أوباما يقر تسليح ثوار ليبيا سريا

نقلت رويترز أمس عن مسؤولين أميركيين قولهم إن الرئيس باراك أوباما وقّع مرسوما سريا لتسليح الثوار الليبيين، في وقت يتعمق فيه خلاف الدول دائمة العضوية في مجلس الأمن حول القضية، وتدور المعارك في شرق ليبيا كر وفر.
ونقلت رويترز عن المسؤولين الذين لم يكشفوا هوياتهم قولهم إن الأمر وُقّع خلال الأسبوعين إلى الأسابيع الثلاثة الماضية، وهو تسريب رفض البيت الأبيض التعليق عليه حاليا.
وتحدث المسؤولون عن استعداد دول عربية للمشاركة في جهد التسليح الذي بات أوباما يتحدث عنه كاحتمال غير مستبعد على الإطلاق، لكنه احتمال يثير جدلا لدى الطبقة السياسية الأميركية.

ويجري نقاش في مجلس الشيوخ والنواب حول إمكانية تسليح الثوار، إذ يقول مشرعون إنه الطريقة الوحيدة لقلب موازين القوى في ليبيا، بينما يبدي آخرون قلقا على مصير هذا السلاح.
وقال رئيس لجنة الاستخبارات في مجلس النواب الجمهوري مايك روجرز إنه يعارض هذا الخيار الآن لأن هناك حاجة للتعرف أكثر على المعارضة الليبية.
ويرى مسؤولون أميركيون أن ضربات التحالف الدولي زعزعت سلسلة القيادة، لكن قوات الثوار تبقى غير منظمة وعاجزة عن استثمار الدعم العسكري الغربي.
وتحدث مسؤولون في الاستخبارات الأميركية عن تكتيكات جديدة غير تقليدية باتت قوات المجنون تستعملها في مواجهة الضربات الجوية.
وطلب أوباما من وزيرة خارجيته ووزير دفاعه وقائد أركان الجيش الأميركي ومن رئيس الاستخبارات الوطنية إطلاع المشرعين الأميركيين على طريقة تعامل إدارته مع الأزمة، في جلسات مغلقة.

ويتوقع أن تتطرق نقاشات مجلسيْ الشيوخ والنواب إلى مسألة التسليح التي ألمح إلى إمكانية تجسيدها أيضا رئيس الوزراء البريطاني ديفد كاميرون، بوصفها جزءا من "الإجراءات اللازمة لحماية المدنيين" التي نص عليها القرار 1973، في وقت تحدث فيه وزير خارجية فرنسا آلان جوبيه عن استعداد بلاده لتبحث مع حلفائها هذا الخيار، وإن أقر بأن قراريْ الأمم المتحدة الخاصين بليبيا 1970 و1973 لم ينصا عليه.
