نـــــــصـيــــــحــــة أوكــــرانـــــيــــة لــــــلــثــورات الــعربــــيــة

إذا كان العالم العربي يريد النصيحة فإن التجربة الأوكرانية تشير إلى أنهم يجب أن يكونوا يقظين للساسة الذين يحملون وعودا جوفاء.
هكذا استهل ليونيل بينر -مدرس العلوم السياسية بجامعة ييل- تعليقه بصحيفة غارديان قائلا: سل أي أوكراني عن الثورات الشعبية الأخيرة في مصر وتونس ستجد أن سؤالك يقابل بحملقة جوفاء أو بتجهم.
والسبب واضح: فالأوكرانيون كانوا يوما ما قرة أعين الرؤى الثورية في العالم أجمع. وقبل أن يصبح فيسبوك أو تويتر أسماء مألوفة، خرج الأوكرانيون في مجموعات مرتدين ملابسهم البرتقالية الفاقعة لإسقاط حكامهم المستبدين الموالين لروسيا الذين سرقوا بطريقة غير مشروعة انتخابات عام 2004.
وبعد ست سنوات على ما عرف بالثورة البرتقالية ما زال الساسة الأوكرانيون متورطين في الفساد، والخاسر من ثورة الشعب تلك المجرم المدان مرتين فيكتور يانوكوفيتش هو رئيس البلاد حاليا الذي له سلطات أكبر بكثير من ذي قبل.
وقال الكاتب إن الأوكرانيين معذورون في سخريتهم من منظر الشباب المصري والتونسي المفعم بالأمل الذي انقلب على أنظمته باحتجاج سلمي. فمنذ عام 2004 كان الائتلاف البرتقالي متعنتا وفاسدا. وقد أصبح البرلمان الأوكراني مؤسسة بصمة فقط في عهد يانوكوفيتش

وردا على إلغاء ما اعتبره انتصارا انتخابيا عام 2004، أضعف الرئيس الأوكراني سلطات المحكمة العليا.
ورغم أن الاقتصاد شهد تحسنا منذ الثورة البرتقالية فإن هذا جاء على حساب الحريات السياسية، فالصحفيون يخشون العقاب إذا ما تحدثوا عن نظام يانوكوفيتش بينما اختفى البعض من الوجود.
وقال بينر إن الفساد في أوكرانيا الآن أكثر تفشيا حتى من عهد ليونيد كوتشما -رئيس أوكرانيا السابق- لدرجة أن الاتحاد الأوروبي جمد مؤقتا خطة مساعدة لكييف قيمتها مائة مليون دولار. وليس من غير سبب تم تنزيل مرتبة أوكرانيا من قبل منظمة فريدم هاوس-المعنية بالديمقراطية والحرية السياسية وحقوق الإنسان- من "حرة" إلى "حرة جزئيا". فلم يعد البلد يُعتبر جديا طامحا للانضمام إلى حلف شمال الأطلسي (ناتو) أو الاتحاد الأوروبي.
إذن ما هي الدروس التي تقدمها تجربة ثورة أوكرانيا البرتقالية لزعماء العالم العربي الجدد؟
الدرس الأول بسيط: لا تقطعوا وعودا أكثر من اللازم. فكما قال وزير الخارجية الأوكراني كوستيانتين غريشينكو مؤخرا: "على مدى سنوات ما عرف بالحكم البرتقالي قدم قادة الفصائل المختلفة بالقيادة البرتقالية وعودا لكل شيء: إعادة أموال الشعب التي كانت في البنوك السوفياتية ووقف عمليات السحب وزيادة معاشات التقاعد -التي فعلوها لفترة محددة من الوقت لكن التضخم آنذاك التهمها- والانضمام إلى الاتحاد الأوروبي". وكانت النتيجة أنهم طردوا من مناصبهم عام 2010 بطريقة قانونية وبدون أن تُذرف عليهم دمعة واحدة.
والدرس الثاني -كما يقول الكاتب- الحذر من الثورات المضادة. فالاقتتال السياسي أمر لا مفر منه تقريبا خلال الفترات الانتقالية والقوى المناوئة للديمقراطية أوالدينية أوالشيوعية أو غيرها ستتربص في الظلام وتلعب على المفاهيم المتصورة لعدم الاستقرار لتأمين قواعد السلطة وجذب مجندين جدد.
وأخيرا -وربما الأكثر وضوحا- الانتخابات لا تصنع ديمقراطية: "فالديمقراطية يجب أن تكون متجذرة في سيادة القانون"، كما كتبت زعيمة المعارضة الأوكرانية يوليا تيموشينكو مؤخرا على موقع شبكة الجزيرة.

الامر متوقع .. و الشعب يقض لهذا في تونس ومصر يضغط الشعب على انظمته قدر المستطاع ولن تتوقف الضغوط حتى يطمئن .. '( او يُـــطمأَن .. لانه محال ان تغلب نظام بين يوم و ليلة و النظام يسايس وضع الشعب ليوهم الشعب في الاخير انه انتصر وهو غير ذلك ) ..
