ثروة مجنون ليبيا

تشير التقديرات إلى أن حجم الموجودات المالية الليبية المستثمرة في الخارج تقدر بأكثر من 150 مليار دولار، وتم حتى الآن تجميد أكثر من 73 مليارا ترتبط بالمجنون أو أقربائه وأعوانه.

كما تقدر وزارة الخزانة الأميركية أن لدى المركزي الليبي نحو مائة مليار دولار من احتياطات العملات الأجنبية حول العالم، ونحو سبعين مليارا قيمة استثمارات خارجية تديرها هيئة الاستثمارات الليبية (ليا) أو الشركة الليبية للاستثمار الخارجي (لافيكو).

وبعد القرار الأممي أعلنت واشنطن تجميد ثلاثين مليار دولار من الأصول الليبية. وأفادت وزارة الخزانة أن الأموال المجمدة عبارة عن ودائع بنكية وأسهم واستثمارات تعود للمركزي الليبي ومؤسسة الاستثمار الليبية.

ولم يتأخر الاتحاد الأوروبي حيث قرر تجميد أرصدة 26 فردا من أسرة ومن مؤيدين لنظام المجنون، وفرض عقوبات على خمس مؤسسات ليبية من بينها المؤسسة الليبية للاستثمار والبنك المركزي الليبي.

وأعلن العديد من الدول الأوروبية فرضها تجمد للأصول الليبية، فقامت بريطانيا بتجميد عشرين مليار جنيه إسترليني (32.2 مليار دولار) تعتقد لندن أنها تعود للمجنون وأسرته في بريطانيا. كما قررت وزارة الخزانة حظر تصدير الأوراق النقدية الليبية .
وجمد المركزي النمساوي أرصدة بقيمة 1.2 مليار يورو (1.7 مليار دولار) كانت مودعة في مؤسسات مالية نمساوية تنفيذا لعقوبات على النظام الليبي.
إسبانيا من جهتها قررت تجميد أصولللمجنون ومقربين منه. ومن هذه الأصول مجمع سكني فاخر من ألفي شقة كان سيقام على أرض يملكها المجنون نفسه في ملقا.
وفي إيطالياطالب المركزي المؤسسات المالية الإيطالية الإبلاغ عن أي تحركات مريبة في حسابات مصرفية بأسماء أفراد من أسرة المجنون أو من حكومته. ويعتقد أن إيطاليا من الدول التي ضخ فيها نظام المجنون استثمارات كبيرة حيث يمتلك حصصا بشركات وبنوك وأندية رياضية ومشاريع مختلفة.
أما فرنسا فقد أصدرت تعليمات إلى مؤسساتها المالية بمراقبة التحركات المالية التي قد يكون لها صلة بالمجنون أو أعوانه. وكانت باريس عمدت في وقت مبكر إلى تعليق جميع علاقاتها الاقتصادية مع ليبيا وتبني فرض عقوبات عليها.


وفي الأول من الشهر الجاري أعلنت النمسا وألمانيا تجميد أرصدة لنظام المجنون التزاما منهما بعقوبات أقرها الاتحاد الأوروبي.

وأعلنت لوكسمبورغ من جهتها، تجميد حسابات مؤسسة الاستثمار والبنك المركزي الليبيين وذلك في سياق تنفيذ الاتفاق الأوروبي.

وخارج الاتحاد الأوروبي كانت سويسرا أول المبادرين بتجميد أرصدة محتملة للنظام الليبي في بنوكها، وقالت إن القرار يسري ابتداء من 24/2 الماضي لمدة ثلاث سنوات. وتقدر الأصول الليبية لدى البنوك السويسرية بنحو 613 مليون فرنك ( 663 مليون دولار) إضافة إلى 205 ملايين فرنك (222 مليون دولار) أخرى على شكل معاملات ورقية.

كما قررت الحكومة الكندية تجميد أرصدة المجنون وأسرته عملا بقرار مجلس الأمن، فجمدت كل التعاملات المالية مع الحكومة الليبية ومؤسسات ليبية أخرى. وتقدر أوتاوا الأصول الليبية المجمدة بـ2.3 مليار كندي (2.4 مليار دولار) دون أن تحدد طبيعة الأصول المجمدة.

وبدوره أعلن المركزي الأسترالي تجميد التحويلات أو المدفوعات النقدية لمسؤولين بارزين بنظام المجنون عبر مصارف البلاد.


وكانت صحيفة غارديان البريطانية قد ذكرت قبل أيام أن أسرة المجنون أودعت مليارات الدولارات في مصارف سرية في دبي وجنوب شرق آسيا.

كما أن تقارير أميركية نشرها موقع ويكيليكس كشفت أن مجنون ليبيا يتصدر قائمة أثرياء الزعماء العرب بثروة تقدر بـ131 مليار دولار، وهي ثروة تقارب ستة أضعاف ميزانية ليبيا لعام 2011 البالغة 22 مليار دولار.
