ثوار ليبيا مستعدون لسيناريو التقسيم

ذكرت صحيفة واشنطن بوست في تقريرها من بنغازي أن ثوار ليبيا يستعدون لأسوأ السيناريوات المتمثلة في تقسيم البلاد، رغم أنهم يأملون بقيام دولة ديمقراطية موحدة.
فبعد أن امتد الصراع من أسابيع إلى أشهر وبدا التقدم في ساحة المعركة يراوح مكانه، فإن المنطقة التي يسيطر عليها الثوار تستعد لتكون دولة مستقلة بحكم الأمر الواقع.
وتشير الصحيفة إلى أنه منذ انتفاضة فيفري التي أنهت حكم مجنون ليبيا في بعض المناطق الشرقية وعلى رأسها مدينة بنغازي، فإن المدارس والعديد من قطاعات الأعمال ما زالت مغلقة، ولكن الشرطة عادت إلى الشوارع، والمستشفيات تعمل والمحال التجارية بدأت تفتح أبوابها تدريجيا.

وخلف الكواليس -تقول واشنطن بوست- يتودد قادة المعارضة للشركاء الدوليين وهم يحاولون بناء نظام سياسي واقتصادي لفترة من الانقسام يتوقع البعض أن تطول إلى أجل مفتوح.


فوصول ناقلة نفط إلى ميناء طبرق يوم الثلاثاء –بصرف النظر عن قدرة الثوار على التصدير- يشكل خطوة رمزية لرحلة هؤلاء القادة من ثوار عرضيين إلى حكام ورجال دولة.

كما استقبل قادة الثورة في بنغازي لأول مرة مبعوثا أميركا لتقديم المساعدة للمجلس الوطني الإنتقالي الوليد الذي يدير شؤون المناطق الشرقية.
وبالنسبة للولايات المتحدة والقوى الغربية، فإن جهود الثوار لبناء أسس الدولة في شرقي ليبيا يعكس واقع الجمود العسكري على الأرض.

ونسبت واشنطن بوست إلى فتحي باجا وهو رئيس الشؤون الدولية في المجلس الانتقالي، قوله "نحن لا نرغب بالانقسام ولا نسعى إليه، ولكن هذا السيناريو قد يحدث".

ويقول المتحدث باسم المعارضة مصطفى غرياني إنه عندما انسحبت قوات المجنون بعد اندلاع الانتفاضة "كنا نعتقد أن الأمر سيكون مثل مصر وتونس، باعتبار أن لدينا وزارات، ولكننا اكتشفنا أننا لا نملك شيئا من هذا القبيل".

والآن يتحمل المجلس الوطني الانتقالي الذي يضم 31 عضوا، مسؤولية إيجاد بني تحتية سياسية واقتصادية وعسكرية من الصفر.

ويضم المجلس فريق إدارة الأزمات الذي يعمل عمل الحكومة، وقد عاش معظم أعضائه في الخارج، منهم وزير الاقتصاد الذي ترك منصبه أستاذا في جامعة واشنطن.

ويعمل قادة المعارضة -بالتعاون مع خبراء في أميركا وأوروبا- على خطط لصياغة دستور وقوانين انتخابية، ويقول القادة إنهم يسعون لتحقيق نظام ديمقراطي يشمل حرية التعبير والتعددية الحزبية والقضاء المستقل.

ومن الناحية الاقتصادية –ولا سيما أن 96% من عائدات ليبيا تأتي من النفط- فإن خطط الثوار الاقتصادية، سواء لإقامة دولة واحدة أو اثنتين، تتضمن اقتصادا أكثر تنوعا، يشمل السياحة والزراعة والطاقة الشمسية.

يـــــعـــــني سينــاريــــــــو المسـرحيــــــة ، كتب من زمان ، كرونولوجيا الاحدث بالمنطقة الشرقية شاهدة عبر التاريخ . تقسيم الفضاء الليبي الشاسع ، و الغرب لم يحرك قواه قبل ان يحرك عرائس القاراقوز التي رباهم في مختبراته . ثم بقي متفرجا ليضع المكيال تارة من هنا و تارة من هناك حفاظا و حسب على تطابق ريشة الميزان على خط التقسيم . مثلما يحتفظ كذلك بعدة من امثالهم لعديد الدول المعادية او المهادنة له .

على كل الاحداث متواصلة و ارتباكهم واضح و لربما هو محاولة للضغط على الغرب بتوصيات من قطر و فرنسا لاستصدار قرار اممي جديد بتدخل حاسم بطرابس لخلع القذافي و تنصيبهم و ترصيعهم بتاج العزيزية و لو على حساب دك طرابلس بمن فيها ( و بلوغ هذا هذا جد مستبعد) . كون قيادة الناتو سحبت البساط من اي تصرف فردي لهاذين البلدين خاصة بعد المعارضة الشديدة من برلين و تراجع واشنطن .

و ان حدث التقسيم هذا فعظم الله اجرنا في شيء اسمه العرب .
