باسم جزائر الشهداء اتقوا الله في قطاع الحماية المدنية وأنقذوه من عصابة شبيهة بعصابة ليلي طرابلسي
سيدي رئيس الجمهورية الجزائرية الديمقراطية الشعبية ، سادتي مسؤولي هذا البلد المسقي بدماء ملايين الشهداء باسمهم جميعا نبعث لكم هذه الصرخة من مجموعة من الغيورين على هذا الوطن ومقدراته راجين من فخامتكم التصرف بصفة عاجلة جدا من أجل إنقاذ ما يمكن إنقاذه من قطاعنا النبيل الذي حولته عصابة تشبه إلى حد ما عصابة ليلي طرابلسي في تونس والذي عاثت فيه عصابة من اللصوص ومختلسي المال العام بتغطية من السيد المدير العام الذي استغل علاقاته المتشعبة والتي اشتراها بالمال العام من اجل التمويه والتغطية على النهب المبرمج لمقدرات القطاع واستغلالا أيضا للبحبوحة المالية للبلاد من اجل الربح السريع مستعملين بعض البرامج التجميلية والعمليات الإستعراضية للتغطية على النشاطات اللصوصية وكل إطار حتى ولو كانت له النية في المعارضة تمت اهانته بكل الطرق حتى التلفيق ووصلت حتى السجن ،
سيادة الرئيس ، نستحلفك بالله وبكل لحظة صادقة فكرت فيها في المصلحة العليا للبلاد ان تضع حدا لهذه الوضعية المتعفنة لأنها حدثت باسمك على اعتبار ان هذا المدير العام يدعي انه مدعم من قبلكم وشقيقكم السعيد كنا نتمنى ان يستغل هذه العلاقات من اجل بناء القطاع لا لنهب خيراته
فخامة الرئيس ، لكم من السلطة ومن الإمكانيات ما من شأنه أن يسلط الضوء على حقيقة ما يجري في الواقع فلجنة تحقيق صادقة من شأنها ان تبين حقيقة الكوارث التي تقضي على هذه الهيئة المكلفة بتسيير الكوارث ،
سيادة الرئيس : لهذه الأسباب بصفتك ولي امرنا نضع تحت عنقك هذه الأمانة وهي التحقيق بكل صدق في هذه النقاط العريضة
تشكيلة عصابة طرابلسي الحماية المدنية
المدير العام للحماية المدنية لخضر الهبيري المدعو مصطفى رئيسا—
سيدي الرئيس لا يخفى على أحد بداية من ابسط عون إلى الوزير ان هذا المجاهد الذي شارف عمره الثمانين 80 سنة ويدير قطاع 95 بالمئة من أعوانه شباب لم يكن يملك عندما وليته قيادة القطاع في نهاية سنة 2000 منذ 11سنة سوى سيارة قولف سنة 97 ومسكن عبارة عن فيلا بسيطة في الصنوبر البحري ، اما الآن فثروة لا حدود لها آخرها فيلا في حيدرة على مساحة 1000 متر بنيت من طرف المقاولين نظير مشاريع قدمت لهم في الحماية المدنية دون الحديث عن التأثيث الداخلي للفيلا التي فاقت كل التصورات والأموال الأخرى المنقولة والغير منقولة القادمة من مدراء الحماية المدنية في الولايات كعربون ولاء نظير البقاء في المنصب فكل الأعوان والمسؤولين في الحماية المدنية على علم بذلك ولكنه الخوف من التهميش والإهانة والإرهاب الإداري ،
حتى المسؤولين السامين في الدولة ( وزراء وعسكريون وحتى مستشارون لفخامة رئيس الجمهورية ورؤساء دوواوين وزراء ووجوه إعلامية ) كان لهم نصيبهم من الرشوة التي يقدمها لهم من أجل شراء ذممهم وربما سكوتهم وتواطؤهم في تحطيم القطاع – والله عيب وحرام- فبأي حق يتحصلون كلهم على كبش العيد على حساب المغبونين في القطاع ومن اين هذه الجرأة وأين هي الفجوة القانونية التي سمحت بذلك لولا الثقة في القوة الزائدة عن الحدود
كيف لهم ان يحولو ثكنة الى ملهى لا نريد ان نخوض فيه حفاضا على كرامة الغلابى الذين بعثوا بناتهم تحت ضغط الحاجة الى هذا القطاع النبيل والذين حولتهم زبانية هذا المدير العام الجد الى
يعبث في هذا المركب سامي المسؤولين في الدولة وينعمون بخيراته وحولوا الى سمك وخمر ووجبات فاخرة على حساب الأعوان الخدم والجواري الذين يموتون حرقة وهم يرون حقوقهم بأعينهم وممن من طرف المسؤولين السامين في الدولة المفترض منهم حماية صرف هذا المال العام وكنها جزائر اللاعقاب يكفي رجاءا يكفي وما خفي أعظم . _اتقو الله انها اموالنا _
العقيد خلاف محمد مدير تنظيم وتنسيق الإسعافات - طرابلسي 1 - عضوا فاعلا—
في الحقيقة هذا الأخير ليس مديرا لتنظيم وتنسيق الإسعافات ولكن كان الأجدر ان تعاد تسمية منصبه الى تنظيم وتنسيق السرقات فمن في القطاع لا يعرف عن سوء أخلاق هذا المدير ف 45000 عون حماية مدنية يعرفون بأنه شاذ جنسيا يتحرش بكل أنثى في القطاع وقد قام سيادة المدير العام بطرده بعد تحرشه بعون للحماية المدنية (م نبيلة) والتي قدمت تقريرا عن أفعاله الحيوانية ، ولكن تم للتستر عليه والمسكينة هي من دفعت الثمن وما أكثرهن
- هذا المدير تم وضعه في سنوات الإرهاب تحت المراقبة الشديدة من طرف مصالح الاستعلامات العسكرية في البليدة نظرا لقيامه بأفعال تدخل في إطار خيانة الدولة من الناحية الأمنية وهو الآن ضمن شبكة رشوة دولية مع الشركات الفرنسية المتعاملة مع القطاع
يعتبر اليد الفاعلة التي يحطم وينهب بها الهبيري خيرات القطاع فالخائن لبلده ومن لا أخلاق له يستطيع فعل كل شيئ .أين هي التحقيقات الأمنية للإطارات السامية ارجوكم تحققوا من جواز سفره من تاريخه

مدير الإمداد والمنشآت طبعا (صديقي هو الأولى بحفظ اسراري) يعلم علم اليقين بأنه بصفة مؤقتة وبقاؤه مرهون ببقاء المدير العام ولهذا فهو بكل اختصار ينهب كل شيئ في طريقه فهو من الأثرياء الجدد سهل اسقاطهم ، فكم من شقة بناها له ولإبنته وكم من فيلا بناها في مدة لا تتجاوز 3 سنوات فأين هي مصالح الأمن

المديرة الفرعية للمنشآت ولكنها في الحقيقة المسؤولة عن المنشآت الشخصية للسيد المدير العام نظير المنصب وكذا الترقيات الغير القانونية في الرتبة فقد اصبحت مقدم عن طريق كل سنة رتبة من ملازم اول سنة 2002الى مقدم سنة 2010ز وهو ما لم يحدث حتى في الصومال او اثيوبيا كتعد صارخ على قوانين الجمهورية ودستورها ولكن اذا عرف السبب بطل العجب فهي التي وضعت ميزانية التجهيز في خدمة العصابة ولحمايتها سيقوم بتنصيبها مفتشة للمصالح

المسؤول المدلل لسيادة رئيس هذه العصابة استفاد من الريع كغيره من افرادها ،ميزته انه لا يقول لا وهو اليد التي تنفذ كل الخطط الهادفة إلى نهب المال العام كيف لا وقد اغدق عليه المدير العام بالخيرات أولها خذ ما تريد بعدما توفر لي ما اريد وقد شارك بشكل كبير في بناء فيلا المدير العام والمكلف بنقل الرشاوي الى سامي المسؤولين في الدولة والمكلف بإيوائهم في الوحدة الوطنية ، وكهدية له تمت ترقيته بطريقة اقل ما يقال عنها انها حكاية قصة من قصص الرسوم المتحركة من ملازم اول سنة 2000 الى نقيب في 2002 رائد في 2004 مقدم في 2007 عقيد في 2010 بالله عليكم في أي دولة يحدث هذا غير الجزائر , وهو ما جعله أداة لنهب عشرات الملايير من المال العام

مدير الموظفين والتكوين الأداة الضاربة في يد المدير العام للحماية المدنية المكلف بتعذيب كل غيور على القطاع بالعزل والتحويل والمتابعات القضائية والإدارية مهمته تكميم الأفواه لتوفير الغطاء والجو المناسب لنهب المال العام واسكات كل صوت يريد الحديث عن قضايا الفساد وبالمقابل اصبح يسير القطاع كما يسير سوقا للخضر والفواكه ، لكل شيء ثمنه ( الترقية في الدرجة، في الرتبة ، التعيين في المناصب ، التحويل ………)
سيدي الرئيس ، هذه العصابة من المسؤولين عاثت فسادا في القطاع يصعب إصلاحه ولهذا نترجاكم وضع حد لهذا الوضع قبل فوات الأوان ، سيدي لقد حطموا كل شيء فلم يستثمروا في الثروة الشبابية التي يملكها القطاع بالعكس قلبوا الآية بدل ان تكون الكفاءة والنزاهة معايير التعيين في الوظائف العليا في القطاع أصبحت كم تستطيع أن تدفع من ميزانية القطاع بالمقابل توفير الحماية اللازمة لممارسة عملية النهب وقام أفراد العصابة باقتسام 48 مدير ولاية او بالأحرى ميزانياتها لكل مجموعته الخاصة في شبه اتفاق بينهم اما من يشذ عن القاعدة فمصيره العزل بقرار من المدير العام بعد تقرير شكلي من المفتشية العامة للمصالح هذه الأخيرة التي توفي فيها المفتش العام بسكتة قلبية ناجمة عن الضغوطات التي كان يمارسها عليه المدير العام الذي فرض عليه سياسة الكيل بمكيالين فيطب منه تقارير على المقاس فمن يدفع له “كل شيئ على ما يرام ” ما عدى ذلك فالعزل حتى يعين من هو اكفأ منهم حسب معايير التسيير عند هذه العصابة وهو ما تبينه التقارير الأخيرة للجان التفتيش التابعة للمفتشية العامة التي وقفت على حجم الكوارث والزلازل في التسيير خاصة في ولاية البيض اين تم اكتشاف ثغرات بالملايير ادت بمكتشفها الى العزل والمختلس رقي الى المديرية العامة وحول بعدها الى ولاية اخرى لطمس الحقيقة ، كارثة اخرى وقفت عليها السيدة الوالية في ولاية تموشنت التي يسيرها مدير لا يستطيع حتى تسيير اجرته الشهرية وكذلك المقاول مدير ولاية مستغانم وووو ،
سيدي الرئيس لسنا بصدد مساومتك ولكن نستسمحك عذرا لنقول لك حقيقة بأنه قد بلغ السيل الزبى ولم نعد نحتمل اكثر ولهذا نرجو من سيادتكم ما يلي :
_ اعفاء السيد المدير العام تكفيه 11 سنة وإعطاء نفس جديد بتعيين إطار عسكري ذا مستوى عالي بما يتماشى واهمية الثروة الشبابية المكونة للقطاع تكون مهمته محو ما خلفته العصابة من دمار شامل
_ من جهتنا سيدي الرئيس فلن نسكت بعد اليوم ، لن نقوم لا بمسيرة ولا بإضراب ولكن سنناشد كل ضمير حي من أجل قول كلمة لا لا لا وكفى للفساد ولا سكوت بعد اليوم ونعلمكم اننا بصدد تشكيل لجنة الضباط الأحرار التي تكون مهمتها الدفاع عن القطاع من نهب لمقدراته والتصدي لتدميره وطلبا للتغيير بكل الوسائل السلمية وأولها فضح المتآمرين امام الرأي العام الوطني .
