تقرير فلسطيني يتوقع حربا إسرائيلية مفتوحة على أكثر من جبهة في المنطقة، وخاصة ضد إيران.

قدرباحثون فلسطينيون شاركوا في وضع التقرير الإستراتيجي السنوي حول المشهد الإسرائيلي في عام 2010، أن حكومة نتنياهو تعد بشكل جدي لحرب مفتوحة على أكثر من جبهة في المنطقة، وخاصة ضد إيران.
ويشير الباحث فادي نحاس الذي أشرف على محور المشهد الأمني والعسكري في إسرائيل، إلى حالة من التهيؤ عسكريا لسيناريو المواجهة باتت ملحوظة، حيث تفترض مستويات صنع القرار هذا السيناريو بوصفه حقيقة تتطلب التهيؤ التام من الناحيتين اللوجستية والعسكرية.

ويؤيد ذلك إعلان وزير الجيش إيهود باراك في 8 مارس2011 نية إسرائيل التوجه إلى الولايات المتحدة بطلب زيادة المساعدات العسكرية إلى 20 مليار دولار كي تتمكن من تهيئة نفسها عسكريا للمخاطر التي قد تنجم عن الثورات العربية.

وبالتوازي مع التهيؤ المعلن لمواجهة قد تحصد أعدادا كبيرة من القتلى على حد تقديرهم، يلفت نحاس إلى الإعلان الإسرائيلي الأول من نوعه رسميا عن أن "إيران هي العدو الإستراتيجي الأول لإسرائيل".

ويتفق هذا التوجه مع التسريبات حول ضلوع إسرائيل في نشر الفيروس الإلكتروني الذي ضرب المنشآت النووية الإيرانية، إلى جانب اتهامات لجهاز الموساد باغتيال علماء إيرانيين لهم دور في تطوير البرنامج النووي لبلادهم.

ورغم تصريح الرئيس السابق لجهاز الموساد مئير دوغان بأن إيران لن تمتلك قنبلة نووية قبل عام 2015، وأنه لا حاجة للمسارعة في ضربة عسكرية، فإن تقرير المشهد الإسرائيلي يشير إلى المناورات والتدريبات العسكرية على صعيد لافت وخاصة في فعالية سلاح الجو طيلة عام 2010.

وحسب نحاس فإن الاصطفاف الإيراني مع حزب الله وسوريا أصبح يشكل مع الزمن قوة ردعية كبيرة لإسرائيل وهو ما تسعى الأخيرة لإسقاطه قريبا.

وحسب نحاس يظل المتغير الأمني والسياسي الأهم بالنسبة لإسرائيل خلال عام 2010 هو تراجع العلاقات مع تركيا بشكل دراماتيكي، وهو ما يكشفه تراجع حجم التبادل التجاري الإسرائيلي التركي من 2.6 مليار دولار في السنوات الأخيرة إلى أقل من 100 مليون دولار عام 2010.

ويتحدث الباحث والأستاذ الجامعي أمل جمّال عن ثلاثة توجهات إسرائيلية لمواجهة التحولات الإقليمية والضغوط الدولية، أولها ازدياد تعويل إسرائيل على القوة العسكرية وعلى تفعيل قدرتها الردعية، ومحاولات تعميق تأثيرها على السياسة الخارجية الأميركية عبر تفعيل القوى الداخلية المتطرفة في أميركا.

وإقليميًّا يشير جمال إلى تصاعد الهاجس الإسرائيلي من التحول الذي شهدته مصر بسقوط نظام مبارك، بفعل التخوف من تراجع النظام المصري الجديد عن معاهدة السلام معها رغم طمأنة المجلس العسكري الأعلى بإعلان احترامه التعاقدات القائمة.
ورغم ذلك تدرك إسرائيل أن الشعب الذي تمكن من إزالة النظام الحليف لها في مصر، يكنّ أعلى درجات العداء لها في المنطقة، وسط توقعات بانتقال مصر لتعلب دورا إقليميا أكبر من السابق عبر بناء علاقات مع تركيا وربما إيران أيضا.

ولا يقلل جمّال من التخوف الإسرائيلي الكبير أيضا من الحراك الذي تشهده دول الطوق المحيطة بفلسطين وخاصة في سوريا والأردن، والذي يفسر في الأوساط الإسرائيلية بإمكانية العودة إلى سياسة المواجهة مع هذه الدول بعد عقود من المهادنة.

أما على صعيد المشهد الداخلي، فقد بلغ عدد سكان إسرائيل عام2010 حوالي 7.695.000 نسمة، يشكل اليهود 75.4% منهم وهم بدورهم يشكلون 42% من يهود العالم، في حين وصل عدد الفلسطينيين في الداخل المحتل مليون و573 ألفا وهو ما يعادل 20.4% من السكان.

ولفتت مديرة مركز مدار هنيدة غانم إلى "ارتفاع نسبة نمو المستوطنين المتدينين المتزمتين في المجتمع الإسرائيلي والمستوطنات بالضفة الغربية والقدس بمعدل 1.9% مقارنة بـ1.8% عام 2009".

وفي استعراضها لأهم ملامح السياسة الإسرائيلية خلال 2010، توضح هنيدة أربعة عوامل مركزية تقاطعت لتشكل هذه السياسة التي يقودها بنيامين نتنياهو، أهمها التعويل الكامل على القوة العسكرية، باعتبارها مرتكزا أساسيا للسياسة الإسرائيلية.
