العرب يدعون لحظر جوي على ليبيا

دعا وزراء الخارجية العرب مجلس الأمن الدولي لفرض حظر جوي على ليبيا لحماية المدنيين، وشددوا في الوقت نفسه على رفضهم أي تدخل عسكري أجنبي في هذا البلد.
وقال وزير الخارجية العماني يوسف بن علوي إن القرار اتخذ حماية لحياة المواطنين، معتبرا أن الوضع في ليبيا أصبح يستدعي هذا الموقف العربي.
وحسب تصريحات بن علوي التي جاءت في مؤتمر صحفي مشترك مع الأمين العام لـجامعة الدول العربية عمرو موسى، فإن القرار الذي اتخذه العرب يتعلق بحظر الطيران العسكري فوق الأجواء الليبية، وشدد على أن هذا الحظر ينتهي بانتهاء الأزمة.

بدوره أوضح موسى أن مناقشة الوضع في لبيبا بين الوزراء العرب تم على أساس ثلاثة محاور، الأول يتعلق بالحظر الجوي، والثاني بالاعتراف بالمجلس الوطني الأنتقالي الليبي، والثالث التأكيد على الرفض العربي لأي تدخل أجنبي عسكري في ليبيا.
وردا على سؤال عما إذا كان فرض الحظر الجوي يفتح المجال أمام تدخل عسكري، أكد موسى أنه لا مجال لأي تدخل عسكري، وأن الجامعة أحالت مسألة الحظر الجوي لمجلس الأمن الذي يعد صاحب السلطة الشرعية التي تتعلق مسؤولياتها بحفظ الأمن والسلم الدوليين، مؤكدا أن المجلس الدولي سيظل على تنسيق متواصل مع الجامعة العربية بهذا الخصوص.
وفي هذا الموضوع أعاد بن علوي التأكيد على أن تدخل مجلس الأمن لفرض حظر جوي هو إجراء وقائي سينتهي بانتهاء الأزمة.
ووفقا للوزير العماني اتخذ القرار بالتوافق بين جميع الوزراء العرب، مع تحفظ "دولة أو دولتين"، رافضا الإفصاح عن هاتين الدولتين.

القرار قوبل بتحفظ سوري، فيما قالت الجزائر إنها ستوضح موقفها من القرار لاحقا للجامعة العربية، دون أن تتخذ موقفا محددا باجتماع اليوم.
كما أشار المراسل إلى أن مجلس الجامعة ترك لكل دولة عربية حرية الاعتراف بالمجلس الوطني الانتقالي الليبي، فيما اعتبر الأمين العام للجامعة العربية في رد على أسئلة أحد الصحفيين أن التعامل مع المجلس هو بمنزلة الاعتراف به.
وكان موسى قد التقى قبيل عقد اجتماع الوزراء العرب وفدا من المجلس الانتقالي الليبي، أكد لهم فيه وقوف الجامعة العربية إلى جانب الشعب الليبي، لكنه اعتبر أن رفع العلم الليبي إبان حكم الملكية عوضا عن العلم الحالي موضوع سابق لأوانه.
وردا على سؤال عما إذا كانت الجامعة العربية قد نزعت الاعتراف بشرعية نظام مجنون ليبيا ،قرأ موسى جزءا من نص قرار الوزراء العرب، يشير في معناه لعدم شرعية نظام المجنون.
يذكر أن الوزراء العرب عقدوا اجتماعهم على وقع تظاهر المئات أمام مقر مجلس الجامعة العربية، تطالب برفع الشرعية عن مجنون ليبيا والرئيس اليمني علي عبدالله صالح.
وكان وزراء خارجية مجلس التعاون الخليجي قد اتخذوا مواقف "متقدمة" بشأن الموضوع الليبي منذ الخميس الماضي، حيث دعوا الجامعة العربية لنزع الشرعية عن نظام المجنون واعتبار المجلس الانتقالي هو الممثل الشرعي والوحيد للشعب الليبي.
وعبرت دول المجلس عن إدانتها للجرائم المرتكبة ضد المدنيين في ليبيا باستخدام الأسلحة الثقيلة والرصاص الحي وتجنيد مرتزقة أجانب، وما نتج عن ذلك من سقوط أعداد كبيرة من الضحايا المدنيين الأبرياء.
يذكر أن الجامعة العربية قد علقت مشاركة نظام المجنون في اجتماعاتها، كما أنها نددت بالانتهاكات ضد الشعب الليبي، ونادت بضرورة إيقاف العمليات العسكرية ضد المدنيين.

حتى عمرو موسى الذي فضحته وثائق أمن بلده
لا يزال يمارس هوايته المفضلة وهي جر العرب لتقبيل يد أمريكا
أتمنى أن لا تنساق بلدي في لعبتهم المفبركة لأن التاريخ لا يرحم
رغم أننا ندرك أن ديبلوماسية الجزائر في وضع حرج الآن بعد
خضوع أغلب العرب و عمالتهم للغرب
