إلى أين يمكن أن يلجأ مجنون ليبيا؟

من أميركا اللاتينية وفنزويلا تحديدا إلى دول شرق أوروبا مرورا بالقارة الأفريقية منطقة الخليج تتزايد التكهنات وتتنوع التخمينات عن البلد الذي قد يقبل بلجوء مجنون ليبيا إذا ما قرر الفرار من البلاد تحت وطأة الثورة الشعبية التي تجتاح أغلب المدن الليبية أو في إطار اتفاق مع
الثوار يضمن خروجه بسلام.
ورغم تأكيدالمجنون أكثر من مرة أنه لن يغادر التراب الليبي تحت أي ظرف كان, وتأكيد نجله سيف الإجرام أن نظام المجنون سيقاتل حتى آخر قطرة دم وآخر رصاصة وآخر رجل, فإن عددا من المراقبين لا يستبعدون أن تنتهي الثورة الليبية التي اندلعت في 17 فيفري بمغادرة المجنون التراب الليبي بعد 42 عاما من الحكم.
ويستدل مؤيدو هذه الفرضية بأن الجار الغربي للمجنون (زين العابدين بن علي) انتهى به المطاف إلى الفرار على عجل إلى السعودية بعد انهيار نظامه ومحاصرته وهو نفس المصير الذي قد يواجهه الجار الشرقي (حسني مبارك) بعد قرار تجميد أملاكه والمطالبات بمحاكمته وهو ما قد يعجل برحيله من شرم الشيخ إن لم يكن قد غادرها فعلا.
ولعل اللافت أن منح اللجوء للمجنون قد لا يكون سهلا نظرا للتركة الثقيلة لمن ظل يصف نفسه بـ(ملك ملوك أفريقيا) والضغوط الكبيرة التي قد تواجهها أي دولة تقبل بهذه المسؤولية الجسيمة, خاصة أن العدد الكبير لضحايا الثورة الليبية ونوعية الأسلحة التي تستخدم ضد المتظاهرين المدنيين قد ترقى إلى جرائم الإبادة والجرائم ضد الإنسانية مما قد يجعله مطلوبا من المحكمة الجنائية الدولية.
ويرى الإعلامي الليبي محمود شمام أن المجنون سيلجأ –إذا قرر الفرار- على الأرجح إلى أميركا اللاتينية وتحديدا إلى فنزويلا باعتبار العلاقات المتميزة التي تربطه بالرئيس الفنزويلي هوغو شافيز وزعماء "الحركات الثورية" في المنطقة.
ويذكر شمام كذلك صربيا كوجهة محتملة للمجنون في حال خروجه باعتبار العلاقات الخاصة والمتشعبة التي تربطه بالنظام الصربي على المستويين السياسي والأمني, وهي علاقات متشعبة ومتشابكة وتشمل إضافة إلى النظام عددا من المؤسسات الصربية، على حد قوله.
وشدد الإعلامي الليبي على أن المجنون لن يفكر مطلقا في التوجه نحو أي بلد أفريقي رغم تغنيه طويلا بالبعد القاري لنظامه, وذلك لكون عدد من الأنظمة الأفريقية ديمقراطية وستلتزم بالقرارات الدولية إذا تم طلبه للعدالة, فيما يشهد عدد من البلدان الأخرى حالات من عدم الاستقرار السياسي والأمني وهو ما قد يجعل لجوء المجنون إليها عبئا ثقيلا لا يمكنها تحمله.
وعن الوجهات الأخرى المحتملة للمجنون –إذا قرر المغادرة- يقول شمام إنه ربما لأسباب إنسانية بحتة قد تقبل دولة خليجية –لم يذكرها بالاسم- المجنون على أراضيها نظرا للعلاقات الشخصية التي تربطه بهذا البلد الخليجي.
وأشار شمام إلى أنه ليس من حق أي فرد أو جهة أيا كانت مفاوضة المجنون على أساس التخلي عن الحكم والخروج من ليبيا مقابل عدم ملاحقته, معتبرا أن في ذلك مصادرة لحق الأفراد والمؤسسات الاجتماعية الليبية التي تضررت من حكم نظام مجنون ليبيا على مدى 42 عاما.
من جانبه يعتبر مدير تحرير جريدة أخبار اليوم المصرية حسين عبد الواحد أن فنزويلا تعد المرشح الأوفر حظا لاستقبال المجنون إذا غادر البلاد باعتبار التقارب الفكري وتقارب المواقف السياسية بين المجنون وقادة أميركا اللاتينية وعلى رأسهم الرئيس الفنزويلي هوغو شافيز.
كما لا يستبعد الإعلامي المصري أن يلجأ المجنون إلى إحدى دول أوروبا الشرقية او الجمهوريات السوفياتية السابقة باعتبار العلاقات السابقة بينه وهذه الأنظمة, شريطة أن يكون بالدولة التي يلجأ إليها حاكم قوي يستطيع توفير الحماية للمجنون إذا صدرت بحقه مذكرات جلب ليبية أو دولية لمحاكمته.
ويستبعد عبد الواحد لجوء المجنون إلى أفريقيا أو منطقة الخليج العربي باعتبار حالة عدم الاستقرار في المنطقة الأولى والثورات والهبات الشعبية التي باتت تهدد المنطقة الثانية وهو ما قد يجعل مصيره غير آمن حتى على المدى القصير خاصة إذا أصبح مطلوبا للمحكمة الجنائية الدولية.
ويذكر الإعلامي المصري إيران كوجهة محتملة للمجنون, خاصة وأنه سيبحث عن بلد نظامه معاد للولايات المتحدة والغرب وهو ما قد يتوفر في الحالة الإيرانية خاصة إذا قررت طهران المزيد من التحدي وربما التفكير في استخدامه كورقة ضغط ضد الأنظمة الغربية، على حد قوله.
يذكر أن أغلب المراقبين يؤكدون أن العدد الكبير للضحايا المدنيين الذين سقطوا خلال قمع المظاهرات المناهضة لنظام مجنون ليبيا, واستعمال الأسلحة الثقيلة والطيران لقصف المظاهرات قد ترتقي إلى جريمة الإبادة الجماعية والجرائم ضد الإنسانية وهو ما قد يجعل مدينة لاهاي الهولندية الوجهة المقبلة للمجنون للمثول أمام المحكمة الجنائية الدولية.
