مجنون ليبيا يلجأ للذهب لتمويل حربه

في ظل الحرب التي يشنها المجتمع الدولي وفقا لـقرار مجلس الأمن 1973 على مجنون ليبيا ونظامه، إلى جانب العقوبات الدولية بما فيها تجميد الأرصدة المالية ومنع التعامل الاقتصادي معه، يرجح أن المجنون سيلجأ لاستخدام مخزون البنك المركزي الليبي الكبير من الذهب.

ورجحت صحيفة فايننشال تايمز اللندنية أن المجنون يعتبر الذهب مفتاحاً رئيسياً للمعركة التي يخوضها حاليا، مشيرة إلى أن أحدث بيانات صندوق النقد الدولي تشير إلى أن للمركزي الليبي مخزونا من الذهب يبلغ 143.8 طنا.
وتقدر قيمة هذه الكمية من الذهب بأكثر من 6.5 مليارات دولار، وبذلك تكون ليبيا من بين أكبر 25 دولة عبر العالم تمتلك مخزونا من الذهب.
ولفتت الصحيفة إلى أن العديد من المراقبين يعتقدون أن الكمية الحقيقية للذهب في ليبيا أكثر من هذه الكمية المعلنة بعدة أطنان.

وإذا أغلقت المنافذ أمام المجنون ولم يتمكن من بيع النفط الذي يعد أهم مصادر الدخل في الدولة الليبية، فسيلجأ إلى تمويل رواتب جيش من المرتزقة من بيع الذهب الذي يكفي لعدة سنوات.

ونقلت الصحيفة عن أشخاص مطلعين على نشاط ليبيا في سوق الذهب قولهم إنه فيما تحتفظ غالبية المصارف المركزية بمخزونها من الذهب في لندن أو نيويورك أو سويسرا، فإن الذهب الليبي موجود في ليبيا.

وحسب الصحيفة فإن مصرفيين يعتقدون أنه رغم أن الحكومات الأميركية والأوروبية جمدت مليارات الدولارات التي تخص نظام المجنون وأن العقوبات شملت المصرف المركزي، فإن مخزون الذهب قد يمكنه من الاستمرار في تدبر مصاريفه إذا تمكن من بيعه.

وقبل اندلاع الثورة الشعبية الليبية كان الذهب يخزن في المصرف المركزي الليبي في طرابلس، إلا أن الصحيفة رجحت أنه تم نقله إلى مكان آخر مثل مدينة سبها في جنوب البلاد لتكون قريبة من الحدود مع تشاد والنيجر.
وتبقى الصعوبة التي سيواجهها المجنون حسب المصرفيين هي إخراج الذهب من ليبيا ليحصل مقابلها على النقود.
وقال المصرفيون إن ما من مصرف دولي أو مركز تجاري سيبيع أي ذهب له صلة بالمجنون، لكنه قد ينقل الذهب إلى تشاد والنيجر حيث يستبدله بمبالغ تحول إلى مصرف يملكه المصرف الأجنبي الليبي وهو فرع من المصرف المركزي.

واعتبرت الصحيفة أنه بالإضافة إلى كميات الذهب، لا بد أن المجنون جمع مبالغ مالية كبيرة من بيع النفط خارج القنوات التقليدية.
