وثيقة سرية تكشف مخططا لتقسيم ليبيا إلى دويلات


تكشف وثيقة سرية لجهاز المخابرات الخارجية في بريطانيا المعروف باسم ''mi5''، مؤرخة عام 1995 ضلوع الحكومة البريطانية في مخطط لفرض خارطة جديدة في منطقة المغرب العربي، من خلال تقسيم ليبيا إلى عدة دويلات متحدة تحت إطار حكم فيدرالي.
وتكشف الوثيقة كيف أن مكتب رئيس الوزراء البريطاني في منتصف التسعينات كان على علم كامل بالمخطط الذي أشرفت عليه المخابرات البريطانية وتكفل بتنفيذه 5 ضباط في الجيش الليبي، يحملون رتبة عقيد.

تقول الوثيقة المكونة من أربع صفحات كاملة، والتي حملت تاريخ ديسمبر من عام 1995 تحت عنوان ''مخطط الإطاحة بالقذافي في بداية 1996 في مرحلة متقدمة''، أن 5 ضباط برتبة عقيد من وحدات مختلفة في الجيش الليبي، يعتزمون شن انقلاب عسكري على القذافي، مضيفة أن الانقلاب مخطط له أن يكون بالتزامن مع عقد المؤتمر الشعبي العام في ليبيا في بداية عام 97 وتحديدا في شهر فيفري. ويوضح التقرير السري في صفحته الثانية أن خطة الانقلاب على القذافي تتمثل في شن هجمات على عدد من المنشآت العسكرية والأمنية في ليبيا، مثل القاعدة العسكرية في مدينة ترهونة، بالإضافة إلى القيام بتدبير ''اضطرابات مدنية'' متزامنة في عدد من المدن، منها بنغازي، مصراتة وطرابلس.
كما تحدثت الوثيقة، نقلا عن مصدر وهو ضابط في الجيش الليبي قالت عنه الوثيقة السرية أنه مصدر معلومات جديد مقرب من العقداء الخمسة، أن الانقلاب يهدف إلى شن هجوم مباشر على القذافي، بهدف اعتقاله أو قتله.
وفي هذا الإطار، قال التقرير السري للمخابرات البريطانية إن مدبري الانقلاب تمكنوا من حشد أزيد من 1200 شخصا معظمهم من الجيش والشرطة، موزعين على مناطق مختلفة في ليبيا، وبقيتهم من رجال الأعمال والأطباء والطلبة، إلى جانب عدد من العاملين في التلفزيون والإذاعة الليبية، مضيفة أن فرقة مكونة من 20 عسكريا كانت تتدرب في ذلك الوقت في منطقة ''الكفرة'' بقيادة ضابط، على تكتيكات وخطط الهجوم على موكب القذافي، قبل أن تكشف الوثيقة عن أن الخطة كانت تقتضي بأن يتم الهجوم على موكب القذافي بعد إلقائه خطابه في المؤتمر الشعبي العام، في طريق عودته إلى مدينة سرت. وكشفت الوثيقة المزيد من التفاصيل الدقيقة عن خطة الانقلاب ومحاولة اغتيال القذافي، حيث قالت إن مدبري الانقلاب يعتزمون اختراق موكب القذافي من خلال ركوب سيارات مشابهة لتلك الموجودة في موكبه بلوحات ترقيم مزورة، ومن ثم التمكن من اختراق التعزيزات والحراسة الأمنية المفروضة عليه خلال تنقله، قبل أن تتم مهاجمته، من طرف مجموعة الجنود العشرين المدربين على ذلك.
ولفت التقرير السري إلى أنه لا علاقة بين مدبري الانقلاب والإسلاميين المعارضين لنظام القذافي، مضيفة أن الانقلابيين يعتزمون بعد الإطاحة بالقذافي تشكيل حكومة انتقالية ثم إجراء حوار مع قادة وزعماء القبائل، لإقناعهم بتشكيل نظام فيدرالي مكون من عدة دول لكل منها برلمان وحكومة
.
وجاء في الوثيقة، التي تبين منها أن نسخا منها أرسلت لمكتب رئيس الوزراء ووزارة الدفاع ومصالح وشعب الاستخبارات في بريطانيا، أن الانقلابيين الذين قالوا أنهم يسعون إلى إجراء تقارب مع الدول الغربية، قاموا بتوزيع كميات كبيرة من الأسلحة على الموالين لهم، حيث رصد التقرير أن 250 مسدسا من طراز ''ويبلاي'' البريطاني الصنع، إلى جانب 500 رشاش ثقيل جرى توزيعها على العناصر المشتركة في الانقلاب.

ولكن بسلبياتها هي افضل من الانظمة البائدة المستبدة الظالمة
