ليبيا تخفي معظم أصولها بالداخل
قال تقرير أميركي إن المؤسسة الليبية للاستثمار، وهي صندوق الثروة السيادية الليبي يخفي معظم أصوله البالغة 70 مليار دولار في ليبيا ومصارف أخرى في الشرق الأوسط لا تصل إليها العقوبات الدولية، يأتي ذلك في وقت تتعرض فيه الأصول الليبية في الخارج إلى التجميد.

وذكرت صحيفة نيويورك تايمز الأميركية أن ليبيا تعلمت دروسًا من فترة العقوبات الغربية الطويلة، وأبقت جزءًا كبيرًا من أصول صندوق ثروتها السيادي في النظام المصرفي الليبي العالي السيولة.

وقال مسؤولون عملوا بشكل وثيق مع الصندوق، إن العمل الداخلي فيه بقي لغزًا لأن القصور الذاتي البيروقراطي وغياب الخبرة في الاستثمار منعاه من أن يكون أكثر نشاطًا، فقد أجري أول استثمار له عام 2008، رغم أنه تأسس عام 2006.

وأشار المسؤولون إلى أن الجزء الأكبر من أموال الصندوق موجود بالفعل في ليبيا، وفي دول شرق أوسطية لا تبلغها العقوبات.

ويؤكد مصرفيون أن بعض احتياطي الصندوق تديره مصارف الاستثمار الليبية حتى إنها هيمنت عليه في أول أيامه، ويقولون إن إبقاء الأموال في النظام المصرفي الليبي جاء نتيجة الخبرة الطويلة لليبيين مع العقوبات الغربية.

وإضافة إلى صندوق الثروة السيادي، يملك المصرف المركزي الليبي احتياطات بقيمة 110 مليارات دولار أي 160% من الناتج المحلي الإجمالي.

وضيقت الثورة الشعبية من دائرة صداقات القذافي، التي تتضمن عائلة روثشيلد والأمير البريطاني أندرو ومفوض التجارة الأوروبي السابق بيتر ماندلسون والمستثمر الشهير ستيفن شوارزمان، الرئيس التنفيذي لشركة الاستثمار الخاص الأميركية بلاكستون، وصاحب مجموعة كارليلي ديفيد روبنشتاين.
