الجزائر تحذر دول الساحل من تدخل عسكري أجنبي

مفكرة الاسلام: (http://www.islammemo.cc) حذر قائد أركان الجيش الجزائري، الفريق أحمد قايد صالح، قادة أركان جيوش ست دول من الساحل من وجود نيات دولية للتدخل عسكرياً في الساحل الصحراوي.
ووصف صالح، في اجتماع استضافته العاصمة الجزائرية أمس، تلبية بوركينافاسو، تشاد، ليبيا، مالى، موريتانيا ونيجر لدعوة الجزائر إلى وضع "خطة لمكافحة الإرهاب" بأنه في حد ذاته "إخفاق جلي لنيّات التدخل" الخارجي.
وطرح صالح مبرر التصدي للتدخل الخارجي للمرة الأولى في خطاب لمسؤول جزائري يشرح خليفة الخطوات التي تقوم بها الجزائر لقيادة إستراتيجية إقليمية "لمكافحة الإرهاب" على امتداد الساحل الصحراوي.
وذكرت صحيفة "الحياة" اللندنية أنه يعتقد أن توجسات قائد المؤسسة العسكرية الجزائرية من وجود نيّات من هذا القبيل، تحمل تلميحًا إلى فرنسا التي تعتبر أن دول الساحل من مناطق نفوذها التقليدي.
ضغوط غربية لتصعيد المواجهة مع القاعدة:
ورغم أن أنشطة القاعدة في الصحراء ما زالت محدودة النطاق حتى الآن لكن دبلوماسيين غربيين يواصلون التحذير من أن المنطقة قد تتحول إلى ملاذ آمن على غرار الصومال أو اليمن ويتم استغلالها في الإعداد لهجمات كبيرة في مناطق خارجها.
وقال دبلوماسي في المنطقة: "نريد أن تضطلع الجزائر بالدور القيادي في تنسيق تصدي المنطقة لمشكلة القاعدة ببلاد المغرب الإسلامي، ولا يمكن حل هذه المشكلة بشكل مجزأ وإلا فسينتقل التهديد إلى مكان آخر بالمنطقة".
خطة موحدة:
هذا، وكانت الخطوات العسكرية التي اتخذت، قبل عقد اجتماع أمس، تشير إلى توجه القادة السياسيين في المنطقة إلى توجيه جيوشها للعمل وفق خطة موحدة.
وقال قائد أركان الجيش الجزائري "ينبغي علينا البحث عن الطرق والوسائل الكفيلة بتعزيز التعاون بين بلداننا بغية الوقاية من الإرهاب بكل أشكاله وتفرعاته طبقاً للقرارات والأدوات القانونية للأمم المتحدة وللإتحاد الافريقي وغيرها من الآليات الثنائية والمتعددة الأطراف ذات الصلة".
وأكد أن الاجتماع يهدف في عمومه إلى مكافحة "الإرهاب "العابر للأوطان والجريمة المنظمة والآفات المتصلة بها، مضيفاً أنه يمثّل أيضاً فرصة للوفود المشاركة "لتبادل التحليلات حول التهديدات التي ستُبقي - في حال غياب العمل الجماعي المنسق لردعها والقضاء عليها - الأبواب مفتوحة للتدخل الأجنبي .... هذا هو ما يمثّل فعلاً التحدي الرئيسي الواجب علينا رفعه بمسؤولية مشتركة".
وعاب صالح على القوات المسلحة لتجمع دول الساحل "غياب نظرة موحدة" بينها في مكافحة "الإرهاب" واستمرار كل بلد في مجابهة "هذا الداء بطرقه ووسائله الخاصة"، مؤكداً "أننا سنكون أكثر قوة إذا قمنا بذلك سوياً على أساس تعاون وثيق وفعال في خدمة قضية السلم والاستقرار بصفتها ضمانة للرفاهية والعيش الكريم لشعوبنا التي تربطها أواصر التاريخ والجغرافيا".
واستدعت كل من الجزائر وموريتانيا، في وقتٍ سابق، سفيريهما لدى مالي، احتجاجًا على إفراج الأخيرة عن نشطاء بـ "تنظيم القاعدة في بلاد المغرب الإسلامي".
وكانت مالي قد أفرجت عن أربعة نشطاء هم جزائريان وبوركيني وموريتاني، كانوا قد اعتقلوا في أبريل 2003 في شمال البلاد، وذلك بعدما طالب "تنظيم القاعدة" بالإفراج عنهم مقابل إفراجه عن الرهينة الفرنسي بيار كامات.
تعاون ليبي أمريكي:
وفي وقت سابق، أقر وزير الداخلية الليبي، اللواء الركن عبد الفتاح يونس العبيدي بوجود تعاون أمني بين بلاده والولايات المتحدة في مجال مكافحة ما يسمى بـ "الإرهاب".
وقال العبيدي "نعم هناك تعاون أمني مع أمريكا. وقد أبدت حسن النية من خلال تزويدنا ببعض البيانات والمعلومات"، وأضاف أن "هذه المعلومات غالبًا ما يكون الجانب الليبي على علم بها، باعتبار أن المناطق الساخنة يعرفها أكثر من الأمريكيين، ومع ذلك فإن حسن النية قائم".
وقال وزير الداخلية الليبي، على هامش مشاركته في مؤتمر وزراء الداخلية العرب في تونس، إن "الأمريكيين يشعرون بالخوف من "الإرهاب" ومن "تنظيم القاعدة" أكثر من الجانب الليبي".
وأضاف "ومع ذلك أكرر، هناك تعاون، وهناك حسن نية، حيث تبادل أمني جيد على مستوى التدريب، كما فتحت أمريكا لنا المجال لشراء الأسلحة والطائرات، ما يعني أن الثقة بين الجانبين بدأت تعود تدريجيًا".

أسباب رفض دول الساحل إنضمام المغرب

لم يقتصر اجتماع أجهزة استخبارات دول الساحل الأخير على الدول الأربعة المعلن عنها في الأول وهي الجزائر، موريتانيا، مالي والنيجر، بل ضم الاجتماع الذي انعقد بالجزائر العاصمة ثلاثة دول أخرى هي ليبيا، تشاد، بوركينا فاسو، باعتبارها دولا تنتمي إلى المنطقة وعلى علاقة بالمجال الجغرافي الذي تتحرك فيه عناصر ''القاعدة في بلاد المغرب الإسلامي''·


وتقول مصادر أن الدول التي حضرت الاجتماع الذي يعد امتدادا وتكملة لاجتماع قادة أركان جيوش دول كل من الجزائر، موريتانيا، مالي والنيجر الذي انعقد بتمنراست، أجمعت على رفض فكرة انضمام المغرب إلى هذا التنسيق الأمني، لعدة اعتبارات، أهمها أن هذا التنسيق الذي يعمل بشكل مباشر مع المركز الإفريقي لمكافحة الإرهاب الذي مقره الجزائر، على صلة مباشرة بالاتحاد الإفريقي، هذا الاتحاد الذي ترفض الرباط الانضمام إليه، ولا يمكن بالتالي للمغرب الانضمام إلى تنسيق أمني إفريقي لا يؤمن باتحاده·


الأمر الثاني الذي يجعل من انضمام المغرب إلى هذا التنسيق هو عدم وجود أية علاقة بين فضاء الساحل وبين المغرب الذي لا حدود له مع المنطقة، مثله مثل تونس·


كما أن المغرب وفي نظر العديد من المحللين، وهو ما أعلنت الرباط ذاتها رغبتها فيه، أقرب، أمنيا، من الاتحاد الأوروبي وحلف الناتو منه إلى الاتحاد الإفريقي الذي يصر على أنه لا مجال لفتح بوابة، باسم مكافحة الإرهاب، للتدخل الأجنبي في المنطقة· وليس من قبيل المضاربة القول إن انضمام المغرب إلى هذا التنسيق لدول الساحل معناه عين فرنسية أو أمريكية في المنطقة·


ولعل تصريح وزير الخارجية الموريتاني السابق أحمدو ولد عبد الله الأخير أنه ''لا يجب إرسال عساكر أجانب إلى المنطقة وتفادي تدويل النزاع، بالشكل الذي يفتح الباب للتدخل الأجنبي في المنطقة وأن المساهمات التي يمكن أن تقدمها فرنسا والولايات المتحدة والمغرب وتونس وليبيا أو حتى نيجيريا، تكون ''في مجالي تبادل المعلومات والدعم اللوجستيكي''، إنما تسير في نفس هذا الطرح الحذر من أي محاولة اختراق أجنبية لهذا التنسيق الاستخباراتي والأمني الذي يعول عليه كثيرا - إفريقيا- لاستتباب الأمن في منطقة الساحل وغلق الطريق أمام أية ذريعة للتدخل الأجنبي·

هذا يؤكد على ان الجزائر كانت عاملها حسابها من الازل كي لا تفتح باي ذريعه الباب للمستعمر كي يعود مجددا،كما ان هذا يؤكد ان الجزائر محاطه بالخطر من كل حدودها ،مع تونس دووله حشه تحاول لملمه اشلائها مع المغرب وكاننا مع فرنسا نتقاسم الحدود مع ليبيا الان ستصبح حدودنا معهاكما واننا مع امريكا

تباحث، أمس الاربعاء بالجزائر؛ رؤساء أجهزة استخبارات الموريتانية و الجزائرية والنيجرية والمالية من أجل إنشاء مركز مشترك للمعلومات بهدف التصدي لتزايد الأنشطة الإرهابية في منطقة الساحل والصحراء. ونقلت مصادر مشاركة في الاجتماعات على تشديد المشاركين على ضرورة تنسيق الجهود بين الدول المشاركة لمكافحة القاعدة في منطقة الساحل. وأكاد المصدر بأن مقر المركز المشترك للمعلومات سيكون في العاصمة الجزائرية.
وينعقد اجتماع الجزائر لأجهزة الاستخبارات في وقت تتزايد الضغوط على الدول الأعضاء بعد أن أقدم تنظيم القاعدة على خطف خمسة فرنسيين من شمال النيجر، الأربعاء ما قبل الماضي، وفي هذا الصدد يصف المراقبون تلك الدول بالحريصة على مصالحها في المنطقة وخاصة فرنسا ، وفي الوقت ذاته حيث تتزايد الضغوط على الدول المشاركة تتنامى المخاوف من محاولة تدخل جدي للدول المتضررة من عمليات اختطاف رعاياها في المنطقة بما يهدد سيادة دولها، خاصة وأن مجلس الأمن الدولي في اجتماعه أول أمس، تجاهل مطالب بعض الدول من بينها الجزائر التي طالبت بالمصادقة على لائحة لتجريم الفدية، واكتفى بـ''التنديد بالإرهاب في المنطقة''.
و في سبيل توسيع عضوية المنظمة الاقليمية قال مصدر مشارك عن دولة مالي في اجتماع رؤساء أجهزة استخبارات الجزائر وموريتانيا والنيجر ومالي، بالجزائر أمس، إن ''الجزائر تحفظت على مطالب انضمام كل من ليبيا والمغرب وتشاد لكتلة دول الساحل، التي تعمل على مكافحة القاعدة في منطقة الساحل''.

كما نقلت وكالة الأنباء الفرنسية عن مصادر مالية تأكيها أنه سوف يطرح اقتراح على دول كالتشاد والمغرب وليبيا للانضمام إلى ''نادي'' دول الساحل المهتمة بملاحقة قاعدة بلاد المغرب الإسلامي في المنطقة. وعزا أسباب هذه الدعوة إلى ''اتساع رقعة منطقة الساحل''، بينما نقل المتحدث موقف الجزائر حيال انضمام هذه الدول بشيء من الامتعاض قائلا إن ''الجزائر شددت على أن مشاكل المنطقة يجب أن تعني أساسا بلدان المنطقة''، وسلم بعدم وجود إجماع بين قادة دول الساحل على مقترح انضمام الدول الثلاث المذكورة للنادي.
وكان المغرب انتقد عدم استدعائه في اجتماعات قادة دول الساحل والمسئولين الأمنيين لهذه الدول في اجتماعات عقدت بالجزائر لبحث التصدي للإرهاب في المنطقة ومحاربة الجريمة، وكان رد الجزائر واضحا لما أكد الوزير المنتدب المكلف بالشؤون الإفريقية والمغاربية، في اجتماع نظم شهر مارس بالعاصمة، أنه ''جغرافيا فإن المغرب لا ينتمي لمنطقة الساحل''.
ولم يذكر المتحدث الدول التي طالبت بضم المغرب وليبيا والتشاد، ولا الدول التي عارضت الفكرة عدا قوله إن الجزائر متحفظة على المطلب، وطرح المقترح الجديد في وقت عاد التشنج للعلاقات الجزائرية المغربية على خلفية اتهام الرباط للجزائر بالتورط في القبض على مدير شرطة البوليساريو الأسبوع المنصرم، وردت الجزائر بنبرة حادة، متهمة المغرب بمحاولة توريطها في القضية.
