تقرير معهد ستوكهولم الدولي لأبحاث السلام



أشار تقرير صادر عن معهد ستوكهولم الدولي لأبحاث السلام أن الجزائر اشترت 3 بالمائة من الأسلحة التي تباع في السوق الدولية للأسلحة، وتحتل الجزائر المرتبة الأولى وبنسب شاسعة في مشتريات الأسلحة على المستوى الإفريقي، حيث أنها تستحوذ على 48 بالمائة من الأسلحة التي تباع في إفريقيا، متقدمة على جنوب إفريقيا التي تستحوذ على 27 بالمائة.
وتعتبر روسيا المورد الأول للجزائر في اقتناء الأسلحة، حيث تقتني الجزائر نسبة 13 بالمائة من مبيعات روسيا في الأسلحة، حسب نفس المصدر، الذي تحدث عن منافسة حقيقية بين كل من ألمانيا، فرنسا، بريطانيا، وايطاليا للفوز بطلبيات الجزائر من التجهيزات العسكرية البحرية، وفق تقديرات مدير برنامج البحث حول سوق الأسلحة، بول هولتوم، في إشارة إلى صفقة الفرقاطات المتطورة، التي عرفت تأخرا بسبب الفضائح التي طالت الشركة الإيطالية المصنعة، وهي الصفقة التي أثارت مخاوف دول عديدة، منها المغرب و إسرائيل، التي تعمل على مراقبة هذا النوع من التسلح من خلال منظمات إقليمية.
وأشار التقرير إلى أن الهند تتقدم في قائمة مشتري الأسلحة في العالم، بـاستحواذها على 9 بالمائة، وأن مشتريات الهند من الأسلحة الروسية تصل إلى 82 بالمائة، مبرزا أنها تشترط نقل التكنولوجيا للوصول إلى صناعة عسكرية داخلية، حسب سيمون وازمان، من برنانج البحث حول نقل الأسلحة، إلى جانب مواجهة منافسة دول المنطقة وخاصة الصين وباكستان.
ووفق ذات التقرير فان الصين تأتي في المرتبة الثانية عالميا بـ 8 بالمائة، ثم كوريا الجنوبية،بـ 6 بالمائة، تليها باكستان بـ 5 بالمائة، حيث قاموا بشراء ما يعادل 30 بالمائة من الأسلحة، التي تباع في جميع أنحاء العالم مقابل 39 بالمائة خلال الفترة السابقة، مركزة على تنويع الأسلحة الثقيلة، الطائرات الحربية والأنظمة البحرية.
كما يشير تقرير المعهد لسنة 2011، إلى أن سوق الأسلحة زادت في حجم التداول بنسبة 24 بالمائة في الفترة بين 2006-2010، مقارنة مع الفترة 2001-2005في حين كانت الدول الخمسة الأولى في بيع الأسلحة هي الولايات المتحدة الأمريكية، روسيا، ألمانيا، فرنسا وبريطانيا، بنسبة قدرت بـ75 بالمائة من صادرات الأسلحة، مقابل 80 بالمائة خلال الفترة السابقة، و اعتبرت أسيا والمحيط الهادي أول مستورد بـ 43 بالمائة، تليها أوروبا بـ 21 بالمائة، ثم الشرق الأوسط بـ 17 بالمائة، القارة الأمريكية بـ 12 بالمائة ، بينما احتلت إفريقيا المرتبة الأخيرة بـ 7 بالمائة.
وتحدث التقرير أيضا عن تنافس دولي نوعي على سوق السلاح، فمثلا تتنافس دول أوروبية، ألمانيا، اسبانيا، ايطاليا، بريطانيا، السويد، روسيا والولايات المتحدة الأمريكية على طلبيات الطائرات الحربية، وخاصة تلك المقدمة من الهند والبرازيل.
ويشير التقرير إلى أن الولايات المتحدة تبقى أول مصدر للتجهيزات العسكرية بـ 30 بالمائة، وأن 44 بالمائة من صادراتها كانت موجهة إلى أسيا والمحيط الهادي، و28 بالمائة إلى الشرق الأوسط و19 بالمائة إلى أوروبا.
ويقوم معهد ستوكهولم الدولي لأبحاث السلام مستقل، تأسس سنة 1966 ، بإعداد أبحاثا حول النزاعات المسلحة وسوق السلاح في العالم ومراقبته ، كما يقدم معطيات وتحاليل وتوصيات تعتمد على معلومات مستقاة من مصادر مقربة من أصحاب القرار السياسي والباحثين ووسائل الأعلام المتخصصة، ويسير حاليا من طرف بيل غيتس، كما أن الدبلوماسي الجزائري الأخضر الإبراهيمي هو من بين الأعضاء التسعة المشكلة للجنته.

المفارقة أن معهد ستوكهولم لا يأخذ بعين الإعتبار نفقات التصنيع العسكري وهذا ما يعطي قراءة مغلوطة لبعض الإحصاءات التي ينشرها من وقت لآخر
