كشف خبير مالي ليبيأن العقوبات المالية المفرضة على نظام مجنون ليبيا بتجميد أرصدته في البنوك الأوروبية والأمريكية لا يمكنها أن تردعالمجنون في توظيف مزيد من المرتزقة الأفارقة للتصدي للثوار الذي يزحفون تدريجيا نحو طرابلس، وقال ذات الخبير الذي رفض الكشف عن اسمه إن المجنون لا يعتمد على أرصدته بالبنوك الأجنبية للقيام بالأعمال غير المشروعة وإنما يقوم باستعمال ما لديه من مخزون نقدي بمدينة سرت، التي تضم مستودعات كبيرة معبأة بالدولار والجنيه الإسترليني واليورو، وأضاف ذات المتحدث أن مسؤولين في القطاع المصرفي الليبي أخبروه أن الأموال يتم نقلها إلى سرت عبر شاحنات ويحدث ذلك منذ سنوات، ووصف هؤلاء أن القائمين على تسيير هذا المستودع يستخدمون رافعات لشحن الأموال، مما يدل على المبالغ الخيالية الموجودة فيه، وحسب هؤلاء فإن كل الأعمال غير المشروعة التي قام بها المجنون مولها من المخزون النقدي في سرت، ويتم تسليم الأموال إلى حركات التمرد في إفريقيا وفي أمريكا الجنوبية وحتى في الولايات المتحدة الأمريكية، يدا بيد ونقدا، كي لا يتم تتبع حركة الأموال، ونفس الأمر يحدث هذه الأيام، حيث استعان المجنون بمخزونه السري ‬لشراء ‬الذمم ‬وتوظيف ‬المرتزقة ‬واستمالة ‬الليبيين ‬عبر ‬تسليمهم ‬مبالغ ‬مالية.‬
وقد أجهضت السلطات البرطانية قبل أيام عملية كبرى لتحويل الأموال من بريطانيا إلى ليبيا، حيث أرسل المجنون طائرة لاستلامها، غير أنه تم توجيه الطائرة في بريطانيا إلى غير وجهتها حتى يتم استصدار قرار بتجميد الأرصدة الليبية، حيث تحجج البريطانيون بعدم وجود طائرة لإرسال الأموال التي طلبها البنك المركزي الليبي، وقيمتها حوالي مليار ونصف مليار دولار، غير أن الليبيين باغتوهم بإرسال طائرة لاستلامها، فتم توجيه الطائرة إلى مطار آخر، وفي تلك الأثناء استصدر قرار بتجميد الأموال الليبية في بريطانيا وأجهضت العملية.
ومع ذلك فإن المجنون قادر على الاستمرار في معركته ضد الثوار بالمال الذي يملكه داخل ليبيا وهو يرفع سقف التحدي أمام الثوار الذين نجحوا في تحرير المنطقة الشرقية، وقد سارع الشيوخ والأئمة إلى قطع الطريق أمام محاولات المجنون لشراء ذمم القبائل الليبية وكذا شراء العائلات عبر وعود بالقروض الحسنة اللاربوية، حيث أفتى الشيخ الغرياني وهو أحد أكبر علماء ليبيا بتحريم الأموال التي يوزعها القذافي على الليبيين واعتبرها رشوة، حيث قال الغرياني في تسجيل بث على "الفيسبوك " "إن ما يوزعه نظام المجنون من مال على أهل طرابلس المقصود به شراء الذمم، وشراء المواقف، وهو في هذه الحالة يعد من باب الرشوة ولا يجوز لأحد أن يقبله، وهو يشبه المال الذي يأخذه المرتزقة أجرا على قتل أولادنا، وقد حاول النظام إعطاء مال أكثر من هذا بكثير لقبائل الزنتان وغيرها ليؤيدوا المجنون فرفضوا، وقبول هذا المال الآن ‬يعد ‬خذلانا ‬لإخوانكم ‬الذين ‬قتلوا ‬والذين ‬يقاتلون ‬في ‬بقية ‬المدن".
وكان الليبيون قد وصلتهم رسائل على هواتفهم النقالة تدعوهم إلى الالتحاق بالبنوك لاستلام مبالغ تقدر بـ500 دينار للعائلة، وهو ما يعادل خمسة ملايين سنتيم، وقدذكر شهود عيان بأنهم شاهدوا طوابير أمام البنوك لاستلام هذا المبلغ، وهذا في المدن التي يسيطر عليها المجنون فقط، كما وعد العائلات بقروض تصل إلى 200 ألف دينار لاستمالتها، غير أن القذافي لن يفي بهذه الوعود أصلا حيث أن أرصدته في البنوك مخصصة للقيام بالأعمال غير المشروعة.
