ابرز النقاط الواردة في قرار مجلس الامن الدولي للعقوبات على ليبيا

ابرز النقاط الواردة في القرار الذي تبناه مجلس الامن الدولي السبت بشأن ليبيا:
- التعبير عن القلق البالغ حيال الوضع في ليبيا وادانة العنف واللجوء الى القوة ضد المدنيين.
- التعبير عن القلق البالغ حيال مقتل مدنيين ورفض بشكل لا لبس فيه التحريض على الكراهية والعنف ضد المدنيين الذي يمارس من اعلى المستويات في الحكومة الليبية.
- اعتبار ان الهجمات الواسعة والممنهجة التي حصلت في ليبيا ضد المدنيين يمكن ان ترقى الى تصنيف الجرائم ضد الانسانية.
- المطالبة بالانهاء الفوري للعنف والمطالبة بتدابير للاستجابة للتطلعات المشروعة للسكان.
- دعوة السلطات الليبية الى:
اولا - التصرف باكبر قدر من ضبط النفس.
ثانيا- ضمان امن جميع الاجانب.
ثالثا- توفير العبور الامن لكل المؤن الانسانية والطبية.
رابعا- الرفع الفوري لكل القيود المفروضة على وسائل الاعلام باشكالها كافة.
- الإحالة إلى المحكمة الدولية الجنائية
- القرار باحالة الوضع في ليبيا منذ 15 فيفري 2011 الى مدعي عام المحكمة الجنائية الدولية.
- الحظر على الاسلحة
- منع التزود المباشر او غير المباشر، بيع او نقل الاسلحة او المواد المتصلة بها من الانواع كافة.
- منع السفر
- القرار بان كل الدول الاعضاء ستتخذ التدابير اللازمة لمنع دخول او عبور الاشخاص المعنيين على اراضيها.
- تجميد الاصول
- القرار بان كل الدول الاعضاء ستجمد من دون تاخير كل الاصول والموجودات المالية الاخرى والموارد الاقتصادية الموجودة على اراضيها والمملوكة او المدارة مباشرة او غير مباشرة من جانب الاشخاص المعنيين.
- المساعدة الانسانية
- الطلب الى كل الدول الاعضاء العمل معا والتصرف بالتعاون مع الامين العام (للامم المتحدة) لتسهيل ودعم عودة الوكالات الانسانية وجعل المساعدة الانسانية متوافرة.
قائمة الاشخاص الذين تشملهم عقوبات الامم المتحدة في ليبيا
يندرج اسم الزعيم الليبي معمر القذافي وابنائه السبعة وابنته بالاضافة الى شخصيات اخرى مرتبطة ارتباطا وثيقا بالنظام الليبي على قائمة من 16 شخصا شملتهم العقوبات التي اقرها مجلس الامن الدولي السبت:
- حظر السفر:
1- عبد القادر محمد البغدادي رئيس مكتب الاتصال باللجان الثورية
2- عبد القادر يوسف دبري قائد القوات الخاصة لمعمر القذافي
3- ابو زيد عمر دوردة مدير منظمة الامن الخارجي
4- اللواء ابو بكر يونس جابر وزير الدفاع
5- معتوق محمد معتوق وزير الخدمات
6- سيد محمد القذافي قريب لمعمر القذافي
7- عائشة معمر القذافي ابنة معمر القذافي
8- هنيبال معمر القذافي نجل معمر القذافي
9- خميس معمر القذافي نجل معمر القذافي
10- محمد معمر القذافي نجل معمر القذافي
11- معمر محمد ابو منيار القذافي زعيم النظام والقائد الاعلى للقوات المسلحة
12- معتصم القذافي نجل معمر القذافي
13- سعدي القذافي نجل معمر القذافي
14- سيف العرب القذافي نجل معمر القذافي
15- سيف الاسلام القذافي نجل معمر القذافي

و كان مجلس الامن الدولي قد تبنى باجماع اعضائه الـ 15 السبت قرارا يقضي بفرض عقوبات قاسية على مجنون ليبيا وعائلته ومقربين من نظامه.
وجدد المجلس المطالبة بوضع حد فوري للعنف الذي يمارسه انصار المجنون والذي قال انه يجري بتحريض "من اعلى المستويات في الحكومة الليبية"وتتحدث الامم المتحدة عن مقتل اكثر من الف شخص في اعمال العنف في ليبيا.
وصوت الاعضاء الـ 15 جميعا لصالح القرار الذي حمل الرقم 1970 خلال الجلسة المسائية في مقر الامم المتحدة في نيويورك.
ويشمل القرار منعا للسفر وتجميدا لارصدة مجنون ليبيا البالغ من العمر 68 عاما وابنائه وابنته وافراد اخرين من العائلة ومسؤولين كبار في نظامه في مجال الدفاع والاستخبارات متهمين بلعب دور في اعمال العنف.
وتضم لائحة الذين تشملهم العقوبات 16 اسما بعد ان كانت تحوي 22 اسما خلال المفاوضات التي دارت في جلسة مجلس الامن السبت.
كما يقضي القرار برفع جرائم قتل المدنيين الى المحكمة الجنائية الدولية، اذ راى المجلس ان "الهجمات الواسعة والممنهجة الحاصلة حاليا- في ليبيا - ضد المدنيين يمكن ان ترتقي الى تصنيف الجرائم ضد الانسانية"وينص القرار على الوقف الفوري لاي شكل من اشكال بيع الاسلحة الى ليبيا.
