’’ طبائع الإستبداد ...ومصارع الإستعباد‘‘

وأنا أتابع مجريات الأحداث المتسارعة والمأساوية في معظم الدول العربية ، عادت بي الذاكرة إلى عنوان ذلك الكتاب الذي ألفه أحد رواد النهضة العربية في أوائل القرن الماضي ، ألا وهو : المفكر والمصلح السوري ’’ عبد الرحمن الكواكبي‘‘رحمه اللـه ، تحت عنوان ’’ طبائع الإستبداد ... ومصارع الإستعباد ‘‘ فـقمت بتلخيص ما تضمنه الكتاب وأسقطت ذلك المضمون على الواقع العربي المعاش ، في شكل حوار إفتراضي مع مؤلفه على الشكل التالي :
سؤال ــ حضرة المفكر: إن عنوان كتابك يوحي بأنه عبارة عن دعوة صارخة للأمة ، من أجل أن تعي واقعها المأساوي الناتج عن فقدانها لقيمة الحرية ، وخضوعها للحكم الإستبدادي بكل أشكاله ومساوئه وشروره... فما طبيعة الحكم الإستبدادي ؟
الكوكبي : ’’ الإستبداد : هي صفة للحكومة المطلقة العنان ، التي تتصرف في شؤون الرعية كما تشاء ، بلا خشية حساب ولا عقاب محققين...(ص 19)
سؤال ــ ما هو أثره السلبي على الدين ؟
الكواكبي : ’’ الإستبداد ريح صرصر فيه إعصار يجعل الإنسان كل ساعة في شأن ... ولهذا تبقى الأديان في الأمم المأسورة عبارة عن عبارات مجرة ، صارت عادات ، فلا تفيد في تطهير النفوس التي ألفت أن تتلجأ وتتلوى ، بين يدي سطوة من الإستبداد في زوايا الكذب والرياء والخداع والنفاق ، ولهذا لا يستغرب في الأسير الأليف تلك الحال التي يستعملها أيضا مع ربه ومع أبيه وقومه وجنسه ، وحتى مع نفسه ‘‘(ص 20)
سؤال ــ هل هذا يعني أن الإستبداد إذا حل بمجتمع خربه ودمره ؟
الكواكبي : ’’إنه يرسخ الذل في الأمم التي يكثر أغنياؤها ، أما الفقراء فيخافهم المستبد خوف النعجة من الذئاب ... وهم يخافونه خوف دناءة ورذالة ، خوف البغاث من العقاب ، فهم لايجسرون على الإفتكار ، فضلا عن الإنكار ، فهم يتوهمون أن داخل رؤوسهم جواسيس عليهم ‘‘(ص (22)
سؤال ــ لو طلب منك وصف الإستبداد .فكيف تصفه ؟
الكواكبي : ’’ لوكان الإستبداد رجلا وأراد أن يحتسب وينتسب لقال : أنا الشر ، وأبي الظلم ، وأمي الإساءة ، وأخي الغدر ، وأختي المسكنة ، وعمي الضر ، وخالي الذل ، وإبني الفقر ، وبنتي البطالة ، وعشيرتي الجهالة ، ووطني الخراب ‘‘ (ص24
سؤال ــ ما هي الوسائل التي يوظفها الإستبداد ؟
الكواكبي : ’’ الحكومة المستبدة تكون طبعا مستبدة في كل فروعها ، من المستبد الأعظم إلى الشرطي ، إلى الفراش ، إلى كناس الشوارع ، ولا يكون كل صنف إلآ من أسفل أهل طبقته أخلاقا ، لإن الأساقل لايهمهم جلب محبة الناس ، إنما غاية مسعاهم إكتساب ثقـة المستبد فـيهم لأنهم عـلى شاكـلته وأنصار دولته ... ‘‘(ص21)
سؤال ــ إن ما يستشف من كلامك يا شيخنا ، هو أن الإستبداد قد يفسد حتى الطباع الفطرية للإنسان ؟
الكوكبي : ’’ الإستبداد يتصرف في أكثر الميول الطبيعية والأخلاق الحسنة فيضعفها أو يفسدها أو يمحوها ... إن طالب الحق فاسد وتارك حقه مطيع ، والمشتكي المتظلم مفسد والنبيه المدقق ملحد ، والخامل المستكين هو الصالح الأمين ‘‘
سؤال ــ وما هي الفضيلة بالنسبة للمستبد ؟
الكواكبي : ’’ لقد اتبع الإستبداد في تسمية النصح فضولا ، والغيرة عداوة ، الشهامة عتوا ، والحمية جنونا ، والإنسانية حماقة ، والرحمة رضا ... كما جاوره على اعتبار أن النفاق سياسة ، والتحايل كياسة ، والدناءة لطف ، والنذالة دماثة ،، (ص 48)
سؤال ــ يا شيخنا الفاضل : ما هو تصورك لبناء مجتمع حر وصالح ؟
الكواكبي : المجتمع الصالح هو الذي يعيش فيه المواطن :
1 / أمينا على السلامة في جسمه وحياته ، بحراسة الحكومة التي لا تغفل على المحافظة عليه ، بكل قوتها في حضره وسفره .
2 / أمينا على الحرية كأنه خلق وحده على سطح الأرض ، فلا يعارضه معارض فيما يخص شخصه ، من دين وفكر وعمل .
3 / أمينا على النفوذ كأنه سلطان عزيز ، فلا ممانع له ولامعاكس في تنفيذ مقاصده النافعة في الأمة التي هو منها .
4 / أمينا على العدل كأنه هو القانض على ميزان الحقوق .
5 / أمينا على المال والملك ، بكل ما أحرزه بوجهه المشروع ، قليلا كان أو كثيرا ، قد خلقه اللـه لأجله فلا يخاف عليه ، كما أنه تقلع عينيه إن نظر إلى ما لغيره .
6 / أمينا على الشرف بضمان القانون ، بنصف الأمة ، ببذل الدم ، فلا تحقير إلآ لدى وجدانه ، ولا يعرف طعما لمرارة الذل والهوان والصغار‘‘(ص28) .
