مجنون ليبيا وصدام حسين

من ايران الى واشنطن مرورا بالقاعدة والامم المتحدة والدول الغربية والعربية، يحقق مجنون ليبيا اجماعا ضده اكثر من الرئيس العراقي السابق صدام حسين الذي اطاحه اجتياح اسفر عن انقسام في المجتمع الدولي.
وقال الباحث والاكاديمي احسان الشمري لفرانس برس ان المجنون "موتور وفاقد للصدقية والتعامل معه صعب جدا، والدول تتحاشاه، اما صدام فلربما كان اكثر وحشية لكن لديه انصاره في العالم العربي".
واضاف "كانت الظروف مختلفة لان صدام كان يعتبر في نظر الكثيرين مدافعا عن العرب واحد ابطالهم".
وخلال الاعوام المنصرمة، لم يتمكن اي رئيس عربي من حشد هذا الكم من الرفض. وقد بدأ تحالف دولي بقيادة فرنسا والولايات المتحدة وبريطانيا السبت عملية عسكرية بموجب قرار الامم المتحدة رقم 1973 في محاولة لمنع قمع التمرد الذي بدأ منتصف الشهر الماضي ضد المجنون.
وامتنعت البرازيل والمانيا والهند وهي اعضاء غير دائمة في مجلس الامن الدولي عن التصويت وكذلك روسيا والصين، لكن الاخيرتين لم تستخدما حق النقض لافشال القرار.
وقبل ثمانية اعوام، في العشرين من مارس 2003 ومن دون تفويض من الامم المتحدة بسبب تهديد فرنسا بممارسة حق النقض، اجتاحت الجيوش الاميركية والبريطانية العراق لاسقاط الديكتاتور المتمسك بالسلطة منذ العام 1979.
وكان الرئيس الاميركي باراك اوباما اعلن الجمعة "لا يمكننا ان نبقى مكتوفي الايدي عندما يقول طاغية لشعبه انه لن يرحمه، وعندما تقوم قواته بتكثيف هجماتها على مدن مثل بنغازي ومصراته حيث هناك ابرياء باتوا معرضين للقتل من قبل حكومتهم نفسها".
وللمفارقة، يلتقي موقف اوباما مع اثنين من اعدائه ايران والقاعدة. فقبل اسبوع، دعا ابو يحيى الليبي ابرز منظري القاعدة مواطنيه الى مواصلة انتفاضتهم "دون اي تردد او خوف لاغراق القذافي في جحيم المعاناة".
وتعود اسباب الكراهية بين مجنون ليبيا واسامة بن لادن الى العام 1996 عندما حاولت الجماعة الاسلامية المقاتلة في ليبيا، التابعة للقاعدة، اغتيال المجنون قرب سرت.
كما اعلنت ايران دعمها "المطالب المشروعة" لليبيين بحسب المتحدث باسم الخارجية الاحد الماضي.
من جهته، قال بول سالم مدير مركز كارنيغي للابحاث في الشرق الاوسط ومقره في بيروت، ان صدام والمجنون ارتكبا مجازر بحق شعبيهما لكن النظرة الى كل منهما تبقى مختلفة في العالم العربي.
واضاف "لقد حظي صدام بكثير من الدعم في المنطقة. ورغم ان العرب لم ينظروا بعين الارتياح الى قيامه بقتل شعبه، لكنه كان احد اقوى الزعماء العرب".
وفي العام 1991، قضى صدام على الانتفاضتين الكردية في الشمال والشيعية في الجنوب، وقررت الولايات المتحدة وفرنسا وبريطانيا عندها فرض منطقة حظر جوي على العراق من دون تفويض من الامم المتحدة.
وتابع سالم "على النقيض من ذلك، فان المجنون يعتبر منذ بعض الوقت مجنونا ولا يتمتع باي تأييد في العالم العربي. وعندما بدأ بقتل شعبه، لم يعد من الصعب القول بضرورة ان يمنعه احد ما عن ذلك".
وفي العام 2003، دانت الجامعة العربية باستثناء الكويت اجتياح العراق لكنها اليوم تدعم فرض حظر جوي على ليبيا.
بدوره، قال علي الصفار خبير الشؤون العراقية في وحدة المعلومات في مجلة الايكونوميست البريطانية ان الفارق الاساسي بين العامين 2003 و2011 هو التهديد المباشر ضد المدنيين في ليبيا.
واضاف "لم يكن هناك اي سبب طارىء لاجتياح العراق. ولو قام صدام بقصف القرى العراقية عام 2003 كما يفعل المجنون اليوم، لكان الوضع مختلفا".
يشار الى ان العرب السنة لا يكنون ودا خاصا للمجنون وكذلك الشيعة الذين يتهمونه باخفاء الامام موسى الصدر اثناء زيارته ليبيا العام 1978.

اذا كان شعب لايريد حاكم معين فانه يخرج عنه في كل البلاد وليس في بلد واحدة ويخرجون كلهم وليس بعض الجرذان من الخونة المدربين في الخارج وبعض المغرر بهم من الاخرين
