوفيق واستمراره في منصبه لمدة طويلة وهو ما فسره البعض بأنه انحاز لبوتفيلقة في صراع 2004.
الشيء الذي استفزني...هو حديث بعض العرب عن أن الثناء على الجيشين المصري والتونسي لتأييدهم مطالب الشعب واعتبارهم أن الأمر مستحيل في الجزائر وأنه لو حدثث ثورة هنا فإن الجيش لن يتورع في ارتكاب المجازر.
وأظن ان هذا التنبؤ الدموي مرده إلى صور معينة في ذهن هؤلاء بنوا عليها استنتجاتهم وهي صور قد لا تتوافق مع الظروف الآنية ولا تواكب التطورات الحالية.
أظن أننا مازالنا بعيدين عن بناء الدولة الحديثة مادام أن الكثير من فئات شعبنا مازالت تؤمن بالزعيم المنقذ...بدل شرعية المؤسسات وسلطة القانون كما تفضلت به.
واسمح لي أن أقول أن بوتفليقة نفسه خرق خرقة قد لا ترقع بسهولة في رداء هذا المشروع لتأييده الضمني لفكرة القائد الملهم الذي لا يمكن ان نستغني عنه.
