هكذا وبعد سنوات من البيروقراطية والإقصاء والطرد التعسفي والقوانين والتعليمات "المهازلية" سقط عميد الإقصاء والظلم ...
زعيم التعسف والتعنت ...
عنترية قوانين بات يبكي منها موظفو قطاع الأسلاك المشتركة والأمن والحرس البلدي والتربية والصحة والقطاعات الخاصة التابعة لل DGFP

انتهت بإقالة جمال خرشي من إمارة الوظيف العمومي بمثل هذه الطريقة من طرف الرئيس عبد العزيز بوتفليقة.

هل تعتقد أنها استجابة بصرخات الآلاف من المواطنين المظلومين وبخاصة حاملي الشهادات العليا المؤهلين بإصلاح الإدارة التي ماتت وشبعت موتا منذ اعتلاء هذا الشخص رئاسة المديرية سنة 94 من طرف الرئيس السابق علي كافي أم أنها مجرد مسكنات وحبوب مهدئة لإسكات انفجار اجتماعي وسياسي وشيك على بلادنا الحبيبة؟؟؟

حسب رايي المتواضع ارى ان لا تغيير سيحدث ولا هم يحزنون ، تمت إقالة خرشي وسيعوض بجمال ، الحاج موسى يخلف موسى الحاج. فالآكيد ان من سيخلفه سيكون من خريجي نفس المدرسة البيروقراطية المتعنترة على المواطنين البسطاء الذين لا حول ولا قوة لهم، جمال خرشي ما هو الا الشجرة التي تخفي الغابة فادارتنا يسيرها غول رهيب يتخفى في اشكال والوان لا يستطيع ان يكشفها الا الراسخون في الادارة ممن سلطوا علينا عنجهيتهم وسطوتهم ، فلا داعي للتفاؤل ، الحكاية وما فيها هي مجرد (تهدئة فجة) لا لون ولا رائحة لها الا رائحة التملق للشعب خوفا من ان يخرح شعارا تكرر كثيرا منذ شهر جانفي في تونس ومصر وليبيا ، اقالة خرشي لا تخرج عن السياق الذي تبنته الدولة لكسب ود المواطن حتى ولو استلزم الامر التغاضي عن عدم احترام قانون المرور او منع طرد ومعاقبة التلاميذ حتى وان اعتدوا على اساتذتهم او مديريهم ، وهنا تبرز المفارقة المثيرة للقرف : التضحية بالقانون والدوس على قدسيته فقط من اجل الا يخرج الشباب الى الشارع يتظاهروا ويعبروا عن رفضهم للرداءة التي تميز حاضرنا وتكاد توحي بانها ميزة مستقبلنا . اي باختصار معليش الشعب ياكل بعضه المهم ان يبقى السادة المسعولون في كراسيهم الوثيرة متربعين على عروش لا يريدون ان ينسحبوا من سلطة استولوا عليهم منذ نصف قرن الا بضعة اشهر.

هذا هو عيب النظام الرئاسي بدل البرلماني ... صلاحيات كبيرة للرئيس معناها مسؤوليات متعددة، كان خياره و خيار من كان قبله ليامين زروال صاحب تعديل الدستور لزيادة صلاحيات الرئيس و يحجم دور مؤسسات الدولة ... يعني كل شيء متوقف عليه و كلما تأخر في اتخاذ القرار المناسب كلما تعقدت المشاكل ... فكيف إذا كان القرار متفردا و ليس فيه علاج !!!
أؤمن أن دماغين و أفضل من دماغ واحد و ثلاث أدمغة أفضل من دماغين.

الرئيس بشر واحد و يصعب عليه جدا أن يكون مطلع على كل شيء في دولة بحجم الجزائر و لن يستطيع كذلك غيره ... و الخوف أن يأتي يوم يقول لنا فيه "غلطوني و خدعوني" كما قال لنا قبيل نهاية عهدته الثانية "لم أحقق شيء في العشر سنوات"

دع مؤسسات الدولة تعمل في المراقبة و المتابعة و اصلح القضاء ليكون القانون فوق الجميع فعليا لتتم المحاسبة و عندها نقول لسيادتك "و كفى المؤمنين شر القتال" قدمت ما يجب أن يكون و أتممت وعدك بتحقيق الحكم الراشد الذي أصدعتنا به في عهدتك الأولى.

السلام عليكم ، كان يمكن أن أصوت على أن مثل هاته القرارات بداية الإصلاح لو أتبعت بمحاسبة قانونية و تحريات و محاكمة و لكن في جزائر العزة يقال الأشخاص و يغيرون و لكن لا حساب و هذا ما يفتح شهية المسؤول الذي يخلفه فهو يعلم مسبقا أن لا حساب ، فما رأيك في شخص يختلس 1200 مليار في أقصى الحالات يحكم عليه بسنتين أو ثلاثة ، الإصلاح لن يؤتي أكله ما لم يتمع بسياسة عقابية شديدة لمن تسول نفسه التعسف في إستعمال الحق أو الإختلاس بالتالي فأنا أصوت لا ليست بداية الإصلاح
