سؤال : جرت الاحتجاجات في وقت واحد في عدة بلدان عربية. فهل هذه الاحتجاجات على ارتباط في ما بينها؟ وما هي أسبابها؟

جواب: أعتقد أن بوسعنا رؤية مجموعة من الظواهر في المنطقة. ثمة رأسمالية عائلية تولد رد فعل هائلا، ومستوى عاليا من الفساد، وبطالة على نطاق واسع، وارتفاعا في أسعار المواد الاستهلاكية. ومع ذلك من المهم أن نرى الفروق، فلكل بلد وضعه الخاص. ما جرى في مصر لم يكن تغييرا للنظام، بل هو عملية مدروسة لنقل السلطة نفذها العسكريون بعناية ودقة. لقد سعى هؤلاء إلى التخلص من مبارك لكي يحافظوا على النظام في نهاية المطاف. وفي حقيقة الأمر فإن هذه الأزمة اندلعت قبل مدة طويلة من القلاقل الأخيرة. لقد استغل العسكريون المظاهرات لإرغام مبارك على الرحيل. وهذا وضع فريد إذ تطابقت المصالح الاستراتيجية لكل من العسكريين المصريين والولايات المتحدة وإسرائيل وقوى أخرى. وحاولت هذه الأطراف المحافظة على النظام وسياسته الحالية. وفي ما يتعلق بليبيا لا بد من الأخذ بالحسبان جملة من العوامل الاجتماعية والاقتصادية، فشرق هذا البلد كان على الدوام أقل تأييدا لنظام الحكم. وهذا يعود بجذوره إلى المواجهة التقليدية بين برقة وإقليم طرابلس. ولذلك وصل الوضع في هذا البلد إلى طريق مسدود. أما في بلدان الخليج فالوضع مختلف تماما، وتطور الأحداث مثير للاهتمام، فثمة دعوات إلى الحرية والالتزام بحقوق الإنسان كما جرى في شمال أفريقيا. ولكن حكومات هذه البلدان تعرف مدى قوة المعونات المالية، ولديها ما يكفي من الموارد والثروات التي يمكن توزيعها على السكان قصد تهدئتهم، وخاصة الأقليات. إن المسألة الديموغرافية مشكلة عويصة في هذه البلدان، خاصة في ظل الخلاف بين السنة والشيعة. وفي هذه الظروف تنفتح أمام إيران آفاق واسعة لاستغلال الاحتجاجات التي جرت في شمال أفريقيا كغطاء لحملتها الرامية إلى زعزعة الاستقرار في المنطقة. ولهذا بالذات تعتبر البحرين مفتاحا للوضع في بلدان الخليج. وهذه المنطقة لا تحتوي على احتياطيات الطاقة وحسب، بل وعلى مواقع عسكرية ضخمة. وإذا تسنى للإيرانيين زعزعة الوضع في البحرين فسوف يدفع ذلك المجموعات الشيعية المعارضة في السعودية والكويت إلى التحرك، علما بأن هذين البلدين حليفان أساسيان للولايات المتحدة في المنطقة.

سؤال : كيف سيؤثر ذلك على وضع أمريكا الجيوسياسي؟

جواب : في ما يتعلق ببلدان الخليج تجد الولايات المتحدة نفسها في موقف حرج، فهي تسعى لسحب قواتها العسكرية من العالم الإسلامي وتحقيق التوازن في سياستها، ولكنها إذا غادرت هذه المنطقة فستكون إيران الدولة الأقوى من حيث الأسلحة التقليدية، دون أن ننسى المشكلة النووية. إن السعوديين وغيرهم يشعرون بالقلق لأنهم قد يضطرون للتفاهم مع الإيرانيين. وما تنتظره طهران هو إملاء الفراغ الذي سينشأ في حال مغادرة الأمريكيين. إن الولايات المتحدة تسعى لمغادرة المنطقة عسكريا، وفي الوقت نفسه ترى لزاما عليها إظهار دعمها لحلفائها الأساسيين.

سؤال: جماعة "الإخوان المسلمون" شاركت بشكل فعال في احتجاجات مصر، فهل سيستغل الإسلاميون الأحداث في العالم العربي للوصول إلى السلطة؟

جواب: بشكل عام لا تزال هنالك ضرورة للوقوف في وجه قوى الإسلام السياسي والمحارب. لكن ما زال من غير المعلوم كيف سيتصرف "الإخوان المسلمون" الذي كانوا قوة معارضة لسنوات عديدة وتعرضوا لقمع شديد، فحل هذه المشكلة يقع على عاتق العسكريين المصريين الذين سيكون عليهم مواجهة الجماعة. هنالك تهديد كبير من طرف الإسلام المحارب في ليبيا، وخاصة شرق البلاد حيث مواقعه قوية تقليديا. أما في الوقت الحالي فيجري تهريب السلاح إلى هذه المنطقة بكميات كبيرة ودون أي رقيب. كما ان الوضع في اليمن صعب أيضا، حيث يواجه الرئيس علي عبد الله صالح مشكلات ضخمة، فإلى جانب المعارضة السياسية هناك المتمردون الحوثيون في الشمال والانفصاليون في الجنوب. كما يوجد تهديد من طرف تنظيم القاعدة الذي يتسلل أتباعه إلى صفوف قوى الأمن والاستخبارات اليمنية، ما يعني وجود مخاوف من فوز الإسلاميين في حال ضعفت مواقع صالح أو تنحى عن الحكم. وهذا الأمر بدوره سيخلق المتاعب لكل من السعودية والولايات المتحدة.
