معارضة اليمن ترفض حالة الطوارئ وتهدد بجمعة الزحف

طعنت المعارضة اليمنية في نصاب وشرعية الجلسة التي أقر فيها البرلمان اليمني اليوم الأربعاء حالة الطوارئ في البلاد لمدة 30 يوما بناء على طلب من الرئيس علي عبد االه صالح.
يأتي ذلك في حين رفضت أقطاب المعارضة مبادرة صالح لإنهاء الأزمة، وتعهدت بالزحف صوب القصر الجمهوري يوم الجمعة القادم في "جمعة الزحف" للإطاحة بالنظام.
فقد قوبل تصويت البرلمان برفض أعضاء كتل المعارضة والمستقلين والنواب المستقيلين من الحزب الحاكم الذين اتهموا كتلة الحزب الحاكم بالتزوير.
وقال النائب المنتمي لتجمع الإصلاح المعارض عبد الرزاق الهجري إن "تزويرا فاضحا" حصل في جلسة البرلمان، مؤكدا أن 133 نائبا فقط من أصل 301 حضروا الجلسة وليس 164 كما أعلن رسميا.
وأوضح في تصريح لوكالة الأنباء الفرنسية أنه "لم يحضر إلا 133 نائبا، وقام رئيس المجلس بتزوير المحضر تزويرا فاضحا والقول بأنهم 164 نائبا. ما قاموا به ليمرروا حالة الطوارئ هو تزوير، ونحن نطعن بذلك".
كما أشار إلى أنه "ليس هناك مشروعية لقرار الطوارئ إذ لا يوجد هناك قانون للطوارئ في اليمن".
وذكر أن القانون الذي استند إليه التصويت يعود إلى زمن جمهورية اليمن الشمالي فيما قبل الوحدة مع الجنوب سنة 1990.
واعتبر الهجري أن "النظام ارتكب اليوم مخالفة وفضيحة أخلاقية كبيرة إذ استندوا إلى قانون يعود للعام 1963. وهم بالتالي ينسفون توحيد الوطن في ماي 1990".
وكان ستون نائبا معارضا ومستقلاً ممن استقالوا من الحزب الحاكم قد أعلنوا رفضهم القاطع لإعلان حالة الطوارئ، وأكدوا انضمامهم إلى الثورة.
من جهة أخرى، قال النواب الذين أعلنوا انضمامهم إلى الثورة في ساحة التغيير بصنعاء إن إعلان حالة الطوارئ يعد توجها انقلابيا على حقوق الإنسان التي تكفُلها الشريعة الإسلامية والقوانين والمواثيق والعهود والاتفاقيات الدولية.
ضمن هذا الإطار، قال النائب المستقيل من الحزب اليمني الحاكم ورئيس كتلة الأحرار عبدو بشر إنه لا يحق لمجلس النواب اليمني مناقشة حالة الطوارئ شكلا ولا مضمونا فضلا عن إعلانها نازعا غطاء الشرعية عن حالة الطوارئ.
يشار إلى أن قانون الطوارئ يعلق دستور البلاد ويحظر الاحتجاجات ويسمح بالاعتقال التعسفي والرقابة على الإعلام.
وتأتي تلك الخطوة بعد يوم من رفض المعارضة اليمنية عرض صالح بالاستقالة بحلول جانفي2012.
ونقلت وكالة رويترز للأنباء عن أحمد الصوفي المتحدث الصحفي باسم الرئيس اليمني أن علي صالح سيسلم السلطة من خلال انتخابات برلمانية، وتشكيل مؤسسات ديمقراطية في نهاية عام 2011 أو جانفي عام 2012.
في خضم هذه الأزمة، دعت المعارضة اليمينية المحتجين إلى تنظيم مسيرة يوم الجمعة إلى القصر الرئاسي لإسقاط نظام الرئيس فيما يسمى "جمعة الزحف".
وأعلن الناطق الرسمي باسم أحزاب االقاء المشترك المعارض محمد قحطان أن شباب الثورة يرفضون أي دعوة للتفاوض مع النظام.

وقال قحطان موجها كلامه إلى الرئيس اليمني فيما يشبه التحذير "الجمعة القادمة ستكون جمعة الزحف ستزحف مئات الآلاف بصدورها العارية إلى قصرك الرئاسي، اقتل من شئت اسفك دم من شئت، سيصلون إلى غرفتك سيصلون إلى مكانك وسيخرجونك من مخبئك". وأضاف أن "الحديث عن الوساطة بعد الدماء وبعد الذي جرى صار نكتة سخيفة في الشارع اليمني يتقبلها الناس بسخرية وازدراء ليس أمام الرئيس إلا أن يعجل بالرحيل".
