المغرب خطّط لتهجير الشعب الصحراوي إلى أوروبا

كشفت برقية أمريكية سرية النّقاب عن مخطّط سري للمغرب، حاول من خلاله نظام المخزن المغربي تهجير اللاجئين الصحراويين في مخيمات تندوف إلى دول أوروبية، حيث طلب مسؤولون مغاربة من نظرائهم في فرنسا وبريطانيا، استقبال اللاجئين الصّحراويين على الأراضي الفرنسية والبريطانية، إلى جانب أراضي دول أخرى في شمال أوروبا، بهدف تعقيد الوضع.
وحسب ما كشفته وثيقة سرّية تتضمّن نص برقية أمريكية مؤرخة في 8 فيفري من العام الماضي، تلخص تفاصيل لقاء جرى بين مسؤولين بوزارة الخارجية الفرنسية ودبلوماسية أمريكية، فإنّ مسؤولتين بوزارة الخارجية الفرنسية، وهما روجو سيريل المسؤولة عن نيابة مديرية شمال إفريقيا، وماري بوسكاي، المكلفة بملف المغرب في وزارة الخارجية الفرنسية، تحدثتا إلى كاثلين آلقرون وهي دبلوماسية أمريكية برتبة وزيرة مستشارة في شهر جانفي عام 2010 عن النّزاع الصّحراوي المغربي، كاشفتين عن مقترح قدّمه مسؤولون مغاربة للحكومتين الفرنسية والبريطانية وحكومات أوروبية أخرى، يقضي بتهجير اللاجئين الصحراويين في مخيمات تندوف إلى بريطانيا وفرنسا ودول أخرى بشمال أوروبا.
وفي هذا الإطار، تقول البرقية السرية أن ماري بوسكاي، المكلفة بملف المغرب في وزارة الخارجية الفرنسية، كشفت أنّ مسؤولين مغاربة طلبوا بـ''شكل مباشر'' من فرنسا، معرفة ما إذا كان لديها استعداد لاستقبال عدد من اللاجئين الصحراويين على أراضيها، لتضيف المسؤولة الفرنسية في معرض حديثها لنظيرتها الأمريكية، أن نفس الطلب تقدم به نظام المخزن المغربي للحكومة البريطانية، وحكومات دول أوروبية أخرى دون تحديدها، غير أن البرقية اكتفت بالإشارة إلى أن تلك الدول تقع في شمال أوروبا.
وجاء في البرقية ذكرا لأهداف وأسباب المقترح المغربي غير المسبوق، حيث قالت البرقية بصريح العبارة، أن نظام المخزن يهدف من وراء الرغبة في تهجير اللاجئين الصحراويين، إلى خلق ''عامل تعقيد'' في ملف النزاع الصحراوي المغربي، وهو ما يعني أنّه يحاول عرقلة التوصل إلى حل للنزاع وفق اللوائح والقواعد الأممية.
وبقدر ما كشفت الوثيقة الأمريكية حجم الألاعيب التي يمارسها النظام المغربي، لتجنب تسوية المسألة الصحراوية وفق مبدأ حق تقرير المصير، بقدر ما أظهرت أيضا تأثر نظام المخزن بالأفكار الصهيونية، حيث سبق أن اقترحت إسرائيل تقسيم الفلسطينيين على عدة دول في العالم، للتخلص من ملف اللاجئين الفلسطينيين.
كما سبق للمغرب أن اقتدى بإسرائيل في سنوات الثّمانينات، عندما أقام جدارا رمليا يفصل بين الأراضي الصّحراوية المحتلة وتلك المحرّرة، مستعينا في بنائه وإقامته بخبراء عسكريين إسرائيليين شاركوا في إقامة خط بارليف في صحراء سيناء المصرية خلال احتلالها.
ومن الناحية السياسية؛ فإنّ اقتراح المغرب تهجير اللاجئين الصحراويين إلى دول أوروبية، هو بمثابة اعتراف ضمني من الرباط، بأن الصحراويين ليسوا جزءا من الشعب المغربي، وهو ما يكشف زيف المزاعم المغربية حول تبعية الصّحراء الغربية للمغرب.
