تشخيص معاناة المعاق الجزائري:
إن حالة المعاق في الجزائر يثير كثير من الأسى والحزن بسبب الإقصاء والحرمان الذي يتزعمه غياب شبه تام للتكفل بالمعاقين حيث نجد نسبة كبيرة من المعاقين من ذوي الشهادات العليا والكفاءة يعانون من البطالة لسنوات طويلة مما ينعكس سلبا على معنوياتهم حيث وصل بالبعض على اليأس في الحصول على منصب عمل في يوم ما يحفظ كرامتهم ويخلصهم من التباعية الكلية للأهل وعدم استقلاليتهم ماليا واجتماعيا والطامة الكبرى تضاف إلى هذه المعاناة هو حرمان نسبة كبيرة من المعاقين من حقوقهم المادية المتمثلة في منحة المعاق أصلا غير كافية لتغطية مصاريف النقل والعلاج ويخص بالذكر معاناة فئة المكفوفين حيث أن وضعيتهم جد مأساوية وغالبا ما تواجه طموحاتهم لهاجس البطالة وقلة التكوين الملائمة لإعاقتهم والتمييز بين فئات المعوقين الأخرى حيث لم يتم تصنيفهم ضمن المعوقين بنسبة 100 % ونتج عن ذلك هو حصولهم على منحة اقل ب4 أضعاف من المنحة المخصصة للمعاقين بنسبة 100 بالمئة وكذا حرمانهم من الزيادة المقررة في 28 فيفري 2009 من 1000دج إلى 3000دج الخاصة بفئة المعوزين والمعاقين اقل من نسبة 100 بالمئة .
وتعتبر الجزائر متخلفة كثيرا في ميدان تهيئة الطرقات والمؤسسات للمعاقين حركيا حيث غالبا ما يواجهون مشاكل كثيرة في التنقل حيث في اغلب الأحيان يرفض صاحب حافلة أو طاسيلي نقل معوق حركيا بسبب عدم تلائم مركبته أو تهربه من تحمل مسؤوليته والمصيبة الكبرى هي بعد عناء سنوات الدراسة الطويلة و الجد و الاجتهاد و الطموح و النظر للمستقبل بعيون متفائلة نجد الأبواب تغلق في وجههم و يجد أن الجميع يرفض توظيفه بسبب إعاقتهم بالرغم أن الكثير من تلك الوظائف لا تحتاج إلى جهد . اعني أن يكون على مكتبه يشتغل مثلا أو في مختبر أو الكثير من الوظائف التي تصلح لحسب الحالة و لكن للأسف لا بد من رفضه هكذا و بدون أن يضعونه تحت التجربة و كأنهم كلهم ثقة انه لا يصلح
وما زاد الطين بلة هو تقاعس المسؤولين في تحقيق وعودهم التي تقضي بإدماج المعاقين في مناصب شغل وزيادة المنحة من 4000 دج إلى 6000دج وتوفير حافلات لنقل الطلبة والمتربصين المعاقين وتخفيض قيمة السكن لتبقى هذه الوعود حبر على ورق ونذكر بالمناسبة اغلب الوعود جاءت لحفظ ماء الوجه في اليوم العالمي للمعوق وفي اليوم الوطني للمعاق 14 مارس حيث تنشط الجمعيات أكثر في هذين اليومين فقط حيث ت نظم الحفلات وتقدم الهدايا لا تسمن ولا تعني من جوع هدفها الوحيد هو الحصول على إعانات ومساعدات الدولة ولا نعرف ما مصيرها في ارض الواقع وعند توجه المعوقين لتلك الجمعيات وغالبا ما تسدد أبوابها في وجهه ولا تعني له ادني الاهتمام في خارج هذين اليومين
بينما نجد في الدول المتقدمة مدى الاهتمام والتكفل بالمعاقين من جميع الفئات حيت تم تخصيص ممرات وفضاءات ومساحات خاصة بالمعاقين حركيا وتهيئة الحافلات و سيارات الأجرة وفرض غرامات مالية ضخمة لمن لم يحترم هذه الفضاءات والمساحات وحتى فئة المتخلفين عقليا والمنغوليين نالت حظها من الاهتمام و التكفل حيث يتم تكوينهم بطريقة محكمة وإدماجهم في عالم الشغل. ونعترف بمرارة كبيرة أن وضعية المعاق في الدول العربية أحسن بكثير من الجزائر من حيث فرص العمل والتكوين وحتى مطالبهم تختلف عن مطالبنا بينما نحن نطالب بالحصول على ادني حقوقنا في التكوين والعمل والمنحة نجد مطالبهم تتمثل في الزواج والسكن والتي تعتبر هذه المطالب بالنسبة للمعاقين في الجزائر من المستحيلات وحتى في المنام لا يتحقق
وخلاصة القول حقوق المعوق في الجزائر مهضومة من طرف الجميع وحتى من الأهل حيث ما يتعرض المعوق للإهمال من حيث التكوين والتعليم وغالبا ما يتعرض للتسرب المدرسي بسبب قلة الاهتمام والتأطير ونسبة الأمية كبيرة جدا في أوساط المعاقين والمستوى في تدهور مستمر لان أبواب المدرسة في اغلب الأحيان تكون مسدودة في وجههم لأتف الأسباب خاصة في ظل غياب القوانين التي تحمي المعاقين من كل أشكال الظلم سواء في حق في التعليم أو التكوين ا و حتى في حقه في العيش حياة كريمة تحفظ كرامته.
