ما مصلحة فرنسا وبريطانيا في ليبيا؟


طرحت مجلة تايم عدة تساؤلات عن العوامل التي دفعت بريطانيا وفرنسا إلى قيادة الدفة في التعبئة ضد نظام مجنون ليبيا وتنفيذ قرار مجلس الأمن 1973، الذي يقضي بفرض حظر جوي واتخاذ الإجراءات الضرورية لحماية المدنيين.


ومن ضمن التساؤلات: هل ما يحدث في ليبيا من تدخل دولي مباشر يصب في مصلحة بريطانيا وفرنسا؟

وتشير إلى أنه إذا كان الأمر يتعلق بالأسباب التجارية، فإن ليبيا تملك النفط والغاز ولكن ذلك لا يمثل أكثر من 2% من احتياطات العالم.

أهي الهجرة؟ تتساءل المجلة، لتقول إن عدم الاستقرار في المغرب العربي ربما يحدث تدفقا للمهاجرين نحو الشمال (أوروبا)، ولكن من الصعب التصور أن يكون هناك أزمة لاجئين لا يمكن التحكم بها في شمال أفريقيا إذا ما استمر المجنون في السلطة، ولا سيما أن البحر المتوسط واسع وليس مجرد حدود يمكن العبور منها بسهولة.

وإذا كان الأمر يتعلق بالتاريخ، في إشارة إلى ما تصفه المجلة من جرائم المجنون مثل طائرة لوكربي، فلا أحد يشير –رغم بشاعة تلك الجرائم- إلى أن ذاكرة الحكومتين البريطانية والفرنسية تشكل سببا للذهاب إلى الحرب.

وتعليقا على ما يقال من أن الرئيس الفرنسي ذهب إلى هذه الحرب لإصلاح الصورة التي أفسدته مواقفه من الثورة في تونس في العالم العربي، تقول المجلة إن التدخل العسكري الأجنبي في ليبيا ليس مضمونا ولا يحظى بشعبية في أوساط العرب، حتى لدى المتظاهرين المطالبين بالديمقراطية.

وردا على ما يعتقده البعض بأن تصرف هذين البلدين نابع من شعورهما بأن التاريخ يوحي لهما بأنهما ما زالا قوتين عظيمتين، تشير تايم إلى أن كلا من بريطانيا وفرنسا دولتان ديمقراطيتان ولا يحظى التدخل العسكري بشعبية لدى الناخبين.

أما السببان اللذان ترجحهما المجلة، فهما الاعتقاد الحقيقي لدى الحكومتين بأنه في الوقت الذي تشكل فيه الولايات المتحدة عجلة التوازن في العالم، فإنها لا تستطيع أن تقوم بكل شيء ولا ينبغي مطالبتها بذلك، وأن العالم سيكون أكثر أمنا إذا ما ساهمت الديمقراطيات الأخرى في مساعدة الولايات المتحدة لتنفيذ العبء الدبلوماسي والعسكري لضمان الاستقرار العالمي.

والسبب الثاني أن الحكومتين أدانتا مجابهة المجنون المتظاهرين قبل أسابيع، ولكن عدم القيام بشيء مع اقتراب المجنون من الانتصار في هذه الحرب ربما يكون قرارا في حد ذاته يظهر ضعف أولئك الذين طالبوه بالرحيل.

من جانبها تفسر صحيفة لوس أنجلوس تايمز بقاء الرئيس باراك أوباما في الساحة الخلفية من الأزمة الليبية بالرغبة في اتخاذ المقعد الخلفي في هذه المسألة برمتها، نظرا لعجزه –كما يقول البعض- عن كبح القمع للمظاهرات في البحرين والسعودية واليمن.

وتشير الصحيفة إلى أن أوباما جنح عن السبيل الذي يتخذه الرؤساء الأميركيون عند الذهاب إلى الحرب: العمل الافتتاحي يفترض أن يميز الرئيس الذي يجلس بهيبة في البيت الأبيض، يوضح الأسباب ويحدد الأهداف ويتكلم بنبرة قاسية.

فأوباما لم يعلن حتى بداية الحرب، وترك ذلك لوزيرة خارجيته هيلاري كلينتون في باريس، في حين أنه ظهر في العاصمة البرازيلية التي لم تصوت لصالح التدخل العسكري في ليبيا.

وفي مقام آخر، عزت لوس أنجلوس تايمز دفع ساركوزي نحو التدخل في ليبيا إلى مسعى منه لاستعادة شعبيته التي بلغت أدنى مستوياتها في فرنسا، وأشارت إلى أنه في حاجة ماسة إلى تعزيز موقفه السياسي، ولا سيما مع اقتراب الانتخابات.

ونقلت عن دبلوماسي لم تسمه الصحيفة قوله "إذا ما جرى كل شيء كما يرام، فإن ذلك سيكون نصرا عظيما وسيظهره بأنه الرجل المناسب في الأزمات".

وقالت إن ساركوزي قرر أن لا يبدو هامشيا في المسألة الليبية بعد أن "أخطأ التصرف" بشأن ثورة تونس، واتخذ المقعد الخلفي في الثورة الشعبية المصرية.
