الرسالة منقولة من جريدة الخبر
و هذ ما جاء فيها

طالب مدني مزراق، الأمير السابق لما يسمى بالجيش الإسلامي للإنقاذ المحل، الرئيس بوتفليقة بـ''إصلاح دستوري عميق وإصلاح سياسي أعمق''، والعودة السريعة إلى المبادئ النوفمبرية''.
في رسالة، قال الرقم الأول في ''جيش الإنقاذ'' سابقا إنه بعث بها إلى الرئيس بوتفليقة، الجمعة 11 فيفري الجاري، وتسلمت ''الخبر'' نسخة منها، كال مدني مزراق جملة من الاتهامات للرئيس بوتفليقة. فقال عن الإصلاح الدستوري الذي وعد به الرئيس ''قد تكلمت عنه كثيرا لكنك لم تذهب إليه، واكتفيت بتعديلات لا تسمن ولا تغني من جوع''. أما بخصوص ''الإصلاح السياسي''، فخاطب مزراق رئيس الجمهورية بالقول ''مع كل أسف وصدت أبوابه وأغلقت اللعبة كلها''.
ودعا زعيم ''الايياس'' سابقا، الرئيس بوتفليقة إلى ''فتح نقاش جريء وصادق يشارك فيه المؤهلون'' ويفضي إلى دستور جديد ''تسن على ضوئه القوانين التي تحكم وتنظم نشاطات الأحزاب والعملية الانتخابية''. واعتبر مزراق أنه '' من العار وجود سجناء الرأي في دولة تدّعي الحرية والديمقراطية''.
وخاطب مزراق بوتفليقة بالقول ''وهل الإصلاح السياسي إلا فتح المجال أمام كل الجزائريين دون إقصاء أو تمييز، ليمارسوا حقوقهم المدنية كاملة غير منقوصة''. وكان واضحا أن صاحب الرسالة كان ينتقد منع السلطة لمناضلي ''الفيس'' سابقا، من ممارسة السياسة، كما اعتبر أن ''الإصلاح السياسي تنظيم انتخابات شفافة، حرة ونزيهة، نتعرف من خلالها على النخب الحقيقية التي يختارها الشعب السيد عن طواعية ورضى لتمثله وتتكلم باسمه داخل مؤسسات الدولة''.
ويعتبر مزراق أن ''بلدا كالجزائر يستحق أن يكون أحسن بكثير مما هو عليه''، بينما دعا بوتفليقة ''تعالوا نخزيو الشيطان ونلعنوا بليس ونخافوا ربي''. وأضاف ''لنحدث التغيير الحقيقي الذي انتظرناه طويلا''. لكن صاحب الرسالة اختار لغة مغايرة، لما أضاف ''فإن أبيتم.. لا سمح الله.. إلا التعنت والعناد وركوب الرأس، فسيكون الاختلاف كثيرا وسنفترق افتراقا غير محمود، وسيقع ما يقع ونسأل الله العفو والعافية، ولن نسامحك أبدا وسنحمّلك بعدها مسؤولية كل مال ينهب وكل مؤسسة تخترق وكل نفس تزهق''.
