بوتين: قرار مجلس الأمن بليبيا حملة صليبية

موسكو - انتقد رئيس الوزراء الروسي، فلاديمير بوتين، قرار مجلس الأمن الخاص بالأوضاع في ليبيا، معتبراً أن القرار يسمح بـ"تدخل أجنبي في دولة مستقلة ذات سيادة،" وشبه بوتين القرار بـ"دعوات شن الحملات الصليبية في القرون الوسطى،" في حين شدد الرئيس الروسي، ديمتري ميدفيديف أن بلاده لن تشارك في عمليات جوية أو برية بليبيا.

وقال بوتين، خلال زيارة إلى مصنع لإنتاج الصواريخ الحربية في مدينة فوتكينسك الاثنين، إن قرار مجلس الأمن: "معيوب وخاسر ومدمر لأنه يسمح بكل شيء."

وأوضح بوتين أن الحكومة الروسية توافق على الرؤية التي تشير إلى أن نظام الزعيم الليبي، معمر القذافي، "لا يتطابق مع المعايير الديمقراطية،" غير أنها ترى بأن هذا الأمر "لا يعطي للبلدان الأخرى حق التدخل الخارجي في النزاعات السياسية الداخلية وحتى المسلحة في هذا البلد، للدفاع عن أحد الطرفين."

وأعرب بوتين عن قلقه من "السهولة" التي تتخذ الولايات المتحدة بها قرارات بشأن استخدام القوة على الساحة الدولية حيث قال: "إن السياسة الأمريكية تتخذ نزعة ثابتة،" معيدا للأذهان أن الولايات المتحدة قصفت بلغراد خلال فترة رئاسة بيل كلينتون، وأفغانستان والعراق في فترات رئاسة جورج بوش الأب ومن ثم جورج بوش الابن.

وأضاف بوتين "حان الآن دور ليبيا تحت ذريعة حماية المدنيين. أين المنطق والضمير؟ لا وجود لهما!" وفقاً لما أوردته وكالة أنباء نوفوستي الروسية الرسمية.

من جانبه، قال ميدفيديف للصحفيين، إن العملية الجوية ضد ليبيا قد تتحول إلى عمليات عسكرية برية، مشددا على أن روسيا لا تنوي المشاركة في أي منها.

وفي الوقت عينه أشار ميدفيديف إلى أن روسيا مستعدة لبذل جهود وساطة في محادثات سلام حول الشأن الليبي، معربا عن قناعته بأن المجتمع الدولي "ينبغي عليه السعي إلى وضع حد للنزاع الدائر في ليبيا عن طريق مفاوضات حتى لا يزداد ضراوة أكثر،" مشيرا إلى أن قرار مجلس الأمن رقم 1973 يهدف إلى تحقيق هذه الغاية.

وفي الولايات المتحدة نفسها، استمر الانقسام حول العملية العسكرية الجارية في ليبيا، فقد قال النائب ريتشارد لوغر، أحد أبرز أعضاء لجنة السياسات الخارجية في الكونغرس، إن اللجنة ما زالت لا تعرف بالضبط طبيعة المهمة التي تنفذها واشنطن في ليبيا.

وقال لوغر : "لا يمكنني فهم طبيعة هذه المهمة، لأنه بالنسبة للولايات المتحدة ليس هناك عمليات جارية ولا مخطط يحدد طريقة النجاح."
