انقسام في الجيش الليبي
كان الجيش الليبي يحكم قبضته على ساحة القرار السياسي في ليبيا منذ السبعينات. لكن التركيبة القبلية للجيش الليبي لعبت أبرز عوامل انقسام المؤسسة العسكرية وتمرد الضباط وانضمامهم إلى الثورة.
لم يظهر الجيش الليبي موقفا سياسيا حاسما من تطورات الأحداث الدامية الجارية في ليبيا حتى الآن، بسبب غموض عقيدته القتالية المرتبطة بـ''حماية النظام والولاء الشخصي'' التي غرسها فيه مجنون ليبيا على مدار أربعين سنة من حكمه. لكن المؤسسة العسكرية لم تظهر في الوقت نفسه ولاء كاملا لمجنون ليبيا الذي زج بالجيش في حروب مع مصر في 1977 ومع التشاد في 1983
ويشهد الجيش الليبي، منذ بدء ثورة 17 فيفري الداعية إلى إسقاط نظام المجنون، حالة شديدة من الانقسام والتردد في إعلان موقفه بوضوح. وتعود هذه الانقسامات، التي ستكون بالغة التأثير على تطور ومنحى الأحداث، في الأيام المقبلة، إلى الاختلالات الواضحة في التركيبة البشرية للجيش الليبي واعتماده على الموازين القبلية، وإدارته بعقلية بعيدة عن معايير الدولة والجيش الحديثة. فالجيش الليبي مبني على أساس قبلي، وينحدر أغلب قياداته من قبيلة القذاذفة، حيث يشرف المعتصم، نجل المجنون، والذي يشغل منصب مستشار الأمن القومي في ليبيا، على الجيش وقطاع الأمن والاستخبارات، فيما تنحدر الغالبية من جنود الجيش من قبيلة طرونة، ولا تحظى باقي القبائل الليبية بتواجد كبير في مؤسسة الجيش، وهو ما دفعها إلى إعلان تمردها على المجنون. وينعكس هذا التمرد على مواقف جنود وضباط الجيش الذين يعلنون تمردهم على المجنون، انتصارا لمواقف القبائل، باعتبار أن المجتمع الليبي مازال مجتمعا قبليا، يفرض على الفرد أن يعطي ولاءه للعصبية القبلية أكثـر من الدولة ومؤسساتها. كما أن غياب الطابع المؤسساتي للنظام السياسي والعسكري والأمني في ليبيا، واحتكامها إلى القبيلة في كثير من الظروف، أدى إلى عدم وجود توافق واضح بين مختلف أركان المؤسسة العسكرية، إضافة إلى أن الجيش الليبي كان يتقاطع في المسؤوليات الأمنية والعسكرية مع عدد من القوى الأمنية التي تتبع اللجان الثورية، ومع الميليشيات العسكرية التي يشكلها كل واحد من أبناء المجنون، الذين يسيطر كل منهم على كتيبة عسكرية تدين له بالولاء.
وتلعب المواقف التاريخية التي اتخذها الجيش في تونس ومصر خلال الثورة الشعبية التي عرفها البلدان، دورا مؤثـرا على صعيد دفع عدد غير قليل من قيادات الجيش وضباطه وفيالق كاملة إلى التمرد على أوامر القيادة السياسية والعسكرية للجيش، وإعلان انضمامها إلى صفوف الثورة، والانتصار للموقف الأخلاقي والتاريخي.
وإذا صحت الأنباء التي تتحدث عن تمرد نائب رئيس أركان الجيش الليبي، الجنرال المهدي العربي، على المجنون، وانضمامه، مع كتائب الجيش التي تقع تحت سلطته، إلى المحتجين، وإعلان الناطق العسكرى باسم القوات المسلحة الليبية، في قيادة منطقة الجبل الأخضر، الانضمام الكامل للجيش لثورة الشعب، وإعلان عدد من القوات الجوية التمرد على المجنون والانضمام إلى الشعب، وغيرها من حالات التمرد الفردية والجماعية في الجيش، فإن بوادر حركة انقلابية عسكرية على نظام المجنون ترتسم في الأفق.
