مجلس الأمن الدولي يجمد ممتلكات شيراطون وهران

جمّد مجلس الأمن الدولي، ممتلكات وأصول فندق شيراطون وهران، في إطار العقوبات الدولية المفروضة على النظام الليبي، وهي العقوبات التي شملت ممتلكات مجنون ليبيا وأبنائه وعددا من أعوانه.
وحسب قرار العقوبات الأممية رقم 1973 فإن أصول وممتلكات شركة ''لافيكو'' وهو الاسم المختصر للشركة الليبية للاستثمارات الخارجية، المملوكة لسيف الإسلام القذافي، نجل مجنون ليبيا، قد أصبحت كلها مجمدة، مع العلم أن شركة ''لافيكو الجزائر'' فرع الشركة الأم في ليبيا، تمتلك نسبة 66 بالمئة من فندق شيراطون وهران الذي تسيره شركة ستاروود، وهو ما يجعل من أصول وممتلكات ''لافيكو'' الجزائر قيد التجميد بسبب القرار الأممي.
وحسب نص العقوبات الأممية لمجلس الأمن الدولي، فإن شركة ''لافيكو'' الليبية يديرها مجنون ليبيا وأبناؤه، وهي تشكل مصدر دخل لتمويل نظام حكمه، مما استوجب تجميد ممتلكاتها وأصولها في إطار المساعي الدولية لتجفيف ممتلكات المجنون ونظامه في كافة أنحاء العالم.
وكانت شركة ''لافيكو الجزائر'' تشرف على عدد من المشاريع في الجزائر، بالشراكة مع مؤسسات عمومية، مثل مشروع بناء مركز تجاري ضخم في بئر خادم بالعاصمة، قبل أن تنسحب منه، مما يعني أن القرار الأممي بتجميد الممتلكات لن يمس هذا المشروع. وامتدت أنشطة شركة ''لافيكو'' في الجزائر إلى القطاع المصرفي، حيث تساهم بجزء من رأسمال بنك الإسكان للتجارة والتمويل ''هاوسينغ بنك'' في الجزائر.
وكان مجلس الأمن أصدر القرار رقم 1973 الذي تم من خلاله تجميد ممتلكات المجنون وكافة أبنائه، إلى جانب عدد من أبرز مسؤوليه، كما تضمن نفس القرار نصوصا أخرى تحظر سفرهم، بالإضافة إلى منع بيع الأسلحة للنظام الليبي، في إطار عقوبات دولية على نظام المجنون بسبب قمعه للمحتجين في ليبيا.
وحث قرار مجلس الأمن الدولي، كافة الدول الأعضاء في هيئة الأمم المتحدة على تطبيق مضمون القرار من دون تأخير، خاصة ما تعلق بتجميد كل الأصول والموجودات المالية الأخرى والموارد الاقتصادية الموجودة على أراضيها، المملوكة أو المدارة مباشرة أو غير مباشرة من جانب الأشخاص المذكورين في قرار العقوبات.
ولم يتضح بعد ما إذا كانت السلطات الجزائرية شرعت في تطبيق القرار الأممي لمجلس الأمن، بشأن تجميد ممتلكات النظام الليبي واستثماراته، وهو القرار الذي يلزم كافة الدول الأعضاء في هيئة الأمم المتحدة.
