اويحي يتحدى الشعب

نفى الأمين العام للتجمع الوطني الديمقراطي، الوزير الأول أحمد أويحيى، أن تكون الجزائر تعاني أزمة سياسية تستدعي حل البرلمان أو إنشاء مجلس تأسيسي، وقال: ''ليس لدينا رئيس بقي في الحكم 02 سنة. وفي العشرين سنة الأخيرة، عرفت الجزائر 5 رؤساء''. وأعلن أويحيى أن الحكومة تقود ''حرب عصابات'' ضد مافيا تتغلغل في السوق الوطنية، في تفسيره ''رضوخها'' أمام ضغوط جهات رفضت التعاطي بصكوك الـ50 مليون سنتيم.
قال أحمد أويحيى، في حصة للتلفزيون الوطني دعي إليها بصفته أمينا عاما للأرندي، سهرة أول أمس، إن بعض الدول العربية تعرف ''تغييرات وأحداثا أعطى لها الإعلام الدولي ترويجا خاصا''. لكن ''البعض يتطلع إلى نقل نفس الواقع في الجزائر''. لكن أويحيى يرى أن ''الجزائر لا تعرف أزمة سياسية تستدعي أن تعالج بحل الحكومة وحل البرلمان''، وأنه ضد دعاة تغيير النظام الذين ''يريدون خلق الأزمة السياسية التي لم تظهر بعد''.
وأكد أويحيى استدعاءه من قبل الرئيس وعدد من مسؤولي الهيئات الدستورية، في إطار ما عرف بـ''المشاورات السياسية''. ومع ذلك، أفاد أنه على مستوى حزبه، فإنه يفضل في حال تعديل الدستور الذهاب إلى نظام رئاسي ''لأن النظام البرلماني يؤدي إلى شلل تام للوضع''. وقد يكون صالحا، حسبه، بعد 50 سنة، لما تكون في الساحة السياسية أقطاب لبرامج سياسية. أما عن اعتماد أحزاب سياسية جديدة، فقدم أويحيى طرحا جديدا يقوم على حسابات داخلية ''أتركوا الفرصة للجزائر تبرمج نفسها التي هي في حاجة إلى الوصول إلى علاج جراحها''.
وقال أحمد أويحيى كلاما في حق شريكه في التحالف، أبو جرة سلطاني، فهم أنه دعوة له لـ''التخلي عن التحالف إذا رغب في ذلك''، قائلا ''إن كان الحليف المذكور غير راض، يمكنه أن ينسحب في .2012 وإذا انسحب، سنبقى مع جبهة التحرير نشكل غالبية في البرلمان بـ199 نائب''. أما عن الإشاعة الخاصة بتقديمه استقالته، رد أويحيى بأنه عيّن من طرف رئيس الجمهورية، ولن يستقيل ولن يدخل في المعارضة إن استغنى بوتفليقة عن خدماته. كما سئل إن كان يطمح لمنصب رئاسة الجمهورية، فاستعان بمقولة للرئيس الفرنسي السابق جيسكار ديستان بأن توليه للرئاسة كان ''لقاء رجل مع مكتوبه''.
واتهم أويحيى جهات بالوقوف وراء احتجاجات عنيفة شهدتها البلاد بداية العام ''كانت مفتعلة بنسبة 60 بالمائة من الذين خافوا من استعمال الصك في التبادلات التجارية''. وأعلن أن الحكومة تقود ''حرب عصابات.. تضرب هذه الجهة ثـم تنتقل إلى أخرى''، وقصد أويحيى ما سماه ''تحالف المافيا المالية مع البارونات مع انتقال البلاد من نمط اقتصاد الدولة إلى نمط اقتصاد حر''، وهو التحالف الذي ''رضخت'' الحكومة في وجهه باعتراف منه في قضية إلزامية الصك في التعاملات التجارية فوق 50 مليون سنتيم. ولفت بأن ''الأمور تطورت، وأن الصك أصبح إلزاميا، وأن تأخير ذلك ليس قضية خوف وإنما قضية استقرار البلاد وسلامتها''.
وشرح بالنسبة لنقص السيولة المالية في مراكز البريد، بأن البنك المركزي طور طبع الأوراق النقدية من 10 ملايير دينار يوميا إلى 18 مليار دينار في شهر أكتوبر الماضي، لكن الأموال التي تخرج من الصكوك المركزية البريدية زادت بـ250 بالمائة.
وسئل السيد أويحيى عن ''انتشار الرشوة والفساد والتضحية بالمسؤولين البسطاء في القضايا الخاصة بذلك''، فرد بأنه ''يجب الثـقة في العدالة''، وأن ''عدم الاعتراف بها يعني أننا في غابة''، مذكرا بأن الحكومة ''اتهمت سابقا بحملة الأيادي النظيفة''.
كما أكد في هذا الشأن بأن القضاء يقوم بدوره، وأن القضايا المتعلقة بسوناطراك والطريق السريع شرق ـ غرب وغيرهما ''كشفت من قبل أجهزة الدولة، بعد تحقيق في إطار مكافحة الفساد ولم يقم بها محققون خواص''. في حين دافع عن القطاع العام، بسبب أن القطاع الخاص ''لازال في مرحلة التطور، وأن 90 بالمائة منه مؤسسات عائلية''.
ورفض أويحيى وصف حكومته بـ''المبذرة''، بسبب أنها ''رضخت للجزائريين''، قياسا لمطالبهم الاجتماعية، قائلا: ''الاستقرار ليس له ثـمن''، مشيرا إلى أن البعض يقول إن الحكومة رضخت ''لقد رضخنا للشعب وليس للأجنبي''.. وقال عن الذين يعتبرون القروض الممنوحة للشباب في إطار التشغيل ''تبذيرا''، بأنهم يتناقضون مع أنفسهم، لأنهم يطالبون في نفس الوقت بـ''منحة البطالة''.
