كتاب مفتوح إلى العقيد معمّر القذافي

في هذه الظروف الدقيقة التي تمرّ بها ليبياالعزيزة، ولتعذّر وصول الكتابة إليك مباشرة، رأيت أن أتوجّه إليك بهذه الرسالةالمفتوحة لأبيّن لك لماذا يريد قطاع كبير من الشعب الليبي، وهم على حق، إسقاطنظامك:

1 – لعلّك تذكر عندما دعوتني إلى مقابلتك في ليبيا عام 1976، عندما التقينافي "سرت" في خيمتك هناك، كنت صريحاً معك غاية الصراحة، والتي ربّما صدمك بعض ماقلته لك خلالها، من أن المعطيات الموضوعية لليبيا لا تمكنّك أن تلعب الدور الذي لعبه عبد الناصر في مصر لاختلاف المعطيات في كلّ منهما، وأنه لو كان عبد الناصر في ليبيا لما كان من الممكن أن يكون عبد الناصر الذي نعرفه في مصر. وقد أضفت لك، أن أقصى ما تستطيع أن تفعله هو أن تعمل من ليبيا نموذجاً عربياً ديمقراطياً وحدوياً يمكن أن "يشعّ" عربياً، وأن تكون ليبيا ملجأ قومياً بديلاً لكل المضطهدين والمقهورين العرب في بلدانهم.

2 – لكنه بدا لي فيما بعد أنك لم تقتنع بوجهة نظري تلك، بدليل مغامراتك المختلفة للعب أدوار عربية وأفريقية وعالميةً، طموحاً منك بسلوك دور عبد الناصر في ذلك، واعتقدتَ أن ما لديك من أموال يمكن أن يساعدك في ذلك؛فبعد أن حاولت تقليد دور عبد الناصر عربياً وانتهت محاولاتك بالفشل، وزادت في تقسيم الشعوب العربية وحركات المقاومة فيها، أدرتَ ظهرك للعرب، واتجهت إلى أفريقيا لتوحيدها وأصبحتَ "ملك ملوك أفريقيا"، وانتهت هذه المغامرة بالفشل أيضاً في تحقيق وحدة أفريقيا، رغم كل الأموال التي بذلتها لهذا الغرض، ثم رجعت بعدها إلى العرب ثانية! كما انتهت مغامراتك عالمياً في دعم ثوار إيرلندا الشمالية وغيرها، وفي مأساة "لوكربي" إلى الفشل أيضاً، مقابل نزيف مالي كبير من أموال الشعب الليبي. كما انتهت مغامراتك في اقتناء أسلحة دمار شامل كيمياوية ونووية إلى الفشل، ومن ثم تخليك عنها وتسليمها إلى من كنت تعتقد أن حيازتها كانت ستخيفهم، مع ضياع كل الأموال التي صرفتها من أموال الشعب الليبي لحيازتها.

3 – وبالنسبة إلى النموذج الذي اقترحته عليك أثناء لقائنا، فقد تفتّق تفكيرك، بدلاً منه، عن "الكتاب الأخضر" كنموذج لنظام عربي، وحتى "عالمي" جديد. وحاولت بكل جهدك ومالك تسويقه عربياً وأفريقياً، ولكن بدون نجاح يُذكر، بعد أن صرفت كثيراً من أموال الشعب الليبي، في الترويج له من خلال شراء ذمم بعض المثقفين العرب والأجانب. والمفارقة هنا أنك خرجت، أنتَ، في ممارساتك عن بعض ما جاء في هذا "الكتاب" كما كان ذلك مصير تنظيم "الملتقى الثوري الديمقراطي العربي" كتنظيم عربي قومي، وانتهى الأمر بفشله، وأصبح إحدى المؤسسات التابعة مباشرة لنظامك.

4 – ومن أجل أن تميّز نظامك، اتّبعت سياسة "خالف تُعرف"، فغيّرت ألقاب الوزراء والسفراء وأسماء الشهور وبدايات السنة الهجرية، واعتماد حرسك من النساء، وغيرها من الشكليات، بما فيها ملبسك، إضافة إلى نصبك خيمة حيثما زرت بلداً، وكلّها تفاهات لا تميّز حكمك إلا بالسلبيات، بدل أن تميز حكمك بإيجابيات من نحو حرية التعبير، والتنمية البشرية، والتوجّه العربي الصادق.

5 – ورغم ادّعائك أنك "قائد للثورة"، وليس مسؤولاً، وأن المسؤولية هي للّجان الشعبية، فهي "كذبة كبيرة"، لأنك، ومنذ أكثر من أربعين سنة مسيطر على كل شيء في ليبيا.

6 – كما أنك لم تتردد في استعمال كل الوسائل، بما فيها الاغتيالات، للتخلص ممّن تعتقد أنهم خصومك؛ بمن فيهم بعض رفاقك في الثورة؛ وكان من بينهم الدكتور منصور الكيخيا، عضو مجلس أمناء مركزدراسات لوحدة العربية، الذي دبّرت لخطفه من القاهرة ثم تصفيته في ليبيا. والذي بسببه، رفضتُ دعوتين منك، من خلال سفيرك في بيروت، قبل قطع العلاقات، لزيارة ليبيا لمقابلتك. ولا ننسى اختفاء الإمام السيد موسى الصدر ورفيقيه، أثناء زيارتهم ليبيا. لقد انتهيت، وخلافاً لما تدعيه، إلى نظام حكم عائلي، وبوليسي، ووصل بك الأمر إلى ممارسة "التجييف" بتعليق جثث الذين قتلتهم على أعمدة الكهرباء إلى أن يتفسّخوا ويتجيّفوا.

7 – إن حصيلة حكمك لليبيا لأكثر من أربعين سنة، رغم وفرة مواردها النفطية، هي تدمير التنمية البشرية في ليبيا، والقضاء على دور ليبيا العربي الذي كان ملحوظاً قبل الثورة، وأن الثورة انتهت إلى نظام حكم عائلي فاسد وديكتاتوري وبأبشع أشكاله.

8 – وأخيراً لم تستفد من تجربة تخلّي الرئيس بن علي والرئيس مبارك عن الحكم بعد ثورة شعبيهما عليهما، وتصرّ على استعمال العنف بأشكاله المختلفة البشعة لمقاومة الثورة، مع كل الضحايا البشرية والمادية التي يتكبدها الشعب الليبي، وأن تكون إماً قاتلاً أو مقتولاً، ولكن الشعب الليبي سينتصر في النهاية، وسيزيل حكمك البشع، ولن تحصل إلاّ على لعنة التاريخ•
