لائحة بدول جمّدت أرصدة ليبية
أعلنت دول غربية تجميد أرصدة ليبية بمليارات الدولارات بمقتضى عقوبات جماعية أو فردية على نظام مجنون ليبيا الذي تقول تقارير إنه لا يزال في وسعه التصرف في أموال في الداخل والخارج.

وكان مجلس الأمن قد تبنى بإجماع أعضائه الخمسة عشر يوم 26 فيفري 2011 القرار 1970 الذي ينص على تجميد أرصدة تسعة أفراد من عائلة القذافي ومسؤولين بارزين في نظامه ومنعهم من السفر, وفرض حظر على تصدير السلاح إلى ليبيا.

وفي وقت لاحق, أعلنت الولايات المتحدة والاتحاد الأوروبي عقوبات منفردة منفصلة تعزز العقوبات التي فرضها مجلس الأمن تحت الفصل السابع من ميثاق الأمم المتحدة.

وفي ما يلي لائحة بالدول التي استهدفت بالتجميد أرصدة يتحكم فيه القذافي وأعوانه بطريقة مباشرة أو غير مباشرة:

الولايات المتحدة:
وقع الرئيس الأميركي باراك أوباما مرسوما يقضي بتجميد الأصول والممتلكات العائدة للقذافي وأربعة من أبنائه (سيف الإسلام وهنيبعل ومعتصم وخميس) وشخصيات مرتبطة بالنظام, وأعلنت واشنطن لاحقا أن الأرصدة المجمدة بقيمة 30 مليار دولار.

وقالت الخزانة الأميركية إنها أكبر عملية تجميد لأصول أجنبية في الولايات المتحدة.

بريطانيا:
أعلنت بريطانيا أنها جمدت أرصدة ليبية تفوق قيمتها 10 مليارات جنيه إسترليني (16.2 مليار دولار). وكشفت حكومة ديفد كاميرون أنها منعت نظام القذافي من سحب أوراق نقدية ليبية بقيمة 1.4 مليار دولار كانت مودعة في شمال إنجلترا.

ألمانيا:
أكدت الحكومة الألمانية أنها جمدت حسابا لأحد أبناء القذافي يحوي 2.6 مليون دولار التزاما منها بالعقوبات التي فرضها الاتحاد الأوروبي على النظام الليبي, وقالت إنها ستجمد أي أموال أخرى لها صلة بالنظام الليبي.

كندا:
أعلن متحدث باسم رئيس الوزراء الكندي ستيفن هاربر أن بلاده جمدت أرصدة ليبية بقيمة 2.3 مليار كندي (2.4 مليار دولار) دون أن يحدد طبيعة الأصول المجمدة.

سويسرا:
أمرت الحكومة السويسرية بتجميد أصول بمئات ملايين الدولارات يعتقد أنها تعود لمجنون ليبيا وعدد من أفراد عائلته وأعوانه.

وكشفت مصادر في البنك المركزي السويسري أن الأصول الليبية لدى البنوك السويسرية تقارب مليار فرنك سويسري (1.08 مليار دولار).

وكان حجم تلك الأصول في حدود 7 مليارات فرنك (7.56 مليارات دولار) عام 2007 قبل حدوث خلاف بين الجانبين.

إسبانيا:
قررت إسبانيا بدورها تجميد أصول للقذافي ومقربين منه. ومن هذه الأصول مجمع سكني فاخر من ألفي شقة كان سيقام على أرض يملكها القذافي نفسه في ملقة.

النمسا:
قال البنك المركزي النمساوي إنه تم تجميد أرصدة بقيمة 1.2 مليار يورو (1.7 مليار دولار) كانت مودعة في مؤسسات مالية نمساوية تنفيذا لعقوبات فرضها الاتحاد الأوروبي, مضيفا أنه لم يتضح أي الأجزاء من تلك الأرصدة يعود إلى القذافي والأفراد الآخرين الذين تشملهم العقوبات.

إيطاليا:
أعلن بنك إيطاليا المركزي أنه تبعا لقرار مجلس الأمن رقم 1970, يتعين على المؤسسات المالية الإيطالية الإبلاغ عن أي تحركات مريبة في حسابات مصرفية بأسماء أفراد من أسرة القذافي أو من حكومته.

ويعتقد أن إيطاليا من الدول التي ضخ فيها نظام القذافي استثمارات كبيرة، حيث يمتلك حصصا في شركات وبنوك وأندية رياضية وفي مشاريع مختلفة.

فرنسا:
أصدرت فرنسا تعليمات إلى مؤسساتها المالية بمراقبة أرصدة محتملة تعود للقذافي وأفراد أسرته ومقربين منه.
